Thank you for the opportunity to comment on the mitigated determination of nonsignificance to
clear,grade, and excavate 355 cubic yards of material and place 1,060 cubic yards of pit-run fill
on the property, leave a 4,200 square foot area adjacent to a stream and wetlands as a no-work
area, implement sediment control measures, and replant riparian vegetation near the creek and
no-work areas(Case No. SEP97-0064), located south of Northeast 23780 State Route 3 as
proposed by Lester Krueger We reviewed the environmental checklist and have the following
comments:
Based on the presence of wetland plants such as skunk cabbage, and the location of the stream, it
appears that wetlands are present. We recommend that wetlands be identified, delineated, and
then protected with appropriate buffers.

1 ► 1 ) The applicant shall follow the detailed site plan and profile
in excavating and filling of the project site, and leaving the
no-work area as an unaltered buffer to the adjacent stream.

2) The applicant shall implement sediment control measures (silt
fencing, straw bales, and vegetated swale) along the stream and
no-work areas, and along the east edge of State Route 3; and shall
replant the east side of the work area with riparian vegetation
(salvage existing plants is encouraged).

3) The applicant shall meet with county departments in a
pre-submission conference prior to applying for any development on
this property (issues to consider: parking, stormwater, setbacks
and buffers, fire protection, septic, and water supply).
