SUBJ: Stormwater Site Plan Review NAME: Davies Clifton Lane -Belfair
I've looked over the Stormwater Site Plan (SSP) prepared for the proposed Davies Commercial
Development in Belfair, and feel the plan conforms to standards promoted by Public Works.
Emergency oil water separation appears to be provided for, as well as water quality treatment.
Public Works cannot vouch for the availability of adequate drainage features downstream from
the proposed improvements, and the proponent's engineer should investigate the adequacy of
existing conveyances.
A temporary erosion and sediment control plan should be developed, and is a standard element of
a stormwater site plan. The temporary E&S features should be installed and functioning prior to
earth disturbing activities, and maintained in a functional condition throughout the life of the
project, or as long as they are needed.
As a personal note, I find this layout/approach interesting. Runoff is collected in the bio-swale
prior to delivery to the detention pond. On the way from the bio-swale to the pond, it must pass
through a holding tank, that I am assuming provides for emergency spill separation and storage. I
am also assuming at this point, that the manhole located at the northwest corner of the property is
the discharge control structure where the discharge orifices are sited.
This plan is lacking some specific details, but appears conceptually acceptable.
An Operation and Maintenance Covenant will be required to be created, notarized, recorded, and
a copy of the recorded instrument delivered to Public Works, to provide for the continuing
maintenance of the privately owned stormwater control facility.
