NOC Application #578 submitted by Beck Environmental Contracting,
for Sandy' s Deli Mart, source 45-2157, is an application to equip
an existing gasoline dispensing facility with a Stage II vapor
recovery system at NE 120 Hwy 300, Belfair, Washington.
I have completed a cursory review of the NOC application and have
determined that the application is complete. My final
recommendation is that the project be approved provided that the
conditions stated in the Addendum to the Notice of Construction
are satisfied.
PROJECT DESCRIPTION
The annual gasoline throughput of this facility for the 1993
calendar year was greater than 1, 200, 000 gallons . Stage I
requirements will be met by the installation of a two point OPW
1611 adapter and 1711 caps . The proposed Stage II system will be
the Gilbarco VaporVac. Dispensers will utilize Gilbarco Retrofit
kits consisting of OPW 11VAI nozzles, Goodyear VA114 hoses, and
Richards VA 50 for Gilbarco breakaway valves to satisfy the Stage
II vapor recovery requirements.
APPLICABLE REGULATIONS
Compliance with WAC 173-400: BACT is required for all new
sources of air pollution. RACT is required for installation or
replacement of air pollution control devices . The proposed
project incorporates BACT and, therefore, is in compliance with
WAC 173-400 .

Compliance with WAC 173-491: Requires emission standards and
controls on sources emitting gasoline vapors . Also, requires
sources to register with local Authority.
Registration includes reporting of information necessary to
calculate annual emissions and payment of annual registration
fees. The annual fee amount for this facility is assessed at
$113 . 00 and is based on the fee schedule in Regulation 1
Article 5 .
Stage I vapor balancing is required for existing facilities with
an annual gasoline throughput greater than 360, 000 gallons.
Stage II vapor recovery is required for existing facilities with
an annual gasoline throughput greater than 840, 000 gallons. All
new gasoline dispensing facilities with greater than ten thousand
gallons gasoline nominal storage capacity are required to have
Stage I and Stage II vapor control .
Compliance with WAC 173-491 is expected, provided that the
conditions listed below are met .
OAPCA Regulation 1, Article 7 : Requires air pollution sources to
submit for approval a "Notice of Construction" application (NOC)
prior to construction. The fee covers the cost of processing the
NOC application and the cost of registration for the first year
of operation. The NOC fee for this facility is assessed at
$113 . 00 .
OAPCA Regulation 1, Article 15 : Requires Stage I vapor recovery
for all gasoline dispensing facilities with an annual gasoline
throughput greater than 100, 000 gallons . Stage II vapor recovery
is required at gasoline dispensing facilities with an annual
gasoline throughput greater than 840, 000 gallons .
RECOWUZMED CONDITIONS FOR APPROVAL
Based on my review of the application, and provided that the
conditions stated in the Addendum to the Notice of Construction
Order of Approval are met, I believe that the project will likely
comply with applicable state, federal and local regulations, and
will not likely result in significant air quality impacts.
However, compliance with these conditions does not relieve the
owner or operator from the responsibility of compliance with
Regulation 1, RCW 70 .94 , any other emission control requirements,
or any requirements of any other governmental agency.

ADDENDUM TO
NOTICE OF CONSTRUCTION #578, FILE #987
Sandy's Deli Mart, Inc.
STAGE H UPGRADE
ORDER OF APPROVAL
This Order of Approval is issued in accordance with Olympic Air
Pollution Control Authority' s (OAPCA) Regulation 1, Section 7 . 05
and WAC 173-400, which requires a new project to use Best
Available Control Technology (BACT) for emissions control, and in
accordance with WAC 173-490 . Approval is hereby granted, as
provided in Article 7 of OAPCA Regulation 1 and provided that the
conditions stated below are met, to Sandy's Deli Mart, Inc. to
install Stage II vapor recovery at the existing gasoline station
located at NE 120 HWY 300, Belfair, Washington. Compliance with
this order and its conditions does not relieve the owner or
operator from compliance with OAPCA Regulation 1, RCW 70 .94 or
any other emissions control requirements, nor from the resulting
liabilities and/or legal remedies for failure to comply. This
approval does not relieve the applicant or owner of any
requirement of any other governmental agency. Compliance with
this Order shall be verified by OAPCA inspection after a Notice
of Completion has been submitted pursuant to Section 7 . 07 in
OAPCA Regulation 1 .
THIS ORDER IS ISSUED SUBJECT TO THE FOLLOWING CONDITIONS:
Stage 1 Vapor Recovery and associated subsystems
1) A pressure/vacuum (P/V) valve shall be installed on each
tank vent. The inside diameter of the tank vents shall not
exceed two inches. Vent lines may be manifolded provided the
manifold is installed at a height not less than 12 feet above the
driveway surface used for Stage I tank truck filling operations .
At least one P/V valve shall be installed on manifolded vents.
If two P/V valves are desired, they shall be installed in
parallel, so that each can serve as a backup for the other if one
should fail to open properly. The P/V valve shall be California
Air Resources Board certified or meet the following
specifications : Pressure: three plus or minus one-half inches
water column. Vacuum: eight plus or minus two inches water
column. The outlets shall vent upward and be located to
eliminate the possibility of vapors accumulating or traveling to
a source of ignition or entering adjacent buildings .
2) All vapor return and vent piping shall be installed in
accordance with the manufacturer' s instructions and all
applicable regulations .
3) A threaded tap shall be installed at which the storage tank
pressure may be monitored. The tap may be in the dispenser riser
connection or on the vent line, and shall be accessible for
connection to a pressure gauge. One tap is adequate for
manifolded systems . The tap shall remain plugged and vapor tight
except when test equipment is being connected to or removed from
it . If located on the vent line, the tap shall be at least six
feet (61 ) and not more than eight feet (S' ) above grade.
4) All gasoline storage tanks will be equipped with submerged
or bottom fill lines and fittings to vapor balance gasoline
vapors with the delivery transport tank. Gasoline shall not be
loaded into any storage tank at the facility unless the vapor
balance system is attached to the transport tank and properly
operated such that vapors displaced from the storage tank are
conducted into the transport tank.
5) The "drop tube" on all fill lines must be totally submerged
when the liquid level is six inches from the bottom of the tank.
The submerged fill tube opening on all tanks shall have a tight-
fitting cover equipped with a rubber gasket .
6) Except for safety vents, all openings on all tanks shall be
equipped with tight fitting covers or seals equipped with rubber
gaskets .
7) All fill and vent wells or boxes shall be kept free of
liquid gasoline.
Stage 2 Vapor Recovery and associated subsystem
1) The pressure drop through the system, measured at a flow
rate of 60 SCFH, should be as low as possible. The maximum
recommended pressure drop from the dispenser riser to the storage
tank is 0 . 02 inches water column (0 . 03 inches water column if the
measurement includes an impact valve) . The maximum allowable
pressure drop through the system shall not exceed one/half inch
(0 . 511) water column measured at a flow rate of 60 SCFH with dry
Nitrogen. The pressure drop shall be measured from the dispenser
riser to the storage tank with the poppeted Stage 1 vapor
connection open and with pressure/vacuum valves installed or with
the vents capped.
2) All gasoline dispensing units at the facility shall be
connected to the Stage II vapor recovery system and equipped with
a certified Stage II vapor recovery nozzles, fittings, and hoses .
All Stage II vapor recovery equipment shall be installed in
accordance with the system' s certification requirements and shall
be maintained to be leak free, vapor tight, and in good working
order.
3) Whenever a Stage II vapor recovery system component is
determined to be defective, the owner or operator shall take the
affected nozzle (s) out of service until defective components have
been repaired, replaced, or adjusted, as necessary. Replacement
components shall be Department of Ecology certified. Defects in
vapor recovery equipment shall include, but shall not be limited
to, the following conditions :
a. Absence or disconnection of any component required in the
certification of the system.
b. A vapor hose which is crimped or flattened such that vapor
flow may be impaired.
c. Any OPW 11-VAI nozzle which is found to have less than four
unobstructed vapor collection holes.
d. Nozzle shutoff mechanism which malfunctions in any manner.
e. Vapor return lines, including such components as swivels,
anti-recirculation valves and underground piping, which
malfunction, are blocked, or restricted such that vapor flow
through the lines may be restricted.

f. Vacuum producing device which is inoperative.
g. Pressure/vacuum relief valves, vapor check valves, dry
breaks, or fill caps which are inoperative.
4) Operating instruction for the Stage II system shall be
conspicuously posted in the gasoline dispensing area. The
instructions shall clearly describe how to fuel vehicles
correctly and include a warning against topping off .
Additionally, the instructions shall include a prominent display
of Ecology' s toll free telephone number (1- 800-272-3780) for
complaints regarding the operation and condition of the vapor
recovery nozzles.
General Conditions
1) Reasonable measures shall be taken to prevent the spilling,
discarding in sewers, storing in open containers, or handling of
gasoline in a manner that will result in evaporation to the
ambient air.
2) An Operation and Maintenance (O&M) plan for purposes of
maintaining equipment, attending to the prompt repair of any
defective equipment and record-keeping shall be devised. An O&M
file containing the items listed below shall be kept on site.
All records shall be maintained for a minimum of two years and
shall be made available for inspection by OAPCA or the Department
of Ecology (Ecology) personnel upon request .
a. Procedures for maintaining and inspecting the system.
b. A schedule for periodic inspection and maintenance of the
system in accordance with manufacturer or vendor
recommendations .
c. A log containing record of inspections and maintenance
actions. The log shall contain the date and description of
the action taken.
d. A copy of the OAPCA Approval Order containing the conditions
for approval .
e. Material Safety Data (MSD) sheets for all toxic or hazardous
material used.
f. A log containing record of product throughput for all
storage tanks .
g. Verification of equipment certification.
3) Total annual product throughput and other process
information necessary to calculate annual volatile organic
compound emissions from the facility shall be reported to OAPCA
on standard forms which will be provided by OAPCA annually.
4) OAPCA shall be notified of any alterations, replacements, or
increases in capacity, equipment, or operations which may
increase the amount or type of air pollutant emissions prior to
the changes taking place.
