BOX 578 rasa SHELTON,WA 98584 • (360) 427-9670 May 22, 1997 Dennis McBreen MACBROG DEVELOPMENT COMPANY 231 Wilkins Place Port Orchard, Washington 98366 RE: REVIEW SUMMARY OF PROPOSED OFFICE BUILDINGS AT OLD BELFAIR HIGHWAY AND CLIFTON ROAD Dear Mr. McBreen: Proposal : four buildings totalling 5832 sq. ft. , with parking area of 54 to 56 stalls, on-site septic system, and bioswale- detention pond for stormwater treatment. COMMUNITY DEVELOPMENT: encourage design of proposal to meet "Belfair village concept" (buildings and sidewalks at front of property and parking-stormwater at rear) ; professional offices land use fits in with Belfair urban growth area; parking stalls needed fits it with clustered commercial standard of 5 .5 stalls per 1000 sq. ft. of building area. PUBLIC WORKS : expressed concerns that proposed access along Old XP P P g Belfair Highway is too close to the intersection with Clifton Road (standard is 250 ft. , proposal states 115 ft. ) ; stormwater treatment would need to take place on-site and be retained on the property or drained to an area approved by the County Engineer or State Department of Transportation, or discharged at Puget Sound Water Quality Authority downstream erosion control discharge rates; engineered stormwater plans that are approved by the County Engineer requires an Operations and Maintenance Agreement for the planned facilities . BUILDING: structural review of Building Code requirements would depend on the location of the structure on the property (setbacks from property lines, roads and structures) , the materials used in construction, the uses and number of people in the buildings; plans needed for review - structural (4 sets) , plumbing, mechanical - ventilation, and lighting; if buildings are separated, review standards could change compared to a connected building. FIRE MARSHALL: review of Fire Code requirements would depend on the location of the structure on the property (setbacks from property lines, roads and structures) , available water supply and pressure in Belfair Water System for the location, and materials composition and use of the building. ENVIRONMENTAL HEALTH: water supplied by Belfair Water District; septic system designed by a Level 2 designer would depend on site evaluation and the land use and expected water consumption in the proposed structure. The proposed building was moved forward on the property in the plans from early January 1997, to fit better with the "village concept" . From the comments of Public Works, the proposed ingress and egress would need to be revised to meet standards, and the layout of the buildings on the property is likely to be changed. A further discussion with Public Works and Planning staff could go over the site plan options for the buildings, ingress-egress, and stormwater facilities, in order to better prepare a proposal for Ivan Davies ' property.
