To be heard by the Board on Monday, January 28th, at 10: 15 a.m. TRANSMITTAL On Monday, January 21st, the Mason County Planning Commission met in regular session to consider the parking variance request for "Belfair House", a senior citizen housing project on SR 300 in Belfair. A copy of the staff report and supporting information is attached. The Commission was concerned that, should the use of the apartment complex ever change, adequate parking would not be available. Mr. Skillings , of McSquared Engineering, engineers for the project, was present and stated that area is available along the south boundary for additional parallel parking, should it become necessary in the future. The Commission members agreed that the request for variance should be granted, with the condition that the stated area be reserved for additional parking, if the need arose for it in the future. The Mason County Parking Ordinance, in Section 7 , charges the Planning Commission with considering and acting on a parking variance request. A majority vote of the quorum is required to to take action. A quorum has not been present at the last two regularly scheduled meetings. In the interest of causing no further delay to the applicant, the Commission members present agreed to recommend to the Board that the variance be granted with the above condition, and ask the Board to take action on the request. The Belfair Senior Citizen Housing project is a proposal to construct four apartment buildings, to house 22 one-bedroom units and two two-bedroom units. A fifth building would be constructed as a community building. The site is approximately 2.75 acres with 200 feet of frontage on SR 300. The east end of the property would be the drainfield area - 3,000 square feet of drainfield is provided with a 10,000 square foot reserve area. Parking would be located adjacent to each building. The County Parking Ordinance requires two on-site parking spaces per unit for multi-family housing. The proposal is for 30 parking spaces. Parking surveys are attached which support the applicant' s position that 1. 25 spaces per unit are adequate for senior citizen housing. The County Plats and Subdivision Ordinance requires the Planning Commission to approve the lot size for multi-family housing. This type of housing project technically falls under the multiple family dwelling ordinance which requires two parking stalls per dwelling unit . However, we believe this is greater than necessary, as confirmed by the enclosed parking surveys from three other senior housing projects . Therefore, we are requesting a variance of the ordinance from two parking stalls per dwelling unit to 1 . 25 stalls per dwelling unit . We are proposing, by variance, 1 . 25 stalls per dwelling. Attached are copies of parking surveys at other senior citizens projects, which indicate an average , for the three combined projects, of usage by the tenants of only . 5 stalls per dwelling unit. We have in the past, and are willing at this time, to stipulate, if for reasons now unknown, we were to use all 30 of the the parking stalls , now planned for Belfair for tenant parking, that we would expand the parking to meet the county requirements .
