SUBJ: FPA E&S Plan Review NAME: Johnson 2 Belfair FPA2005-00001 An abbreviated Erosion and Sediment(E&S) Control plan submitted for the proposed S&J Johnson L.L.C.'s timber harvest of Mason County Tax Parcel No. 12321-42-00090 has been received and reviewed by Public Works. The 2 page E&S Plan submitted provides little parcel information on the site plan,but the"Silt and Erosion Control Plan"narrative indicates that silt barriers are to be installed"where needed". The harvest contractor/logger needs to be aware that it will be his responsibility to see that no silty or muddy stormwater runoff leaves the site. The narrative page also indicates that vegetation will be left in place until cleared. Leaving the understory vegetation is an acceptable stormwater Best Management Practice(BMP) for reducing anticipated harvest impacts,but any clearing of an area greater than one acre will trigger a requirement that a Large Parcel Stormwater Site Plan(SSP)be prepared by a licensed civil engineer. The narrative also indicates that"All roads will either side cast water or will be water barred." This can be entertained as a dispersion BMP, and can be considered acceptable for the temporary logging roads,but construction of roads creating in excess of 5000 square feet of impervious area will,like the one acre clearing threshold,trigger a requirement that a Large Parcel Stormwater Site Plan(SSP)be prepared by a licensed civil engineer. To summarize,though brief,the Temporary Erosion and Sediment Control Plan(TESC) submitted to address the anticipated timber harvest of the S&J Johnson property in Belfair may be considered adequate,but subject to any recommendations that may result from an anticipated geotechnical investigation and report of the site.
