The engineered stormwater site plan for the proposed site of a new retail development at 23940 N
E State Route 3 in Belfair was received and reviewed by Public Works. Plans reviewed were
revised 10/8/07.
The project as presented will be built on a 2.0-acre site. The stormwater system is designed to the
1992 Department of Ecology Stormwater Management Manual for the Puget Sound Basin for a
100-year/24 hour storm. The proposed development will discharge onsite roof, paving and
landscape areas to an onsite infiltration trench. The infiltration trench will have an emergency
overflow to the SR 3 ditchline. Discussions with Mr. Brad Lindgren of Washington State
Department of Highways indicate no issues with the revised plan. A Stormceptor manhole will be
utilized to handle the runoff treatment BMP. The stormwater plan should result in less runoff to
State Route 3.
Erosion and Sediment Control measures have been identified, some of which include silt fencing
and an erosion control retention pond. Some confusion on the sediment pond emergency overflow
was clarified with Mr. Pedro DeGuzman, PE. The emergency over flow will be 9 feet wide.
The Stormwater Site Plan is considered acceptable based on the information provided. A
Maintenance and Operations Covenant should be executed before permit issuance. The
stormwater drainage plan and drawings should be incorporated into the site development plans and
made conditions for permit issuance.
