Although you applied for your buildingpermit for reconstruction on January 30, 1997, the permit was not and has not issued due to lack of necessary submittal documents . You were informed of the deficiencies in your proposal and we have not received the required information since that time although you informed staff it would be provided by March 26, 1997 . According to staff, you were informed in the presence of your attorney, Paul Jensen on March 6, 1997 to cease work which was being performed in absence of the required permits . Our records also indicate that construction continued and again, on March 12, 1997 you were requested to stop work. Mason County ordinance provides under Section 14 . 12 . 030 Violations and Penalties the following standards for this office to exercise in the event that comliance with county and state codes is not achieved. "Any person, firm, incorporation violating any provision of this Code shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be punishable by a fine of not to exceed $300 or by imprisonment in the Mason County Jail not to exceed 3 months, or both fine and imprisonment . Each separate day or any portion thereof during which any violation of this Code occurs or continues shall be deeded a separate offense . Late in January a member of your staff indicated, in light of the storm damag.e, the county had set aside usual procedures and we could begin reconstruction immediately. I was told later this per- son "didn't understand". I then attended a meeting which included far too many of your people. The meeting made it clear confusion was a part of doing business in Mason County. Of the seven county people in attend- ance, three contributed nothing or talked among themselves while a fourth just giggled. On the 6th of March, Mr. Walters visited our site and concluded the construction was replacement rather than new. He also asked for a site plan. On the 12th, he authorized Sande's - a second approval - to secure the perimeter. The only way to do that was to complete the reconstruction. During the reconstruction effort, the temporary fence on the northeast side of the building was knocked down. A stern drive and small outboard were stolen representing an out of pocket loss of $3600.00. In Mason County, you only lose you never recover. I advised Mr. Walters that a site plan would be ready by March 15th (see enclosed). I never heard from him. The $2500.00 invested apparently a waste of money. But I'm used to that having spent $8000.00 on curtain drains to keep water out of my building. A problem that never occurred in thirty-five years until the development uphill from our location. You must have the same guy working on the Krueger development. In short, t don't have the time, patience or money to tolerate your largesse.
