Accoroling to the Mason County Assessor, the properties coliectively occupy 49 acres. For the purposes of federal, Washington State,.and Masan County juriadictional ovesigbt, this wetland defineshm followed the;methodology outlined in the Regional,Supplement to the Corps of l Agmeers Wetland Delineation Manual: Westan Mounttam, Valleys; and Coast Rem (Versim 2.a)U.S. Amy Corps o(FAgivem May 2014. The ownership within and in proximity to the wetland area generally consists of two vegetative communities. A forested upland vegetative community surrounds the wetland within the property, and is comprised of a dense, mature overstory consisting of Douglas fir, red alder, and western red cedar with an understory dominated by swordfern. A wetland community is situated within the lowest point of landscape topography, consisting of deer fern, slough sedge, devils club, various willow species, salmonberry, and skunk cabbage with forested areas consisting of red alder, and western red cedar. METHODOLOGY Consistent with procedures detailed in the Washington State Wetlands Identification and Delineation Manual (Washington State Department of Ecology, 2011) (2011 Manual), preliminary information was gathered on the project site prior to the field review and delineation. General information sources included: 1974 United States Fish and Wildlife Service (USFWS) National Wetland Inventory (NWI) maps, the Soil Survey of Mason PO Box 2854 Belfair,Washington 88528•Cell Phone 360-620-0618-Office Phone 360-372-2421•wetlandcorps a@hotmail.com Wetland Delineation TWC No.16W03 January 2016 Page No.3 County Area, Washington (USDA, 1960), the Washington Department of Natural Resources Water Resource Map, and Mason County's critical areas regulations. Field Delineation The methodology used for this wetland delineation was consistent with the technical approaches articulated in the 2011 Manual. This document is the wetland delineation manual that is used in determining wetland areas when applying state and local government regulations under the Shoreline Management Act and the Growth Management Act in Washington State. Water Type Classifications The following table provides a general description of forest practices water type classifications used to classify identified streams. Type"S"=Shoreline Streams and waterbodies that are designated "shorelines of the .(formerly type 1) state"as defined in chapter 90.58.030 RCW. Type"F"= Fish Streams and waterbodies that are known to be used by fish, or #brmeriy type 2 or 3) meet the physical criteria to be potentially used by fish. Fish streams may or may not have flowing water all year; they may be perennial or seasonal. Type"Np"= Non-Fish Streams that have flow year round and may have spatially Perennial intermittent dry reaches downstream of perennial flow. Type Np (formerly type 4) streams do not meet the physical criteria of a Type F stream. This also includes streams that have been proven not to contain fish using methods described in Forest Practices Board Manual Section 1 Forest Practices Board Manual Section 13. Type"Ns"=Non-Fish Streams that do not have surface flow during at least some portion ,Seasonal of the year, and do not meet the physical criteria of a Type F stream. ffor type§)- -- _ --- _ --- -- ---------— --- --- -- --- -- - Typemery X is a symbol on DNR maps that identifies various water features (E.g. in igation ditches, sanitation ponds, pipeline, etc.) which are not part of the above classifications. Type U is a symbol on DNR maps that identifies untyped water features that need to be verified and identified on proposed forest practices activity maps. The extent and location of suspect wetlands and streams were determined during field work performed in January, 2016. Field work was conducted under rainy conditions with an ambient temperature ranging between 40 and 50 degrees Fahrenheit. The time of year and recent precipitation history were considered in assessing the extent of the suspect wetlands and streams presumed to exist on site. Specific field methodology used in determining the extent and location of wetland and stream areas include: 1. As part of the initial project site reconnaissance, the site was walked to determine the general extent and location of potential wetland and stream areas; 2. Wetland boundaries were delineated by noting localized topography and vegetation patterns and comparing parameters of hydrology, soil, and vegetation with data collected at the wetland and upland sample plots. The project area was investigated and data was collected at four sample plot locations. Data collected at each sample plot were entered onto a Routine Wetland Determination Data Form. BACKGROUND INFORMATION Mason County Soil Survey The soil survey of Mason County indicates three onsite soil types,(USDA, 1960): Eh—Everett very gravelly sandy loam, 8 to 15 percent slopes Ek—Everett very gravelly sandy loam, 15 to 30 percent slopes A detailed soil description can be found in Appendix B Mason County Soil Survey Text. The Mason County Soil Survey map is shown in Figure 4. National Wetlands Inventory The USFWS NWI map (online wetlands mapper) does not show the wetland within the site location. An extensive estuarine wetland complex is mapped approximately %2 mile to the west. The streams identified on these properties eventually flow into the wetland shown on the NWI. Department of Natural Resources Water Resource Map The Department of Natural Resources Water Resource Map shows three streams within the site. Two of the streams are tributaries to a main channel. The main channel and the lower portions of the two tributaries are labeled as Type F while the upper portions of the tributaries are labeled Type N (Figure 5. DNR Stream Map). For the purpose of rating, this wetland was considered to be associated with the stream and was rated as a riverine wetland. Three other unmapped streams were identified during this review. WETLAND DELINEATION RESULTS One wetland was identified within the ownership. The wetland is saturated at least once a year by overbank flooding and is therefore considered a riverine wetland for the purpose of rating. The entire wetland contains a forested community with a consistent herbaceous/shrub layer in the understory. The wetland is supported by a high water table year round in addition to the overbank flooding. Forested portions of the wetland consist of red alder(Alma rubra, FAC)and western red cedar (Thuja plicata, FAC). Wetland vegetation is indicated by hydrophytic vegetation FAC and OBL dominating over 50 percent of the vegetation community in wetland data plots. The upland vegetation adjacent to the wetland area is comprised of Douglas fir (Pseudotsuga mennesii, FACU), red alder (Alnus rubra) and western red cedar (Thuja plicata, FAC). Understory species within the property is primarely swordfern (Polystichum munitum, FACU). Hydophytic vegetation occupies less than 50 percent of the vegetative community in upland data plots. Soils The profiles within the wetland test pits consisted of a single layer profile consisting of muck 10YR 3/1 and 10YR 2/1. Wetland hydric soils are indicated by a loamy, mucky mineral soil containing a low-chrome(equaling one)in all wetland test pits. The soil profiles observed in known upland test pits were consistent with the mapped soil type, EIS--Everett very gravelly sandy loam. The surface layer is dark brown (7.5YR4/3) gravelly loamy sand about 6 inches thick which transitions to a brown very gravelly sandy loam about 15 inches thick (I OYR4/3). Hydrology Wetland hydrology is indicated by drift lines, FAC-neutral vegetation, drainage patterns, water stained leaves, and presumed inundation during the growing season. In addition,the sample plots within the wetland area revealed free water in the test pits at a 3 inch depth and soil saturation to the surface. Upland test pits showed no indicators of wetland hydrology. WETLAND EVALUATION The wetland was classified as a riverine wetland per Washington State Wetland Rating System for Western Washington (Hruby 2004). Based on functional attributes associated with the wetland including habitat, water quality, and hydrology functions, it has been rated as a Category I wetland, scoring 79 points on the state rating form. The score for water quality functions in this wetland is 24, hydrological functions scored 32, and the score for habitat functions is 23 (see Appendix C for rating form). According to Title 17.01.070 of Mason County Code, the base buffer width for Category I Wetlands scoring 23 points in habitat function,within parcels intended for Moderate Impact Land Use is 110 feet with an additional 15-foot building setback. Moderate Impact Land Use is described as single-family residential lots,residential subdivisions with I unit/acre or less, Moderate- PO Box 2954 Belfair,Washington 98528-Cell Phone 360-620-0618•Office Phone 360-372-2421•wetlandcorps®hotmail.com Wetland Delineation TWC No.I6W03 January 2016 Page No.8 do not maintain year round flow, they meet the Department of Natural Resources Water Typing Criteria (WAC 16.222.031) for a type Ns stream. Type Ns streams in Mason County require a 75-foot buffer with an additional 15-foot building setback. If it could be verified through dry season observation that the stream channels maintain consistent flow throughout the year, they would be classified as Type Np streams requiring a 100-foot buffer with a 15-foot building setback. SUMMARY This report documents the presence of a wetland meeting criteria for a Category I Wetland associated with a series of stream channels within the subject property. According to Mason County Code, the wetland requires a 110-foot buffer with additional 15-foot building setback. The Type F streams require a buffer of 150-feet with an additional 15- foot building setback. Type Ns streams require a 75 foot buffer with a 15' building setback. See Figure 2. High Impact Land Use is Commercial, Urban, Industrial, Institutional, Retail Sales, Residential subdivisions with more than 1 unit/acre, New agriculture (high-intensity processing such as dairies, nurseries and green houses,raising and harvesting crops requiring annual tilling, raising and maintaining animals), New transportation corridors, High intensity recreation (golf courses,ball fields),and hobby farms. STREAM EVALUATION Six streams were identified within the site. The map shown in figure 2 shows the approximate location and extent of the streams channels. During the field review all channels were inundated one to four inches in depth with contiguous flow. The portion of streams A, D, and F within the property maintain a channel width greater than 2 feet with gradient ranging from 1 to 3 percent. Streams B, C, and E maintain channel widths less than 2 feet and appear to flow seasonally. The channel gradient ranges from eight to twelve percent which meets the gradient criteria for potential fish bearing habitat. However, since the channels are less than two feet in width, they cannot be considered Type F Streams. They occur as inextensive gravel ridges on the glacial moraines or, more commonly, asfairly continuous outwash channels between ridges of Alderwoodsoils. They have developed upon assorted glacial rill andoutwash material. The rainfall is 45 to 60 inches a year.The vegetation is mainly drought-resistant madrone,manzanita, and kinnikinnick.Everett soils are droughty because the loose gravel andsandy subsoil and substratum offer little resistance todownward movement of water. The capacity of the surface soilto hold available moisture is low.Everett soils are in the eastern half of the county, inassociation with the Alderwood soils. They also occur in intricatepatterns with the Kitsap and Indianola soils. Compared tothe Grove soils, the Everett soils have a paler surface soiland subsoil and, in development, were dominated more by acidigneous parent rock. Everett gravelly sandy loam,5 to 15 percent slopes (Eh).-This is the most extensive Everett soil. In undisturbed forests 1 to 2 inches of very dark grayish-brown material, amixture of needles, leaves, twigs, cones, moss, and roots,covers the surface. The surface soil is loose, single-grained,pale-brown, gravelly sandy loam, 6 to 8 inches thick. The upper2 or 3 inches normally contains aggregates that are slightlyhard and redder than the others in the layer. To depthsranging from 18 to 24 inches, the subsoil is loose, singlegrained,light yellowish-brown gravelly sandy loam or gravellyloamy sand. The amount of shot decreases with depth; inthe lower part only a few shot occur.The subsoil grades to a substratum of poorly assorted.predominantly yellowish-brown sand, gravel, and cobblymaterial that is extremely loose and porous. However, inplaces, this material will stand in banks. The color of thismaterial is largely determined by the gavel, coarse sand,and cobbles, which are olive gray, pale olive, yellowishbrown, light brownish gray, gray, and dark gray. Many ofthe cobbles, as well as much of the gravel, are faintly tomoderately stained by iron.The amount of gravel ranges from about 20 percent to 50percent in the subsoil to as much as 80 percent in thesubstratum. The soil is medium to strongly acid andbecomes less acid with depth. Use and suitability.-This soil is too droughty for mosttilled crops--it dries out before crops mature. Only a verysmall acreage is cultivated, and this is ordinarily farmedalong with better adjacent soils. Most of this soil is in brushand trees, for which it is suited best. It is one of the bettersoils for growing Douglasfirs that are cut for Christmas trees.This is an important use of the soil; large acreages are usedfor Christmas trees.This soil is in capability subclass VIs and in site class 4for Douglas-fir. Everett gravelly sandy loam, 15 to 30 percent slopes (Ek).-This soil is on the steeper slopes of glacial moraines,sides of gullies, and terrace fronts. It is closely associatedwith other Everett soils and the Alderwood gravelly sandyloams.This soil is more variable than Everett gravelly sandyloam, 5 to 15 percent slopes. The depth to substratum rangesfrom 12 to 36 inches, and the amount of gravel in the surfacesoil and subsoil varies greatly from place to place. Where thesoil is in close association with the Alderwood soils, thesubstratum, in places, is compact and weakly cemented.Inciuded are a few areas having slopes slightly greaterthm 30 percent.Use and suitability.-This soil is suitable only forforestry because it is strongly sloping,droughty, and low infertility. It is in capability subclass VIs and in site class 5 forpouglas-fir. If you answer yes you will still need to rate the wetland based on its function. ❑Old-growth forests: (west of Cascade Crest) Stands of at least two three species forming a multi- layered canopy with occasional small openings;with at least 8 trees/acre(20 trees/hectare)that are at least 200 years of age OR have a diameter at breast height(dbh)of 32 inches(81 cm or more). NOTE: The criterion for dbh is based on measurements for upland forests. Two-hundred year old trees in wetlands will often have a smaller dbh because their growth rates are often slower. The DFW criterion is and"OR"so old-growth forests do not necessarily have to have trees of this diameter. ®Mature forests: (west of the Cascade Crest) Stands where the largest trees are 80—200 years old OR have an average diameters(dbh)exceeding 21 inches(53 cm);crown cover may be less than 100%; decay,decadence,numbers of snags,and quantity of large downed material is generally less than that found in old-growth.
