Planning Department Policy
—RETAIRTING WALLS—
This policy serves to clarify how retaining walls are treated in relation to the minimum distance
that structures should be set back from property lines per the zoning restrictions in the Mason
County Development Regulations and the minimum side setback requirements in the Shoreline
Master Program's Residential Use Regulations.
It is the policy of Mason County to allow the construction of engineered retaining walls 6 feet in
_height or less and non-engineered retaining walls 2 feet in height or less to be located within the
front,, side, and rear yard setbacks without needing a Development Regulations Variance,
Administrative Variance,or Shoreline Variance(Building Permits,Mason Environmental
Permits,and other permits and studies such as Geotechnical Reports may be required).
For this exemption to apply,a`stepped' or `tiered' retaining wall shall not bear onto adjacent
retaining)ATIls and be located at least as far apart as the adjacent wall is high. Bulkheads, at any
height, for shoreline protection do not need to meet side yard setbacks.
This policy does not allow retaining walls to be constructed within utility and access easements
without written authorization from all parties with an interest in the easement. Platted easements
must be eliminated via an Easement Removal, which undergoes Planning Department review.
Heights are measured from grade(at the downslope side of the wall).

Envirotech Engineering(Envirotech)has completed this retaining wall analysis and asbuilt for the already
constructed block retaining wall system on the referenced property. The new block retaining wall has a
maximum height of 4.25 feet above grade, and has 3 tiers. Our analysis included both the tiered system
and the proximity of the existing residence.
We conclude that the designed retaining wall is satisfactory.The factors of safety for stability exceed 1.5
for both sliding and overturning per the calculations below.
