As discussed today, attached for your review and sign-off to Mason County Department of Community
Development for the QFC fueling facility project in Belfair are the Site Improvement Plan and
Grading/Storm Drainage Plan.
The project will be constructed in a portion of the existing QFC grocery store paved parking lot and no
new septic systems are proposed for this project. We are only proposing to add a few new catch
basins in the parking lot to accommodate the fueling facility simply connect to the existing stormwater
system.
I've also attached a detail of the stormfilter to be installed that will handle the minor runoff that could
occur from under the canopy area.
Please let me know if you have any questions or need anything else.

Dear Allan:
As requested, the following is an outline of the environmental safety features provided by the QFC
Gasoline Program.
Barghausen Consulting Engineers, Inc. has extensive experience in the design, permitting, and
construction of petroleum storage and handling systems. We are retained by The Kroger Company
(Kroger)to assist with the design and permitting of the QFC retail gasoline facilities for new and existing
stores throughout the Pacific Northwest. Our firm has been involved with The Kroger Company gasoline
program since 2000, and has worked extensively in the design and development of gasoline stations since
1982. We are knowledgeable and familiar with QFC's proposal and, in our opinion, the design of the
gasoline facility meet or exceed all current applicable governing regulations.
Kroger currently operates 1,490 fueling facilities across the United States, of which QFC owns and
operates four fueling facilities in Washington State. Each fueling facility is constructed and operated
according to Kroger standards. In particular, the proposed Belfair QFC gasoline facility will include
equipment of the latest technology with many safety features to prevent potential environmental and
life/safety impacts. It is designed in accordance with local, state, and federal requirements, and will be
installed by state certified installation contractors according to specific construction guidelines and
requirements.
Below are a few operational and design features that provide exceptional environmental and life/safety
safeguards.
Operational Features
1. QFC has developed a standardized safety and training program for fuel station employees.
The plan includes detailed information on QFC's operation response to potential spills and
leaks. QFC will provide trained employees at the site during hours of operation. In a spill
event, the training dictates the actions taken depending on the magnitude of the release.
Response varies from a simple cleanup by onsite employees to complete emergency action
with agencies including the Washington Emergency Response System. Emergency
contractors, including Washington DOT certified vactor trucks, are pre-arranged as part of
the emergency response plan.

2. Employees are trained to identify maintenance requirements and physically inspect the fuel
islands regularly during operating hours. Trained employees check for leaking hoses,
malfunctioning nozzles, fuel spills, and physical damage to the dispensers and kiosk. Should
the system require attention beyond what the trained site person could handle, a centralized
maintenance process is utilized to dispatch the local authorized and certified service
contractor to repair the equipment.
3. Emergency shut-off switches are installed both inside and outside the kiosk as dictated by the
fire code. The shut-off switches shut-off the entire system. If these switches are utilized,the
alarm system and response process is activated.
4. The tank and piping monitoring system is programmed to activate visual/audible alarms
inside the kiosk in the event of an alarm condition created by any of the monitored points
throughout the fuel system. To help prevent overfill, an audible alarm is located on the
outside of the kiosk to notify delivery drivers if a tank level is approaching the maximum
amount allowed. The tank and piping monitoring system operates at all times and will sound
alarms if any part of the system fails.
5. Closed circuit television monitor cameras, aimed to show all fueling positions and kiosk, are
mounted on canopy columns adjacent to the fuel islands. The cameras operate at all times.
Design Features
6. QFC's tank and piping system is certified to meet the Federal UST leak detection standards
of 95 percent probability of detection and 5 percent probability of false alarm.
7. The USTs are double-walled fiberglass. Fiberglass is used for its corrosion resistance and
plasticity. The double-walled storage tank system includes a hydrostatic interstitial space
sensor that monitors the primary and secondary tank walls. The main product tank is always
protected by the monitored interstitial space and is not exposed to soil. If either tank wall is
compromised, the interstitial sensor will immediately activate the visual/audible alarm and
response process. Also, an automatic tank gauging system monitors the amount of fuel inside
each tank to constantly report inventory levels and will alarm if water is present in the bottom
of the tank.
8. The tanks are secured in place with anchoring straps (tie-downs) connected to concrete hold
down deadmen. The entire tank excavation hole is backfilled with pea gravel and capped
with an 8-inch-thick reinforced concrete slab(overburden). The tie-downs, together with the
overburden, overcome any possible buoyancy factors and resist buckling under hydrostatic
pressures.
9. All product piping is non-corrosive and has multiple levels of protection. First, all product
piping is monitored with an electronic pressure line leak detection which turns off the system
if a possible leak is detected in the pressurized piping. Second, all piping is coaxial double
walled to provide secondary containment. Third, all coaxial piping is contained in a
watertight flexible duct. The double wall product piping and duct is flexible (HDPE) for

corrosion resistance and plasticity. The pipeline is installed in a continuous length (without
breaks or fittings)between all tank and dispenser sumps.
10. The underground tank and piping control units are housed inside the kiosk. The kiosk
contains the power console,the dispenser interface unit,the submersible pump variable speed
controllers, and the monitoring system console
11. All piping slopes to the containment sumps at the USTs. If a piping leak occurs, the gasoline
will flow through the secondary pipe to the sump where a sensor is triggered to immediately
shut down the system and activate the audible/visual alarm process
12. The equipment installed in all existing and future fuel stations meets and exceeds current
EPA and Washington DEQ standards including the latest Federal Register NESHAP CCCCC
rule for Stage I vapor recovery for delivery vehicles. Additionally, each station's
underground system is pre-piped in preparation for the potential future need of Stage II vapor
recovery for customer dispensing nozzles.
13. Each fuel dispenser includes several safety devices. Beneath each dispenser is a containment
sump to capture any fuel released due to an equipment or product line malfunction. Each
sump is monitored with the visual/audible alarm system. Each product line within the
dispenser sump is equipped with an automatic shut-off shear valve to protect against vehicle
impact. In addition, each fuel hose includes a poppetted breakaway device that will stop the
flow of fuel at both ends of the hose in the event of an accidental drive-off. Lastly, all
dispensers include panel sensors connected to the alarm console to prevent tampering.
14. The storm drainage system for the fueling facility area will be designed in accordance with
City of Belfair standards. Stormwater will be directed to a series of catch basins and
processed through an oil/water separator prior to discharge to the downstream system.

Please allow me to clarify one item on the enclosed letter. Item 14 refers to an oil/water separator,
when in fact we are proposing a Contech vault, which provides a superior level of water quality pre-
treatment for stormwater as compared to an oil/water separator. We discussed this design with the
engineering plan reviewer before submitting our plans for building permit as a way to provide
stormwater BMPs for this project.
