Cedar Shelton, WA 98584 FROM: Anthony Rhead Resident Firefighter/EM'I' 460 NE Old 13elfair Highway Belfair, WA 98528 STJBJECT: Illel al 'Burn at 150 NE Old Belfair Highway On February 7, 2006, at approximately 0943 hours, Firefighter./FMT Wess Van Slyke and. I responded non-priority in Brush 21 to assist Mason County Fire Warden Robert Molesworth at 150 NE Old Belfair Highway with an illegal burn that needed to be extinguished. Upon arrival,we met with Molesworth and he directed us to the fire. The fire was 10f1 in diameter and 3 ft high. The fire was approximately 20 ft from.the house, located behind the house, and was about 50% involved. We deployed a 1. bich booster hose line and began to spray water on the pile. I began to pull the pile apart. While breaking apart the pile, I found various materials in the pile including lumber, asphalt, paint cans, plastic sheeting, yard debris, paper products including;several invoices from a lumber company, various pieces of metal wiring, a bottle from a butane or propane torch, and the Freon refrigeration coil off of a refrigerator. After approximately 20 minutes the fire was extinguished. We had used approximately 200 gallons of water. Molesworth t.lianked us for coming out and requested a report be faxed to his office. Myself and Fire Fighter Anthony Rhead responded rion-rode in Brush 21 Lo the address to r)ssi3t Mo.lesworth. DETAILS: Upon arrival at scene T. contacted Mo.lesworth and 'he showed Me where the fire was located at. Upon approaching the fire, looaued in tho rear of the rectiderice, I noticed approximately a 10 Ft by 10 b't wide and 3 Ft high debris pile, that, was approximately one half involved in .fire. The pile was approximately 20 Ft from the house. I advised Rhead that we would extinguish the fire; with a 1 inch booster line off the apparatus and pull apart the pile with a pulayki tool. I than pulled the booster line o.C.0 the apparatus and handed it to Rhead. T than charged the line with water. Rhead than berjan to extinguish the fire, aad hull apart the partial burning debris. While Rhead war, t:xLinyuishing the fire I noticed that the pile contained; 1 Ft. to 2 Ft Chunks of asphalt, a paint ran, some building maLerials in the way of lumber, some plastic shec:ti,ng and trash hags, paper products, natural ve'gitat,ion, the freon coil from a refridgerator, a small pressure vessel, like the odes used on a small cooking stove, and some misc. metal items that I could noL identify dip to fire damage. Molesworth was also able to locate some sai.e, invoices in tho p.i.l a from a lumber. company. Upon Extinguishment of the fire Moleswort.h advised us that we could leave the scene. Disposition: Myself and Rhead returned to station 21 and placed Brush 21 bark in Service. Curing the extinguishment of tho f.i,rn we used approximately 200 gallons of water from the, booster tank off the apparatus. Molesworth DATE: 7 February 2006 0915 hours, I noticed a large column of smoke North of the SR302 intersection as I was turning from SR3 onto Old Belfair Hwy. 0915 hours, Upon arrival at the above address I noticed the smoke was coming from behind the house. On the West side. The burn pile was approximately 10x10 feet in diameter and was approximately 25 feet West of a covered porch connected to the daylight basement of the house. The fire contained large amounts of construction debris including plywood, 2x4's and 2x6's, an old door painted white, paper, cardboard, pieces of metal, paint cans, plastic jugs and sheeting, an old condenser from a refrigeration unit, a small propane cylinder, and no one was in attendance at the fire site. I documented the site with pictures. 0930 hours, I called Larry Waters to locate the responsible person by any building permit since there was construction debris scattered around the property. He transferred me to Tammy where I left a message. 0935 hours, After waiting for the responsible to return to put out the fire, I called Fire District #2 and requested fire suppression at my location. After Brush 21 and crew arrived and they proceeded to extinguish the fire. As Firefighter A. Rhead dug through the burn pile I took pictures of the items that he was uncovering. I called Rose, Mason County Public Health Dept, MCPHD, x584 and left a message about the situation. ILLEGAL BURNING INVESTIGATION page 2 of 2 7 February 2006 1021 hours, Brush 21 crew secured fire suppression operations and returned to Fire Station 2-1. 1026 hours, Mr. Christopher T. Lincoln returned with his crew to continue work on the house. I showed Mr. Lincoln the burn pile, pointed out the violations, and explained the problems that he had created. Mr. Lincoln admitted to me that he had "started the fire last night and added some material this morning before leaving". I issued Mr. Lincoln a Warning Citation and told him that since there was material in the fire that was other than natural vegetation, I was going to inform the County Health Dept. So he may be receiving a letter from the Fire Marshal, Health Dept, and the Court. 1100 hours, Secured the scene and returned to the office.
