SUBJ: SEPA EIC Review Comments NAME: Ivan Davies SEP97-0015 Allan, The SEPA environmental impact checklist prepared for the proposed "village concept" business park located at the northeast corner of Old Belfair Highway and Clifton Lane has been reviewed by Public Works, and the following concerns arise; 1) Chapter 75.50 RCW Highway Access Management, stipulates that accesses should not be sited nearer than 250 feet from an intersection on a County Arterial. The material submitted in the EIC indicates that an access is proposed within 115 feet of the intersection of Old Belfair Highway and Clifton Lane on the Old Belfair Highway portion of the property. The location of the access indicated on the proposal is out of compliance with County and State standards. 2)Mason County Parking Standards (Ordinance No. 815), Section 10.02 requires stormwater runoff from all public and private parking and loading areas to be retained on site or drained into an area approved by the Mason County Engineer or the State Department of Transportation when abutting State Highways... In proposals where it is deemed impractical or un-achievable, Public Works requires stormwater runoff discharge rates to conform to Puget Sound Water Quality j Authority's Downstream Erosion Control Discharge rates. Mason County requires Permanent Water Quality Control Facilities to be covered with an Operation and Maintenance Covenant to guarantee the continued operation and maintenance of permanent water quality control facilities. A standardized form has been developed by Mason County, and a copy is attached for consideration by the applicant. Questions pertaining to access issues should be directed to Bill Bullock at County extension 458, and questions pertaining to stormwater control should be directed to me at County extension 461.
