Thanks Debbie and Allan for the feedback. After our meeting this morning, I am comfortable with releasing the grading permit. A revised set of plans and report will be prepared and submitted shortly, but no need to hold the permit from my perspective until receiving the revised submittals. . The new and existing water/sewer lines will not conflict with storm improvements. . The treatment and flow control facility selections meet our local code requirements, 2005 DOE Manual and are consistent with the 2012 LID Manual. . Pervious concrete will be used extensively throughout the project and no runoff is expected to leave the property (although an emergency overflow is provided to the Reid property). . Prior to issuing final occupancy, a recorded Operation and Maintenance (O&M) Agreement will be provided and a more detailed 0&M Plan will be prepared by the engineer and provided to the Owner. . I highly recommend that the engineer of record (or reporting to) be available for construction inspection and quality assurance/control services during sub-grade preparation, placement of the storage bed material and pervious concrete, and curing. I am meeting with Pat McCullough tomorrow morning at 9:00 am to go over some questions and comments I have regarding the storm plans. A couple of items relate to DCD: Infiltration for the drive-through area is proposed directly adjacent to the building foundation. Storm design usually requires a 10' setback from structures. I will ask Pat to address why it is OK to be less than 10' and approve from a stormwater review standpoint, unless building department has any heartburn with this. Allan: where is the required landscaping? Need to know this to make sure setbacks are maintained. I also checked to see if any critical areas - Class II aquifer recharge area? This is important for selecting treatment facilities. I will also ask Pat about water and sewer service and burial depths. Need to make sure that we do not have any utility conflicts. Anything else I am missing from your perspectives? After done meeting with Pat I will finalize my review and let you know if the grading permit can be released from a stormwater perspective. Pat McCullough just left my office and I'm OK with this later proposal as tweaked below. Basically a full movement access as shown with their exit drive thru lane not having direct SR 3 access. I also suggested maybe their access be a little wider, say 30 feet or 15' in lane and 15' exit lane, so the drive thru lane has a little more turning radius room, as well the vehicles coming to and from SR 3. The cover letter also indicates six—five foot deep—soil logs were obtained February 2014 and groundwater was encountered 36 to 42 inches below the ground surface. Wnek Engineering prepared an infiltration report(Appendix A)indicating five tests were performed April 30,2014, Please include a brief narrative in the soils section of the drainage report describing your February observations. Storm Drainage Report 3. Figures 1-4 were difficult to read. 4. Construction Oversight From your description it sounds as though you will have experienced contractors for sub-grade : preparation and placement of porous concrete. Thanks Debbie and Allan for the feedback. After our meeting this morning, I am comfortable with releasing the grading permit. A revised set of plans and report will be prepared and submitted shortly, but no need to hold the permit from my perspective until receiving the revised submittals. • The new and existing water/sewer lines will not conflict with storm improvements. • The treatment and flow control facility selections meet our local code requirements, 2005 DOE Manual and are consistent with the 2012 LID Manual. • Pervious concrete will be used extensively throughout the project and no runoff is expected to leave the property (although an emergency overflow is provided to the Reid property). • Prior to issuing final occupancy, a recorded Operation and Maintenance (O&M) Agreement will be provided and a more detailed 0&M Plan will be prepared by the engineer and provided to the Owner. • I highly recommend that the engineer of record (or reporting to) be available for construction inspection and quality assurance/control services during sub-grade preparation, placement of the storage bed material and pervious concrete, and curing.
