File No. 94322-M Dear Gentlemen: We have reviewed the "Storm Drainage Report" with supporting calculations for the Bilow Professional building and offer the following comments: The developer designed a storm drainage/detention pond to accommodate a 50 year storm utilizing the rational method. Any storm water runoff created from a development that flows into the state right-of-way must meet the current Department of Ecology (DOE) Stormwater Runoff Manual. The Manual requires that the six month storm design receive water quality treatment. The plans and data submitted are incomplete and do not support the proposed design. The proponent needs to redesign the drainage system to meet current DOE regulations for storm water runoff. Specific design details on the revised drainage system, detention, release, and supporting calculations need to be provided by the developer. The overall system is acceptable to the Department if the following orifice sizes are adjusted to allow the following flows; Q2 = 0.10 cfs, Q10 = 0.33 cfs, and Q100 = 0.50 cfs.
