1. Project Description & Emissions
In April of 2001 Belfair Cleaners submitted NOC application # 01 NOC135 to install a
Forenta D335 dry cleaning machine at their existing shop located at 23969 NE State Rt.
3 in Belfair, Washington. On February 9, 2005 ORCAA staff learned that that machine
had been replaced with a Bowe Permac Flexible M-30 dry cleaning machine in
December 2004. Both of these machines utilize a closed-loop, dry-to-dry system
incorporating a refrigerated condenser to control emissions of perchloroethylene. The
most recent data provided by the source indicates solvent usage of less than 100
gallons per year. No significant increase in material usage is anticipated for the
replacement equipment.
2. Facility History
The applicant has been operating a retail perchloroethylene dry cleaning business at
the given address since 1999 and has maintained current registration with ORCAA
since 2003.

8. Ambient Impact Analysis (Toxic Air Pollutants) f
WAC 173-460 establishes the systematic control of new sources emitting toxic air
pollutants (TAPs). Perchloroethylene dry cleaners are exempt from the emission
quantification and air toxics analysis requirements of Chapter 173-460 WAC (per WAC
173-460-030(2)(c)(i)). However, perch loroethylene dry cleaners are subject to the
requirements to install BACT for toxic air pollutants (or T-BACT). Under WAC 173-400-
075, a dry-to-dry machine with a refrigerated condenser, as proposed by Belfair
Cleaners, meets the requirements for T-BACT for this case.
9. Title V Air Operating Permit (AOP)
❑Minor Source. AOP not required since facility-wide potential to emit is minor for all
pollutants. WAC 173-401-300(a)(iii) requires all sources subject to a standard or other
requirement under section 112 of the FCAA (including dry cleaners)to obtain a permit
under the Operating Permit Program. However, non-major sources are currently exempt
from the obligation to obtain a chapter 401 permit (WAC 173-401-300(2)(a)).
❑Synthetic Minor Source. AOP not required since applicant requested voluntary limit

12. Conditions of Approval
The following conditions of approval are necessary for assuring compliance with
applicable air regulations and standards:
1) Control a) The Bowe Permac Flexible M-30 machine shall be equipped with a
Equipment refrigerated condenser and will be operated in keeping with the
requirements of WAC 173-400-075(7).
b) Temperature Sensor
i) The machine shall be equipped with an air temperature sensor at
the outlet of the refrigerated condenser.
ii) The air temperature sensor must be:
(1) Accurate to within 2°F (1.1°C).
(2) Designed to measure at least a temperature range from 32°F
(0°C)to 120°F (48.9°C)
(3) Labeled"RC outlet."

2) Operation and a) Each week the temperature at the outlet of the refrigerated condenser
Maintenance must be checked during the cool-down period and recorded.The air
temperature must be less than or equal to 45°F (7.2°C).
b) The following components shall be inspected once every two weeks
for perceptible leaks when the dry cleaning system is operating. If the
amount of perch loroethylene purchased or consumed in any twelve-
month period exceeds 140 gallons, the inspections shall be performed
on a weekly basis:
i) Hose and pipe connections
ii) Water Separators
iii) Muck cookers
iv) Stills
v) Exhaust dampers
vi) Diverter valve
vii) Cartridge filter housings
viii) Fittings, couplings, and valves
ix) Door gaskets and seatings
x) Filter gaskets and seatings
xi) Pumps
xii) Solvent tanks and containers
c) Perceptible leaks are defined as any perch loroethylene liquid or vapor
leak that is obvious from the odor of perch loroethylene,the visual
observation of pools, droplets or liquid,or the detection of gas flow by
passing the fingers over the surface of the equipment while the
equipment is running.The date and result of each inspection must be
entered in an operations and maintenance record at the time of the
inspection.
d) Leaks must be repaired as soon as possible.The date and time each
leak was discovered must be entered in an operations and
maintenance record.
e) The date,time, and result of each repair must be entered in the
operations and maintenance record at the time of the re air.
3) Recordkeeping a) In addition to records required by regulation,the following records
shall be maintained on site and open for inspection for the lifetime of
the facility:
i) A copy of all Notice of Construction and Approval Orders.
ii) Perch loroethylene purchase or consumption records.
iii) The design specifications and operating manuals for the dry
cleaning machine.

ORDER OF APPROVAL
NOTICE OF CONSTRUCTION 01 NOC135

This Order of Approval (Order) is issued in accordance with Olympic Region Clean Air
Agency's (ORCAA) Regulation 1, and Chapter 173-400 of the Washington
Administrative Code (WAC). Conditional approval is hereby granted to Belfair Cleaners
to operate a Bowe Permac Flexible M-30 perch loroethylene dry cleaning machine
located at 23969 NE State Rt. 3 in Belfair, Washington as described in the associated
NOC application (01 NOC135). The special conditions established in this Order are
enforceable requirements, which are in addition to applicable state, local and federal
regulations and standards. Compliance with the conditions of this Order does not
relieve the owner or operator from compliance with ORCAA Regulation 1, RCW 70.94,
or any other emissions control requirements, nor from the resulting liabilities and/or
legal remedies for failure to comply. The owner or applicant may appeal this Order to
the Pollution Control Hearings Board (PCHB) by filing a written appeal with the PCHB
and serving a copy upon ORCAA within thirty (30) days from receipt of the Order.
THIS ORDER OF APPROVAL IS ISSUED SUBJECT TO THE FOLLOWING
CONDITIONS:
1) Control Equipment
a) The Bowe Permac Flexible M-30 machine shall be equipped with a refrigerated
condenser and will be operated in keeping with the requirements of WAC 173-
400-075(7).
b) Temperature Sensor
i) The machine shall be equipped with an air temperature sensor at the outlet of
the refrigerated condenser.
ii) The air temperature sensor must be:
(1) Accurate to within 2°F (1.1°C).
(2) Designed to measure at least a temperature range from 32°F (0°C)to
120°F (48.9°C)
(3) Labeled "RC outlet."
2) Operation and Maintenance
a) Each week the temperature at the outlet of the refrigerated condenser must be
checked during the cool-down period and recorded. The air temperature must be
less than or equal to 45°F (7.2°C).
b) The following components shall be inspected once every two weeks for
perceptible leaks when the dry cleaning system is operating. If the amount of
perchloroethylene purchased or consumed in any twelve-month period exceeds

140 gallons, the inspections shall be performed on a weekly basis:
i) Hose and pipe connections
ii) Water Separators
iii) Muck cookers
iv) Stills
v) Exhaust dampers
vi) Diverter valve
vii)Cartridge filter housings
viii) Fittings, couplings, and valves
ix) Door gaskets and seatings i
x) Filter gaskets and seatings
xi) Pumps
xii) Solvent tanks and containers
c) Perceptible leaks are defined as any perchloroethylene liquid or vapor leak that
is obvious from the odor of perchloroethylene, the visual observation of pools,
droplets or liquid, or the detection of gas flow by passing the fingers over the
surface of the equipment while the equipment is running. The date and result of
each inspection must be entered in an operations and maintenance record at the
time of the inspection.
d) Leaks must be repaired as soon as possible. The date and time each leak was
discovered must be entered in an operations and maintenance record.
e) The date, time, and result of each repair must be entered in the operations and
maintenance record at the time of the repair.
3) Recordkeeping
a) In addition to records required by regulation, the following records shall be
maintained on site and open for inspection for the lifetime of the facility:
i) A copy of all Notice of Construction and Approval Orders.
ii) Perchloroethylene purchase or consumption records.
iii) The design specifications and operating manuals for the dry cleaning
machine.

This SBAP visit was performed to facilitate approval of NOC # 01 NOC135.
1 met with the owners of the shop, Mr. and Mrs. Kim. I inspected the dry cleaning machine
which had been installed in December 2004.
The machine is a Bowe Permac Flexible M-30 CT perch loroethylene dry-to-dry, closed loop
dry cleaning machine. Manufacturer's literature provided by the owner indicates that the
Model M-30 CT is equipped with a refrigerated condenser. Inspection of the machine
verified this. Refer to the hard copy of this report for photos of the refrigerated condenser. I
was unable to locate a temperature sensor associated with the refrigerated condenser. In
order to comply with the monitoring provisions of WAC 173-400-075(7) and the NESHAP this
unit will need a temperature sensor installed. This will be noted in the Approval Order
conditions in the permit.
I was also unable to verify the date of manufacture, but the labeling indicates the machine
was manufactured in "Western Germany" and is therefore probably at least 15 years old.
I advised the owners that the equipment was acceptable to ORCAA and that no further fees
would be charged for processing of the NOC.
