Dear Cheryl & Mike, On August 21, 2024, Mason County permit# FPA2024-00003 was granted approval and issued, subject to the conditions on the permit.The Class-IV General Forest Practices Approval permitted harvesting approximately 0.50 acres (21,200 sqft) of timber on Mason County tax parcel 62009-22-50010. On September 3, 2024, an email was sent to Luke Viscusi, FPA Reviewer for the Mason County Department of Community Development, inquiring about modifying the approved harvest boundaries. After a series of emails,the applicant confirmed on September 10, 2024,that their modified proposed harvest boundaries were shown on a site plan emailed to Luke Viscusi on September 3, 2024. Mason County Code 11.05.130 states: "A one-time modification to any application submitted pursuant to this chapter may be permitted administratively provided the proposed modification is minor in nature and does not enlarge the area approved to be harvested or increase the volume of timber approved to be harvested by more than ten percent or result in forest practices occurring within a critical area, critical area buffer or tree retention area.Any modification exceeding these thresholds shall require a new application and associated fees." As shown on the submitted site plan,the modification does not enlarge the area approved to be harvested by more than 10%, and the harvesting will not occur in a critical area or associated buffer. Therefore,this one-time modification can be approved without requiring a new application or fees. I just want to be sure because (maybe I wasn't explicit enough in my last email),you could propose a lesser variation of clearing to the south of the driveway, so long as the cumulative square footage of the separate additional areas is less than 2,120 sqft. However,the additional 2170 sqft will be an issue. Here is what our code says: MCC 11.05.130 - Modifications "A one-time modification to any application submitted pursuant to this chapter may be permitted administratively provided the proposed modification is minor in nature and does not enlarge the area approved to be harvested or increase the volume of timber approved to be harvested by more than ten percent or result in forest practices occurring 2 within a critical area, critical area buffer or tree retention area.Any modification exceeding these thresholds shall require a new application and associated fees." The area of the 2 additional trees+the 2170 sqft exceeds the 10%threshold. For this to be approved, the square footage of the area where the 2 additional trees are (please annotate the same as the other harvest areas so that the square footage can be accurately calculated)+the additional area south of the driveway cannot exceed 2,120 sgft. If the cumulative square footage of those additional areas are less than 2,120,then I can approve the modification. Luke, The 2 trees I asked about yesterday are the only one I have concerns about when I dig the power trench. My wife brought up a good question yesterday about the area across our road form the driveway that I want to clear off later for extra parking and to give me more room to back in out camp trailer in after the garage built. Since the logger will be there, he can remove the approximately 6 alders to give us a larger area to work with. I have added about 2170 sq.ft area. If this is possible,would you like me to go lay the area out for your review in the same way I have done the rest of the lot.The other reason is to avoid problems with Mr.Jones. I have added a revised dwg from the one you got yesterday. My question to you is whether you foresee there being any other similar circumstances for installing utilities? Since this is a one-time modification, I just want to be sure that you won't need an additional modification in the coming months. If you want to move forward with the one-time modification using the site plan you submitted, all I should need to do is draft you a letter for posterity which states the modification is approved. Please let me know. Next last Tuesday I met with Chris Roberton from Mason PUD 3 about bring power back to our property.We talked about trench location and placement of the transformer and meter head. I realized that the trench for the underground power will cut through the roots of 2 trees(1 tree on 2 sides) next to our driveway and along the road.The trees will be within 60 feet of our house.) have attached an updated FPA Stormwater Min.
