At the pre-submission conference, representatives of all relevant departments will be in attendance and will be able to inform you of.the-regulations.and standards with which your proposal must comply. This Is a general informational meeting for the applicant and does not constitute approval of the proposal. Pre-submission confbrences are only held on Wednesdays and are approximately 60 minutes In length. SEVEN COPIES OF A DETAILED SITE PLAN SHALL BE SUBMITTED ONE WEEK PRIOR TO THE CONFERENCE. The site plan must contain all setbacks between proposed and existing structures and the property lines. if applicable, please show all critical areas (shorelines, wetlands, landslide hazard areas.) WOOD BUILDING FOR SALES AND WEIGHING SCALES applicant: Steve Brittner; county staff: Allan Borden (Planning), Alan Tahja (Public Works), Kelly Mayo (Building), Dave Salzer (Fire Marshal), no one from Environmental Health Allan Borden: since this property is within the Belfair Urban Growth Area, the existing use of sand, gravel and landscape materials is already established; proposed building can meet comprehensive plan development regulations when building is setback 10 feet from property line; they have option to plant trees near short retaining wall to provide the vegetation buffer to adjacent land uses; the proposed use should not generate a need for parking spaces but site plan shows areas where vehicles may park on a short-term basis. Alan Tahja: discussed the need to establish stormwater pond areas to capture 6-month storm runoff; the size of these areas depends on the volume of runoff estimated; Tahja can work up rough figures in a memo (see attached); Tahja feels that engineer design is not necessary and he stated that the pond should be sloped to allow exit or fenced if it has vertical sides; an operation and maintenance covenant for the pond feature would need to be recorded with the County Auditor and supplied to Dept. of Public Works. Kelly Mayo: concerning the location of the building, it must be at least 10 feet from the property line to provide a non-hazardous situation; if the stairway from the second floor (36 inches wide) needs to come down to the rear of the building, then the building must be situated towards the scales to provide that 10 ft. setback; if the building is closer than the 10 ft. setback, the building windows need to provide 3/4 hour fire protection; Mayo can provide better info from his computer printout based on specifications on building; he will use two- story, 2000 sq. ft. 5N construction building as basis; if the building is less than 5 feet from the scales, there should be no openings on those walls. FIRE HYDRANTS 1. Maximum hydrant spacing is 300 feet on center for commercial or multi-family developments, and 600 feet on center for surface parking lots. 2. Maximum hydrant spacing is 600 feet on center for single- family residential developments. 3. Where structures on a dead end access road are over 300 feet from a hydrant, an additional hydrant may be placed within 300 feet and placed in relation to the overall development and exisiting hydrant layout. 4. Hydrants must provide the required fire flow. 5. Hydrants must be in place and serviceable prior to the start of combustible construction. 6. Indicate existing and proposed hydrant locations on a site plan. Hydrants shall be no closer than 12 feet to a carport or garage. Hydrants shall be a minimum of 50 feet from other structures. Planter islands or peninsulas for hydrants require a minimum diameter of 8 feet. Maintain 4 feet from the face of the curb to the hydrant and/or between fire protection equipment. . A Storz adapter is required for steamer ports on all hydrants, including existing hydrants, considered important by the local fire protection district. Contact the local fire protection district for standards. . COMMERCIAL COOKING EQUIPMENT 1. A Type I Hood and an approved, tested and maintained fixed fire protection system is required when commercial cooking equipment is used or in any commercial occupancy where cooking produces grease-laden vapors. 2 . If the building in which the fixed fire suppression system is installed contains an automatic fire alarm system, the fixed fire protection system shall be connected to the automatic fire alarm system. �_ GAS METERS 1. Protective bollards are required around natural gas meters that are located within 20 feet of a driving surface. PROPANE TANKS 1. Propane tanks shall be installed according to Article 82 of the Uniform Fire Code and Mason County Standards. XPERMITS 1. Permits are required for the use, handling and storage of hazardous material in excess of the exempt amount allowed by the Uniform Building Code. Contact the Mason County Fire rshal. . NO SMOKING SIGNS 1. Provide NO SMOKING signs per the Washington Clean Indoor Air Act. 2 . Provide NO SMOKING signs for hazardous areas. . PHASING 1. If some Certificates of Occupancy are desired prior to others, submit a separate phasing plan to indicate limits of construction/occupancy, types and location of barriers and traffic patterns. �P. SUBJ: Pre-Sub Stormwater Mtng_Requirements NAME: Allen Shearer Trucking_ Attached please find a copy of the Operation and Maintenance (O&M) Covenant Public Works is currently accepting to meet Ecology requirements for O&M on County approved stormwater control facilities. Please forward this form to the applicant for completion, recording and delivery to Public Works upon completion of construction of the stormwater control features Mr. Steve Brittner proposed at this morning's pre-submittal conference. Mr. Brittner indicated at the pre-sub meeting that stormwater runoff currently, and in the future is and will be retained on the subject property, and that Shearer Trucking was tentatively willing to maintain a stormwater retention facility on the developed landscape supply yard. A crude estimate of stormwater runoff produced by the site during a twenty-five year storm event would require a retention pond with a capacity of roughly 30,000 cubic feet. A pond constructed with 3:1 (H:V)or greater sideslopes is considered reasonably safe and escapable, so a geometry of 50' x 25' x 8' could be considered a reasonable size. Other shapes or geometries may lend themselves better to the site then a rectangular shape. A round retention area or inverted cone shape could provide the needed volume. The applicant should be directed to prepare a site plan showing where on the property the stormwater features are intended to be located, and what the completed features' dimensions are to be. After review and approval of their proposed retention/stormwater control features,the stormwater facilities could be constructed, inspected and approved along with completion and delivery of the recorded O&M Covenant to this department.
