In a conversation with Mr. Bilow this morning, he informed me that two of the three spaces will be for retail use. After reviewing the Mason County Parking Ordinance, I believe that the applicant needs to provide 16 parking spaces (seven for office use, eight for retail) . Please review this permit for storm water and drainage control, and return these plans along with your comments. The plan delineates the dimensions and placement of an underground pipe and discharge structure proposed to provide storage and discharge rate control necessary to meet County runoff rate requirements. The plans are accompanied by a page of calculations justifying the sizing of the discharge orifices. I have run a waterworks simulation of the site for a 100 year storm event and feel the proponent has met County requirements for runoff control for sites where infiltration is not feasible. See plans page 7 of 7 detail "C" for corrections. B) (Table 5-A): Openings in exterior walls: You must have protected openings when less than 10' from property line. West wall is only 7 feet. Any opening in this wall must be protected. OCCUPANCY CONSTRUCTION REQUIRFAMNTS PER CLASSIFICATION: A) (Light: (Sec. 705) A) You must provide natural light by means of exterior glazing equal to 1/10 the total floor area or must be artificial light provided. B) (Ventilation: (Sec. 705) B) You must provide natural ventilation by means of exterior openings with not less than 1/20 of the total square area. Or be mechanically operated ventilation systems capable of supplying a minimum of 5 cubic feet per minute of ouitside air per occupant with all total circulated of not less than 15 cubic feet per minute per occupant load in all occupied portions of the building. Toilet rooms shall be provided with a fully openable exterior window at least 3 square feet in area; or a vertical duct not less than 100 square inches in area for the first toilet facility, with 50 additional square inches for each additional facility, or a mechanically operated system capable of providing a complete change of air every 15 minutes. Must be ducted to the exterior and no closer than 3' feet from any opening. Not to be ducted out west wall unless duct is fire protected. (WSEC & VIAQ MAY BE MORE RESTRICTIVE). C) Sanitation: (Sec. 705-C) You must provide seperate bathroom facilities for each sex when the exployee's exceed (4) four. *Bathrooms must meet all A.D.A. requirements for handicapped access. D) Draft Stops: (Sec. 2516-F) III Shall not exceed 60 horizontal feet betwwen draft stop and 3000 square feet. Page 2 of 7 on plans <A> and <B> must be draft-stops continue to under side of roof sheathing. Any ducts penetrating threw draft-stop must be fire and smoke dampered.2 Any door or access threw attic draftstop must have self closing hinges. Must tape and mudd sheat rock on draftstop. EXITS: A) Distance to Exits: (Sec. 3303-D) The maximum travel distance from any point to an exterior door is 150 feet in an unsprinkled building. Note: Must maintain a minimum 36" clear path of travel at all times. B) Doors: (Sec. 3304-B) The door latch shall release when subjected to a 15 pound force and the door shall be set in motion when subjected to a 30 pound force. The door shall swing to a full open position when subjected to a 15 pound force. C) Lock or latch: (Sec. 3304-C) Exit doors shall be openable from the inside without the use of a key or any special knowledge. Exception: Panic Hardware may be omitted from the main exit as long as there is a readily visable, durable sign adjacent to door stating: THIS DOOR MUST REMAIN UNLOCKED DURING BUSINESS HOURS. Letters to me min. 1" in height on a contrasting back ground. When unrocked the doors must free to swing without operation of any latchig device. D) Panic Hardware: (Sec. 3304-D) When installed, shall comply with UBC Standard No. 33-4. The location shall comply with A.D.A. requirements for handicapped access. E) Floor Level at Doors: (Sec. 3304-I) The floor or landing shall not be less than 1/2" in lower than the treshold of the doorway. Exterior landings max be sloped a 1/4" per foot maximum. F) Exit Illumination: (Sec. 3313-A) Exits shall be illuminated at any time building is being occupied with light having an intensity of not less than 1 foot candle of power at floor level. If at any time NauQn reasonably determines that maintenance or repair work is required to be done to the existing, approved storm drainage facilities installed on the property described above and located outside of any public right-of-way (wklich will mean repair and or clean out of the existing system only to the same standards as originally installed and approved) , the Director of the Department of Public works shall give the current owners seven days notice that the County intends to perform such maintenance or repairs, or to have them performed by others. I consider the new plans to be in accord with Mason County's drainage requirements for commercial sites. An Operation and Maintenance covenant still needs to be prepared by the proponents and recorded as an attachment to the property's deed. A copy of the recorded instrument should be submitted to the County for our records. I provided H.Y.C. Inc. with a sample O&M Covenant, but have not received a completed document back. I wouldn't withhold permit issuance because of the lack of the O&M Covenant, but will not be able to give any final acceptances until the O&M document is in force.
