Dear Ms. Bolender:
We have received your request for review of the above proposal. We offer the
following comments:
The location of the proposed access shown on the submittal is acceptable
to the Department provided that the access is accurately depicted on the
plan and will be the only access to the State highway system. Required
road approach permit applications can be obtained from the State Highway
Superintendent's office at 4590 State Highway No. 3 SW, Port Orchard,
WA 98366, telephone 478-4664. Details of road approach construction
will be determined during the permit application process.
The Department will require that the developer reshape the ditch to les-
sen roadside hazard possibility. Further, we will not allow the devel-
oper to steepen our roadway ditch slope. Additional surface water run-
off generated by development of the property must not be directed to the
State highway right-of-way.
The Department will not be responsible for noise attenuation if the sub-
ject property experiences noise levels in excess of the maximum allowed
for the proposed land use.
Advertising signs visible from an adjacent State highway must comply
with the State Scenic Vistas Act of 1971, which is administered by the
Department. For information regarding the signing regulations, contact
the District 3 Traffic Operations office at 753-7221.
Please provide the applicant with a copy of these comments.

Dear Planning Commission :
We have been retained to provide the civil engineering
services for the proposed Belfair Senior Citizen Housing
project .
This type of housing project technically falls under the
multiple family dwelling ordinance which requires two
parking stalls per dwelling unit . However , we believe this
is greater than necessary, as confirmed by the enclosed
parking surveys from three other senior housing projects .
Therefore, we are requesting a variance of the ordinance
from two parking stalls per dwelling unit to 1 . 25 stalls per
dwelling unit .

Re: Parking-Belfair House
The Mason County ordinance requires 2 parking stalls
per dwelling unit. We are proposing, by variance,
1 . 25 stalls per dwelling.
Attached are copies of parking surveys at other senior
citizens projects, which indicate an average, for the
three combined projects, of usage by the tenants of only
. 5 stalls per dwelling unit.
We have in the past, and are willing at this time, to
stipulate, if for reasons now unknown, we were to use
all 30 of the the parking stalls , now planned for
Belfair for tenant parking, that we would expand the
parking to meet the county requirements .

PUBLIC NOTICE
Belfair Associates, a limited partnership, has applied
to the Farmers Home Administration to construct a
twenty four( 24 ) unit apartment complex for low to middle
income senior citizens ( 62 years and older) in Belfair,
Washington. The apartments will be in four buildings,
plus a community building, all one story configuration.
The project is proposed to be located on the east side
of S.R. 300 , approximately 500 feet south of the inter-
section of S.R. 3 and S.R. 300 . The application is
available for review at the Olympia District Office,
P.O. Box 2426 , Olympia, WA 98507 , Telephone ( 206 )
753-9881.
Approximately . 90 acres of the east end of the property
has been identified as wetlands. Construction of the
proposed project will require removal of said wetlands
and replacement with solid material.
Any person interested in commenting on the application
or the proposal ' s feasibility and alternatives to it
may do so by providing such comment to the Olympia
District Office, Farmers Home Administration within 30
days following the date of this publication.

Be advised that this project will require an access permit and a
drainage plan approval from the Washington State Department of Trans-
portation prior to start of any construction.
The drawing shows 24 multi-family units, which require 2 parking places
per unit, or 48 parking places; but, the drawing shows only 31 parking
places -- therefore; they need to add 17 additional spaces.
