Critical Areas (RLC) site inspection was performed on your property. Below you will find
comments made regarding the proposed development and its critical values.
This information is based on County and State regulations as they exist to date. These
regulations may change and may affect the requirements for development of the subject

Comments: A field inspection of the subject property was conducted on 3/4/02
to evaluate critical areas issues relevant to the construction of a
single-family residence and garage.
The site is a south-sloping parcel with frontage on Bear
Creek-DeWatto Road. The uthwest corner contains a
depressional area that was igundated to a depth of 1-2" at the
time of inspection. This area was vegetated primarily with Red
Alder (Alnus rubra), Red Cedar (Thuja plicata), Salmonberry
(Rubus spectabilis) and Buttercup (Ranunculus sp.). Soils in the
area displayed dark chroma. This area meets the criteria for a
wetland per the provisions of the Mason County Resource
Ordinance No. 77-93. The Resource Ordinance requires setbacks
from such wetlands. The size of the setback depends on the
category of wetland. An analysis using the typing criteria
referenced in the Resource Ordinance indicates that this is a
Category III wetland. The setback for category III wetlands is 65',
which is comprised of a 50' undisturbed vegetative buffer + a 15'
building setback.
Clearing for the homesite and garage had encroached into the
vegetative buffer approximately 25' uniformly along the eastern
edge of the wetland. This area must be restored prior to any final
approval of building permits for the parcel. Restoration is
achieved by replanting the buffer using the following formula. For
buffer width of 25', 4 canopy trees, 6 understory trees, and 24
shrubs shall be planted for every 100 linear feet. If evergreen
shrubs are used then only 12 will be required. Plantings must be
Washington native species only. The site plan submitted with the
building permit must indicate the buffer, the restoration area and
the number and species of planting. A performance bond may be
required by the County to ensure survival of the buffer restoration.
The other critical area issue for development of this parcel relates
to slopes. The slope adjacent to Bear Creek-DeWatto Road
trends downward toward the building site at an angle greater than
21.8 degrees. This area meets the criteria for a Landslide Hazard
Area per the provisions of the Mason County Resource Ordinance
No. 77-93. Applications for development within 200 feet of a
Landslide Hazard Area require a geotechnical report to assess
slope stability and address specific efforts to remediate the
hazard. Enclosed is a copy of the Landslide Hazard Areas
chapter of the Resource Ordinance. Please note the distinction
between a geologic assessment and a geotechnical report. This
project will require a geotechnical report. In addition, the center
of the parcel contains slopes that exceed 8.5 degrees and

therefore also require review. The report should also contain an
assessment-level treatment of the center parcel slopes. If you
