Property is zoned Belfair Urban Growth Area Festival Retail zone. 17.23.120 Allowed uses: Uses allowed retail, eating / drinking, personal services, professional offices, civic and special events; pedestrian uses emphasized. 17.23.150 Bulk and dimensional standards: Height: The maximum height of structures in the district shall be 45 feet. 17.28.020 Off-Street Parking: Restaurant land use: 8 parking stall per 1,000 sq. ft. area. This use could require 17 parking stalls, including handicap accessible stalls; for new building and parking, landscaping will include plantings along the east and south property perimeters and on islands and dedicated planters that provide some separation of uses in the parking area and building / sidewalk areas. Setbacks: No specific setbacks in district, but landscaping to provide some separation of uses in the parking area and building / sidewalk areas. Signs: should follow the sign provisions in 17.34 and meet the provisions of single- tenant buildings. Separate sign permits will be needed as the building is constructed. 17.34.360 Permitted Commercial Monument Sign Standards A. Monument Site Entry Signs may be located at the major vehicular or pedestrian entries along the street front. B. Only one monument sign is allowed per site. For large sites, more than one monument sign shall be permitted as long as such signs are placed no closer than 150 feet apart along the street front. C. Monument signs size limits: (1) Single tenant signs shall be no more than 8 feet in height and 32 square feet in area per face (Two sign faces are allowed). D. Signs shall be designed to integrate with adjacent site landscaping. E. Monument signs shall be setback at least 5 feet from any public right-of-way. F. Monument signs may be internally lit or illuminated from the front. 17.34.370 Permitted Commercial Building Sign Standards A. Building signs are those signs mounted directly on the face of a building and include signs to identify the building or facility or individual tenants or businesses. Building signs should be designed and located to fit with the buildings architecture. For example, building signs might fit within a recessed panel or on a building element such as a fascia or canopy. Building signs should not cover over an architectural element such as a window or portion of a buildings ornamentation or trim. B. Buildings signs should fit parallel or perpendicular with the building fagade. The supporting mechanisms or arms of new building signs should not be visible. Perpendicular signs should not extend more than four feet from the building fa4ade. C. The maximum surface area of building mounted signs for a given fagade is 25 square feet plus 10 percent of the area of the building's main fagade. The sign(s) may be located on any fagade, but the signs on all fagades count toward maximum surface area. D. The lettering and logos of building signs may be internally-lit but the background of the sign face shall not be internally illuminated. Building signs may be illuminated from the front. Stormwater: No indication of existing stormwater facilities is shown on submitted sketch. Addition or modification of the stormwater features on the property to include the new roof areas of buildings shall meet the Dept. of Ecology 2005 Stormwater Manual standards, per MCC 14.48 standards. This may be as simple as A) preparing a stormwater site plan with the needed changes for stormwater treatment in the existing or expanded stomwater facilities, submitting the site plan with the building permit; or B) when additional areas are disturbed as well, an engineered erosion & sediment control plan with submittal checklist at the time of building permit application.
