B) Plantings in accordance with the plant list stated in the restoration plan: 1) Trees and shrubs planted 5 feet on center planted in associated clusters in buffer enhancement area; 18 trees and 54 shrubs are to be planted. 2) Each tree planted in the wetland area shall be flagged to aid in monitoring the restoration effort. C) Site preparation by non-native berry and roots removal and recontouring that is done in dry weather; and silt fencing or straw/jute matting erosion control installed following site preparation and prior to replanting. The site is found in the SE '/4 of Section 21, Township 23 North, Range 01 West WM (Figure 1. Vicinity Map). The purpose of this Wetland Buffer Mitigation Plan (WBMP) is to address potential impacts resulting from the proposed installation of a replacement septic system and construction of a replacement Single Family Residence (SFR) to be located within the buffer of a Category I Wetland. The wetland meets criteria for a Category I Wetland with high habitat function, and therefore requires a buffer of 250 feet with an additional 15-foot building setback in Mason County. The wetland is identified in the wetland report titled, "McKnight Farm Wetland Delineation Report". The intent of this proposal is to re-establish the 2-bedroom home site on the property while preserving both natural and agricultural features of the land. The proposed building footprint location is mostly within the footprint of a recently demolished 3 bedroom house, slightly rotated to increase distance from the wetland. The proposed septic system will be limited to a 300 square foot area and not encroach any nearer to the wetland than the house. The SFR will be located approximately 110 feet from the wetland at the nearest point, while the septic will also be located 110 feet from the wetland at the nearest point. The proposed SFR will occupy an area of approximately 1,500 square feet within the wetland buffer, and the proposed septic will occupy an area of approximately 300 square feet within the wetland buffer. The objectives of this WBMP are as follows: ■ To evaluate the potential adverse effects to critical area functions as well as fish and wildlife habitat resulting from the re-establishment of the SFR and septic within the wetland buffer. ■ To identify possible mitigation measures that could be implemented to offset the adverse effects resulting from the re-establishment of the SFR and septic within the wetland buffer. The eastern portion of the property has been logged within the last 10-years, while the western portion contains mature forested components with interspersed pastureland. The ownership includes a series of farm buildings as well as an existing SFR. The adjacent property to the west contains a diverse forested wetland complex with an open water component in the central and southeastern portion of the ownership. APPLICABLE SETBACKS The project site is within the jurisdiction of Mason County. Ordinance 17.01.070 identifies Wetland Areas adopted by Mason County. The applicable setback for this project is as follows: Habitat Type Buffer Building Setback from Buffer Category I Wetland 250' 15' ANALYSIS OF EFFECTS The project lies within the regulated buffer of a Category I Wetland. Project scale in the protected area is as follows: Development Type Habitat Type Project scale Septic Drain field Category I Wetland buffer 300 sq. ft. SFR Category I Wetland buffer 1500 sq. ft. Vegetation Disturbance The proposed septic will be located in a portion of the ownership that has been maintained as lawn area. The proposed SFR will be situated mostly over an area occupied by a remnant building pad that historically contained a residence (see photos below). Therefore, no native vegetation removal is necessary for proposed septic. With recommended planting of native vegetation described below, the project will result in an overall net benefit of native vegetation abundance and diversity within the parcel. Therefore, none of the proposed actions are likely to destroy or adversely modify designated critical habitat. Actions described in this plan are not expected to jeopardize the continued existence of any listed species. Noise Pollution A slight increase in noise from construction activities is likely to occur during daylight construction hours. No nesting sites are located within the radii of concern that would be impacted by noise associated with the establishment of the SFR or septic. Temporary Increase in Sediment and Turbidity During Construction The proposed work has the potential to temporarily increase turbidity and suspended sediment within the project area. Best Management Practices have been recommended to minimize the adverse effects to sediment supply and turbidity during project implementation. Light and Glare The proposed project may result in an increase in light and glare commonly associated with residential construction and land use. The vegetative buffer to be enhanced between the proposed project area and the wetland is expected to shield the majority of the wetland and buffer from increased light and glare. No impacts to the use of the site by wildlife species are likely to result from light and glare associated with this project. Due to the natural topography of the site, positioning the building further from the wetland would require a substantial amount of hillside excavation and removal of native vegetation from within the 250-foot buffer. The project, as proposed, requires no native vegetation removal and minimal earthmoving. Minimization Mitigation The proposed project minimizes impacts to the wetland buffer by limiting the building footprint of the SFR to 1500 square feet. In addition, the project entails utilizing the area already impacted by a previous building, displacing minimal native vegetation. The septic is located 110 feet from the wetland at the nearest point, and the proposed SFR will be located 90 feet from the wetland at the nearest point. Enhancement Recommendations To compensate for the proposed project being located within the wetland buffer, mitigation is proposed in the form of invasive species removal and native vegetation restoration within the wetland buffer. Chapter 17.01.070, Section (F) of the Mason County Resource Ordinance requires that mitigation for buffer impacts be on a minimum 1:1 ratio. Therefore a total buffer enhancement area of 1,800 square feet will be removed of invasive species and planted with native trees and shrubs. The area is located between the proposed project site and the wetland boundary. The portion of the property chosen for planting is currently dominated by a dense thicket of Himalayan blackberry and lawn grass. Prior to installation of native plants, the Himalayan blackberry will be uprooted and disposed of off site. This can be done either by hand or using a rubber tracked excavator. Best Management Practices are outlined below to be followed during this work. The following plant species are recommended for installation within the buffer enhancement area. The species have been chosen based on their versatility, tolerance to on-site conditions, and tolerance to shady conditions. Other native plants may be used upon review by either county staff or a qualified wetland specialist. The use of potted plants as opposed to bare root seedlings is preferable due to the increased survival rate. A minimum of two tree and four shrub species from the above list are recommended. This density will provide a moderately dense, structurally diverse plant community within the Enhancement Zone. To fulfill the above mentioned planting density recommendation, the Enhancement Zone will be planted with a total of 18 trees and 54 shrubs. Any volunteer vegetative species may be counted toward target densities. Typically, planting should occur during winter dormancy. The optimum time for planting is during February and March, however, the need to complete the project in a timely manner may call for planting to occur outside optimum time periods. All installed vegetation shall be marked with colored flagging to facilitate monitoring inspections. The monitoring program is outlined to insure project effectiveness. Best Management Practices Recommended Best Management Practices for this project are as follows: • Perform excavation and site preparation work during dry weather. • Install silt fencing between the work area and the wetland to prevent erosion and siltation of waters (See diagram below). • Minimize amount of erodible soils at any given time to the maximum extent feasible. • Check all equipment daily for leaks. Refueling and lubrication of equipment should occur off site. Do not store any fuel, lubricants, chemicals, or hazardous substances outside overnight within the project area. It is recommended that silt fencing be installed between the work areas and the wetland to avoid siltation. The silt fence should be inspected and repaired if necessary after each storm event. Sediment should be removed from the fence and deposited to an area that will not contribute to regulated waters. The fence can be removed once the project is complete and soil has stabilized. MONITORING Monitoring of the site will begin the first fall following native species plantings and maintained on a seasonal basis. The information gathered will provide the following: 1) condition of reintroduced plant species; 2) the use of the site by wildlife species; 3) any disturbance caused by the development and its effect on the protected zone and associated aquatic habitat; 4) any occurrence of exotic species within the Enhancement Zone; 5) any corrective measures that may be deemed necessary to provide desired conditions. This monitoring will be in effect for the duration of five years. The intent of this proposal is to protect both the natural and agricultural features of the property by condensing the project site to the area previously utilized for residential use. The SFR is proposed 90 feet from the wetland within an area occupied by a building pad of a previous house. The septic is proposed 110 feet from the wetland, and is proposed in a portion of the ownership maintained as lawn. Best Management Practices are recommended to insure no negative impacts to the wetland. Mitigation recommendations include native vegetation enhancement of 1,800 square feet of the wetland buffer that is currently dominated by invasive plant species (see Figure 2. Site Map). No impacts to water quality or aquatic habitat are predicted. Mitigation Measures, and Best Management Practices, have been identified to avoid, minimize, and mitigate for impacts associated with the proposed project. They have developed on hummocky and rolling ridges from glacial drift that consisted of loose,porous sand. The sand came mainly from acid igneous rocks.The annual rainfall ranges from 50 to 70 inches,and the native vegetation is mainly Douglas-fir. Indianola loamy sand,5 to 15 percent slopes(lb).-This is the dominant soil of the Indianola series. Everett gravelly sandy loam,5 to 15 percent slopes(Eh)The Everett series consists of somewhat excessively drained,pale- brown gravelly soils. They occur as inextensive gravel ridges on the glacial moraines or,more commonly,as fairly continuous outwash channels between ridges of Alderwood soils. They have developed upon assorted glacial till and outwash material. The rainfall is 45 to 60 inches a year.The vegetation is mainly drought-resistant madrone,manzanita,and kinnikinnick.Everett soils are droughty because the loose gravel and sandy subsoil and substratum offer little resistance to downward movement of water. Saxon silt loam, 5 to 15 percent slopes(Sa).-The Saxon series consists of friable, well-drained, brown, silty soils on the uplands. They have developed from Vashon glacial lake sediment similar to that of the Kitsap soils. Surface drainage is well developed, internal drainage is medium, and the moisture-holding capacity is good.The rainfall is 45 to 60 inches a year. The vegetation is a dense forest of fir, cedar, and alder, with a dense undercover of salal, vine maple,bracken fern, and sword fern. Saxon soils differ from the Kitsap soils in having browner surface soil and less dense subsoil,and in containing shot. This soil occurs on rolling or gently rolling benches near Belfair. Mukilteo peat, 0 to 2 percent slopes (Mg).-The Mukilteo series consists of peat that is mainly partly decomposed sedges, spirea, twigs, and roots. Peat bogs usually are densely covered by spirea and are generally free of trees and other shrubs. Intermixed with the spirea are various sedges that form a good part, of the peat material. Occasionally, Mukilteo peat has a cover of deciduous trees, brush, and shrubs in place of the spirea. Mukilteo peat is widespread throughout the county, and it comprises the largest part of the upland bogs. This peat is very poorly drained and often ponded many months of the year. Artificial drainage can be used to remove excess moisture. Mukilteo peat is more acid and less fertile than McMurray peat. The surface layer consists of leaves,twigs,and small roots 1 to 2 inches thick.
