FPA2005-00001 Michael, The geotechnical assessment prepared for the proposed Jack& Steve Johnson land development on the"Corbitt"property located in Belfair has been received and reviewed by Public Works. The report appears to satisfactorily fulfill County requirements for geotechnical assessment reporting. The assessment's author indicates that, in his opinion,the completed development of the property will not cause stability problems for either the subject property or neighboring properties, and that a more detailed investigation(report) is not warranted. From the contents of the assessment, I recommend accepting the report as satisfying the County's requirement(s) for stability investigation and geotechnical reporting. Recommendations contained in the assessment should be incorporated into the site's development and made conditions for permit issuance. Adequate Erosion and Sediment(E&S) control features need to be implemented during land disturbing activities to protect neighboring properties and State waters from adverse stormwater runoff impacts. The migration or release of silty water or mud from the applicant's property will be considered a violation of County and State water quality protection regulations. In summary,the geotechnical assessment prepared for the proposed residential garage appears acceptable, and stability issues may be considered to have been adequately investigated and addressed. Box 488 Belfair,WA 98528 January 12, 2005 RE: 12321-42-00090 Dear Mr. Johnson, I had the opportunity to perform my site visit for your proposed Class IV G FPA on your property behind Peninsula Topsoil today. Two things that I noticed right away were that some work had already be done and that the property lines did not appear to have been flagged(there was some pink flagging on site,but just around the building site). Strictly speaking the work that has already been done should have waited until you had a permit in hand. Please have your crew stop until you are fully permitted. I found plenty of steep slopes within a short distance of your building site. To the west there is a relatively short(but jurisdictional) slope of 20%to 25%.To the southwest slopes are about 35% to 38%. To the north there is a ravine with slopes that I estimate to be in the 50%to 60%range. While I was not certain of your property lines, some or all of these slopes are within 300 feet of your proposed 10-acre cut.You can be certain that this project will require a geo-technical assessment, and depending on how close you come to the ravine,a geo-technical report(as described in section 17.01.100 of the Mason County Resource Ordinance--which is available on line). I can not issue a SEPA determination until the geo-technical assessment(or report)is approved by Mason County. We should talk further to determine whether or not a full geo-technical report will be required. In the meantime,I am enclosing an ESA Listed Salmonids Checklist, which is a required element of your SEPA review. Please complete it as necessary and return it to me. I will also be forwarding your Stormwater and Erosion Control Plan to Alan Tahja of Public Works for review. Please call me at ext. 571 to further discuss the scope of your project. Thank you.
