Ron, this is an issue of plat conditions not being met. Pam: When the plat was approved, one of the conditions was fire flow at 1000 gpm for 1 hour. I need some help in finding the original plat condition document. I believe it would be the document presented to the Board for approval. Ron: When I tested the fire flow for this project in December of 2000, we were only able to flow 860 gpm. The developer took issue with that analysis, did his own and came up with the same number. I discussed this issue with the developer and was advised that he was working with the civil engineer that designed the water system to fix the problem. Apparently it was underdesigned. Right after the plat was approved, early in 2000 I believe, the developer got 3 building permits for SFH. I assumed that the problem with the fire flow issue would be resolved before any other building permits were applied for or approved. Apparently the developer has been iisued a fourth permit, and the fire flow problem has not been resolved. I have put a PARCEL FLAG all of the remaining lot so that I am alerted if any more permit requests come in. Technically, we can protect any subesequent SFH by requiring residential sprinkler systems. However, it is my opinion that the lack of fire flow to the value that was a plat condition implies that the plat does not meet the original approved condition(s). I feel that we should advise the developer that we will not issue any more building permits until the fire flow value meets the plat conditions. Comments? Pam/Ron? This is most unusual. I have requested a copy of the audio tape from the hearing so I can listen to the proceedings and learn if there is something we are not understanding, such as the paperwork is actually filed later, etc. What I am actually looking for is - - to learn whether any fireflow conditions on the final plat were changed. If not the conditions of the preliminary plat for fireflow stand. Once I have this info, Dave has asked that Ron, Dave and Pam meet to discuss approach. Will keep you posted, Becky indicated this copying process was quick. Its only one tape. That requirement is 1000 gallons per minute, for one hour. My flow test conducted on 12/29/2000 resulted in a fire flow value of 864 gallons per minute. I understand that you are in the process of having the pump system upgraded. When that work is completed, please advise me. I will conduct another flow test. If the fire flow delivery meets or exceeds 1000 gallons per minute, we will resume issuance of building permits. If you have any questions, please contact me at 360-427-7535.
