A Drainage Report/Stormwater Plan for the Krueger/Johnson Belfair Annex Parking Lot has
been received and reviewed by Public Works, and determined acceptable. A copy of the
Stormwater Plan has also been delivered to Brad Lindgren, WSDOT's hydrologist,who has also
determined the stormwater plan to be acceptable.
During the course of Brad's review,the question of a State Highway access permit arose. Ryan
Larson, a WSDOT development review engineer was contacted, and after his investigation of the
site,he came to the conclusion that the access to the parking lot was essentially already existing,
and he expressed his opinion that a new access permit was not necessary at this time.
A copy of the Operation and Maintenance (O&M) Covenant form Public Works is employing
was mailed to Mr. Jack Johnson on March 17, 1999,but Public Works still awaits the delivery of
a recorded copy of the completed covenant. I contacted Jack Johnson today and asked about the
disposition of the O&M Covenant. He responded that it has been completed and that he still
needs to record it. Jack has promised to record the O&M Covenant and provide me a copy as
soon as its available. I am willing to accept Jack's promise to deliver a copy of the O&M
Covenant, and therefor recommend acceptance of the annex parking proposal, and issuance of
whatever permit has been required of Mr. Johnson relating to this parcel.
