Dear Mr. Borden:
Thank you for your correspondence concerning the subject proposal. From the brief
description provided in your letter and the enclosed sketches of the planned parking
lot, I was not able to determine the exact location along SR 3 of the proposal and
whether any improvements are needed to the existing approach. The following
general comments apply to this proposal:
The Department has classified this section of SR 3 as a Class 3 Controlled Access
Highway. Per WAC 468-52, no more than one access shall be provided to an
individual parcel or contiguous parcels under the same ownership unless it can be
shown that additional access points would not adversely affect the desired function,
safety, and operation of the state highway. In addition, all accesses on Class 3
highways must be spaced a minimum of 330 feet from another approach either public
or private. Nonconforming connection permits may be issued to provide access to
parcels whose highway frontage, topography, or location would otherwise preclude
issuance of a conforming connection permit.
The Department will only accept surface water runoff that currently enters state right-
of-way from the existing site. Any additional surface water runoff, or change in its
quality,will require appropriate stormwater treatment measures in accordance with
the Department of Ecology Stormwater Management Manual. If any water is directed
onto State right-of-way,then we request the opportunity to review the drainage plans
and supporting calculations prior to issuance of any building permits. These plans
shall address erosion, sediment control, and stormwater runoff mitigations.

The Department will not be responsible for noise attenuation. The proponent bears
responsibility of noise and land use compatibility. The development should be
planned, designed and constructed in such a way that noise impacts are minimized.
Advertising signs visible from an adjacent State Highway must comply with the State
Scenic Vistas Act of 1971,which is administered by the Department. For information
