Inmost cases you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer or if a question does not apply to your proposal, write "do not know" or "does not apply". After all clearing activities are completed, civil and structural engineering designs will be established and created to best suit the commercial property. At this time, there are no definitive building plans. However, I plan on developing the property to full commercial potential. 8. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page(Lead agencies may modify this form to include additional specific information on project description). *The intent of this proposal is to answer all environmental questions pertaining to the subject property, in order to cut and fill portions of the property to make a level building site. Currently, the land is zoned commercial/industrial. I intend to cut, fill and grade the subject 12.5 acres trying to create a more level parcel, preparing for maximum commercial/industrial use. Give sufficient information for a person to understand the precise location of your proposed project, including a street address :f any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. *The property is located 2 miles North of down town Belfair on the West side of HWY 3. The subject lot is adjacent to and North of"North Mason Fiber Company"off of Log Yard Road. No street address is known. There are two tax parcels and identification number, pertaining to the 15- acre site. They are 12321-14-00010 & 12321-75-00040, descriptions are Tracts 10 and 4 of ILLS 02-0002 located in Sec 31, TWP 23N R1W in Mason County. A topo and survey map of the property will be attached. Environmental (SEPA) Checklist Page 5 of 16 B. Environnemental Elements EVALUATION FOR 1. Earth AGENCY USE a. General description of the site (check one): ONLY X flat X rolling ❑ hilly ❑ steep slopes ❑ mountainous ❑other b. What is the steepest slope on the site (approximate percent slope)? * The steepest slope is less than 2-5%. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. *The general soil type is an Everett series gravely till d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. * NO. The site appears to be stable and no history of unstable soils are present. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. *For this checklist, the purpose is to obtain a Land Modification Permit to move approximately yC 0bank yards from a higher knoll to a lower hole and try and level the differences . A geotechnician will provide compaction reports for the areas to be filled. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. *Any construction site has the possibility of erosion. All proper measures will be taken to eliminate the threat of any erosion. Silt fencing, straw, and grass seed will be implemented to all areas where there is a possibility of erosion. The site is relatively low in terms of erosion potential because of the relative flatness, yet it's always a good idea to protect against the threat of erosion anyway. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or building)? Environmental (SEPA) Checklist Page 6 of 16 EVALUATION FOR Eventually, most all of the site will be built on or paved over and a regional AGENCY USE ONLY storm water plan will be submitted for 90% impervious surface. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: * Silt fencing, straw and grass seeding, curtain drains and adequate drainage ditches with silt traps will all be used to eliminate any potential threat of erosion. Also, watching weather reports and not working or disturbing the soils in down pours or other saturated conditions will prevent erosion. 2. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile odors, industrial wood smoke)during construction and when the project is completed? If any, generally describe and give approximate quantities if known. * Dust.is the only real problem to the air. Hopefully, construction can take place when there is moisture in the air to help prevent dust. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. *NO c. Proposed measures to reduce or control emissions or other impacts to air, if any. *Watering the site may be necessary if abundant dust is seen. 3. Water a. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, and wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. *NO. If yes, please describe and attach available plans. * NO. 3) Estimate the amount of fill and dredge material that would be • placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. *No material will be removed or added to any wetlands. No wetlands in or around proposed construction site. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. *NO 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. *NO 6) • noes the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. *NO b. Ground 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities if known. *NO. A 12" public water line will feed the property. Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. *No idea on what the waste water material will be. Eventually public sewer will address the waste water. For now, I assume it will be a low discharge, if any. Again, this is a year or so away. Currently, no plans on the table for any building or septic system. C. Water Runoff(including storm water): 1) Describe the source of runoff(including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. *For the most part, the majority of storm water runoff will naturally percolate through the ground, retained and then discharged into the aquifer. Several storm water retention ponds will be created once the structural design is complete. Until then, I plan on planting the entire site with grass helping to prevent any erosion and also allowing water to percolate through the soil. 2) Could waste materials enter ground or surface waters? If so, generally describe. *NO. d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any: * Silt fencing, straw and grass seeding, curtain drains and native buffering will all be used to eliminate any potential threat of erosion. Plants EVALUATION FOR a. However, this is several years away. c. List threatened or endangered species known to be on or near the site. *No endangered or threatened species are known to be near or on the property. d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any. * Once a building plan is established for the property, native plant species will be used for landscaping purposes. Until then, it is too premature to state where or what will be used. 5. Animals a. The property is of commercial value and it is inadequate to say their would be an abundance of wildlife preservation and enhancement. 6. Energy and Natural Resources a. What kinds of energy(electric, natural gas, oil,wood stove,solar)will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. *Natural Gas and electricity will be used for the energy needs of the project. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. *NO. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any. *None, does not apply. 7. Environmental Health Environmental (SEPA) Checklist Page 11 of 16 a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill,or hazardous waste that could occur as a result of this proposal? Indicate what hours noise would come from the site. *Short term, construction noise from heavy equipment will occur until the project is completed.
