Representatives for the Fire Marshal's Office, Building Department, Environmental Health, Planning, and Public Works Departments may attend the meeting to discuss rules and regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive plan, shoreline program, zoning, availability of sewer and potable water, development concepts, building construction, fire protection and life safety concerns of the proposed project.The pre-submission conference will be most informative when you provide accurate and detailed information on the Pre-Application Conference Application Form and the site plan. Applications will be accepted when all information is received and deemed complete. Pre-Application Conferences are held every Wednesday and last one hour. To schedule a meeting complete the application on both sides and return 10 copies of the detailed site plan, along with $205.00 fee, by 3:00 PM on the Wednesday prior to the proposed Wednesday meeting to the Mason County Department of Community Development, ATTN: Pre-Submission Coordinator, P.O. Improvements will include: a. An 800 SF restroom/concession building with a food concession preparation and sales space, separate men's and women's restroom facilities with a shared mechanical and electrical chase. The building's occupancy classification per IBC 302.1 is IBC Group U, "Utility and Miscellaneous". Construction Type 5 will be used. See attached sketch. b. The restoration of one 300' outfield baseball/softball field, the relocation of two existing youth baseball/softball fields and the construction of one new 200' outfield baseball/softball field.The fields will be irrigated from an on site well. c. Conversion of an existing undefined gravel parking area into a +/- 110 car parking lot with wheel stops and planting. The construction of a new 16 car parking lot east of Sand Hill Road. d. Handicapped accessible pathways will connect parking areas to paved plaza spaces behind the ballfield backstops. e. Shade trees are planned for the spectator areas behind the backstops and along major pedestrian circulation routes,and multipurpose turf areas will be irrigated and seeded. f. The relocation of the caretaker's residence, an existing 880 SF double-wide mobile home to an on site location +/- 15' north of its existing location to make room for the access road to the new 16 car parking lot. Existing water, sewer and electrical service will be extended to the new location. g. The addition of flashing warning lights at the existing crosswalk on Sand Hill Road. h. The addition of cable guardrail on the east side of Sand Hill Road to restrict roadside parking and provide additional protection for motorists and park users. What is the water availability of the proposed project? If there is an existing well, what is the name of the system? Mason County is negotiating with the School District for approval to connect to the Sand Hill Elementary School water system to provide potable water to the proposed restroom/concession building. An on site well on the east side of Sand Hill Road (Sand Hill Park #6556D) serves the caretaker's residence and irrigation water for two existing youth baseball/softball fields. A second well on the west side of Sand Hill Road (Sand Hill Park well #AXA120,no system ID yet)will be used for irrigation only. What is planned for the on-site sewage system? The relocated caretaker's residence will be reconnected to the existing on site sewage disposal system (see Mason County Health Department record of final inspection attached). The proposed on site sewage system for the restroom/concession building will be located north of the proposed building. On site test pits and percolation tests are scheduled for the proposed site. During the meeting, you mentioned that the Fire Inspector required a letter from the County explaining our plans for the concession building relating to the fire suppression system and the type of stove that will be included in the building. As you know, the project specifications did not include a stove for installation in the building during the project. The County intends to contract the concession operation out to a private concessionaire. The concessionaire will provide the stove for the concession operation and once that process is completed, the County would contact the Fire Inspector for a building inspection to obtain the final approval. In conclusion, I am sending you this letter at your request and I hope this will satisfy the needs of the Fire Inspector?
