Written statements shall indicate the permit number, type of inspection, and identify any reported deficiencies. Structural observation is defined as the visual observation of the structural system by a registered design professional for general conformance to the approved conformance to the approved construction documents at significant construction stages and at the completion of the structural system. X(jp COM2014-00003 Page 3 of 7 13) In addition to the inspections required in IBC, Section 109, the owner, the engineer or architect of record acting as the owner's agent shall employ one or more special inspectors who shall provide inspections during construction on the types of work listed under Chapter 17 and as specified by the design professional. The special inspectors duties & responsibilities shall be as specified in Chapter 17. Special inspection reports shall be submitted to the Mason County Building Department, PO Box 186, Shelton WA 98584 and available for inspection. Inspection reports shall be completed and submitted to the dept. in a timely manner and shall be submitted prior to the framing and final occupancy inspections. X e)b 14) Any changes in construction shall be reviewed by engineer of record and submitted in writing to the Mason County Building Department prior to construction. All engineering documents are a part of the approved set of plans and must remain attached thereto. If engineering documents are removed, approval will not be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will be charged and collected by the Mason County Building Department prior to any further inspections being performed or approvals granted. X rb 15) ALL CONSTRUCTION MUST MEET OR EXCEED ALL LOCAL CODES AND THE INTERNATIONAL CODE REQUIREMENTS AND OCCUPANCY IS LIMITED TO THE PERMITTED AND APPROVED CLASSIFICATION. ANY CHANGE OF USE OR OCCUPANCY WOULD RESULT IN PERMIT REVOCATION. CHANGE OF USE MUST BE APPROVED PRIOR TO CHANGE. x 16) Changes to approved building plans that affect compliance to the current Washington State Energy Code (WSEC), ventilationrequirements), Building/Plumbing/Mechanical Codes and/or Mason County Regulations shall be approved prior to construction. 17) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED BUILDING CODE. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason County Building Inspector shall be made prior to requesting additional inspections. X ck 18) All property lines shall be clearly identified at the time of foundation inspection. X A0 19) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-compliant with Mason County ordinances and building regulations. Xdb 20) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit holder have prevented action from being taken. No more than one extension may be granted. XC aD 21) Pressure treated wood manufactured after January 1, 2004 may contain high concentrations of copper which could quickly corrode metal fasteners, connectors, and flashing. Install metal connectors approved for contact with the new types of pressure treated material. X Op COM2014-00003 Page 4 of 7 22) The mechanical system for which energy consumption, performance, or mode of operation are regulated by the Washington State Energy Code (WSEC) shall be tested to ensure that control devices, equipment and systems are calibrated, adjusted and operate in accordance with approved plans and specifications. Mechanical systems shall require commissioning in accordance with WSEC section 1416 . For all mechanical systems, commissioning shall include, as a minimum: a. A Commissioning Plan (See WSEC 1416.3.1), b. System Testing and Balancing (See WSEC 1416.3.2), c. Equipment Functional Performance Testing (See WSEC 1416.3.3), d. Controls Functional Performance Testing (See WSEC 1416.3.3), e. Commissioning Report(See WSEC 1416.3.5). Buildings or portions thereof, required by this code to comply with this section, shall not be issued a final certificate of occupancy until such time that the building official determines that the commissioning report required by Section 1416.3.5 has been completed. Lighting controls shall be tested to ensure that control devices, components, equipment and systems are calibrated, adjusted and operate in accordance with the approved plans and specifications. A complete report of test procedures and results shall be prepared and filed with the owner. Commissioning shall be performed in accordance with WSEC 1513.8. A completed Commissioning compliance checklist shall be completed and signed by the building owner or owner's representative and a copy shall be submitted to the Mason County Building Inspector during the final occupancy inspection. X")D 23) The permit is for a shell building only, no interior wall except for shear, no plumbing, mechanical or lighting. The slab will be saw cut open for the plumbing to be installed at a later date. X l)D 24) Approved per dimensions and setbacks and parking configuration on submitted site plan on Jan. 17, 2014 and May 9, 2014. Setbacks are measured from the furthest projection of the structure. X e,o 25) Parking shall be sufficient for 21 new standard parking stalls (9 feet by 20 feet) and 3 new handicap parking stalls (12.5 feet by 20 feet)with sufficient maneuvering aisles; provided as part of 191 stalls supplied on property following restriping. Handicap stalls shall be of a smooth surface at level or ramped to entry, located closest to the building entry, and shall be signed with the International Symbol of Access. Screening from adjacent residential properties is required. X C12 26) All construction and demolition debris must be removed from the shore area after project completion. Proper Yisposal of construction debris must be on land in such a manner that debris cannot enter or cause water quality degradation of State waters. X O0 27) Compliance with an approved Storm Water Plan (dated Jan. 2014) shall be subject to an on site inspection, or inspections, by the engineer of record or an authorized representative. Said inspection(s) shall be performed in accordance with the approved plan, and prior to any modification that would make a determination of compliance impossible. Inspection reports shall be submitted to verify all engineering requirements have been completed in accordance with the approved storm water plan. Reports shall be submitted to the Mason County Department of Community Development prior to each corresponding inspection and final permit approval. Copies of all special inspection reports shall be made available at time of inspection.
