SUBJECT: Determination of Non-Significance—SEP2015-000 �
The Washington Department of Fish and Wildlife (WDFW) has reviewed the above-referenced State
Environmental Policy Act (SEPA) document received on 11/02/2015. We would like to strongly
emphasize our preference for no expansion of the current structure and that this project will require an
Hydraulic Project Approval (HPA) from WDFW. The project is within a documented surf smelt spawning
area and we would prefer there to be no habitat loss resulting from expansion of the structure due the
important role played by surf smelt in the overall health of the Hood Canal ecosystem and the
deleterious effects of a current decline in suitable spawning habitat.
The project descriptions state that the footprint of the existing bulkhead will remain the same but it is
not entirely clear through the plans or descriptions if there would be a loss of habitat resulting from the
project. If there were to be a net loss, mitigation for that loss would be required for the HPA.

Purpose of checklist:
Governmental agencies use this checklist to help determine whether the environmental impacts of your
proposal are significant. This information is also helpful to determine if available avoidance, minimization
or compensatory mitigation measures will address the probable significant impacts or if an

as later in the decisionmaking process.

Existing shoreline concrete boat ramp and bulkheads in front of and adjacent to single family residence are
deteriorating and in need of repair and/or replacement. Replaced concrete bulkhead will be used to protect
parcel and existing home structure. Remove deteriorated concrete boat ramp bulkhead and replace with
new concrete bulkhead, approximately 16 lineal feet along shoreline.
12. Location of the proposal. Give sufficient information for a person to understand the
precise location of your proposed project, including a street address, if any, and section,
township, and range, if known. If a proposal would occur over a range of area, provide the
range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and
topographic map, if reasonably available. While you should submit any plans required by

engineering calculations have been submitted with Building Permit application. Work to be
accomplished will be along the shoreline at north eastern area of parcel along Hood Canal.

The purpose of excavation is to replace concrete bulkhead. Removed concrete will be used as
fill behind new concrete bulkhead, along with additional gravel brought in from off site. Minimal beach
material (pebbles and gravel) will be removed for foundation and footing removal. Removed material
will be saved above high tide line, and replaced back along new footing and foundation. Existing grade
will be re-established. Approx. amount of material removed and reinstalled will be about 1-2 cubic
yards.
