will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal-, these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments:
Pre-inspection for Ken Boad on September 7, 2006:
The purpose of the inspection was to evaluate the subject parcel
(lot 20 in Riverhill No. 2) to identify critical areas issues related to
future garage structure. The property has a residence with
attached garage at about 60 feet from street, a pool with
surrounding decks, and several small outbuildings at the rear of
the property, including a storage building within 20 feet of a type 4
stream. About three-quarters of the distance from the rear of the
house to the stream has been cleared and/or landscaped. Staff
was able to identify the approximate location of the property
relative to natural features on site.
The property is within a Belfair Urban Growth Area R5 Medium
Density Residential zone. Standard building setbacks for this
zone are a 10-foot front yard setback, and 5-foot side and rear
setback for accessory structures. These setbacks are measured
from portions of structures 30 inches above grade such as roof
overhangs, decks, stairs, balconies, heat pumps, and fuel tanks.
With slopes less than 10 percent in the area of the proposed
project, a geologic study is not needed for development review.
If any grading / excavation is proposed in or near slopes a grading
plan will be needed to show any proposed topographical changes,
cuts, retaining walls, and proposed drainage.
Streams: A Type 4 stream is a perennial water of fish bearing
capability and falls under the jurisdiction of the Fish and Wildlife
Habitat Conservation Areas Chapter (17.01.110) of the Mason
County Resource Ordinance. These provisions establish a
100-foot vegetation buffer and a 15-foot building setback for a
type 4 stream, for a total of 115 feet from the channel migration
zone (CMZ) to proposed development. As stated in the Resource
Ordinance, buffers are to be retained in their natural condition, but
portions of established use area may be maintained. New
residential development is not permitted within Fish and Wildlife
Habitat Conservation areas or its buffers, except for as approved
through a variance or reasonable use exception review process.
Staff measured a 190-foot depth of this parcel on the southwest
side from the street to the edge of stream channel, and a 90-foot
distance from the street to the rear corner of the house on the
southwest side. Due to these distances, the general location of a
proposed garage on site on the southwest side of the residence
would not meet the 115-foot setback / buffer requirement for the

stream corridor. Based on this field review, no area exists on the
subject parcel that would not be unencumbered by the critical
areas buffer and building setback. The review of a variance from
the Fish and Wildlife Habitat Conservation Areas chapter would
be necessary to pursue the development of an accessory garage
on this property. A Habitat Management Plan (HMP), prepared by
a qualified biologist, would be required as part of the variance
request to support the proposed development. The HMP
addresses impacts to the buffer and offers measures to preserve
and protect the buffer or to mitigate impacts of the development
proposal. A copy of the Fish and Wildlife Habitat Conservation
Areas chapter, including details on the contents of an HMP and
the variance public review procedure, was given to the owner.
Application for a variance to these standards does not guarantee
approval of the development as proposed.
The existing structures, pool, septic system, and stream buffer /
setbacks should be clearly identified on the project site plan
submitted for the variance request and building permits. If you
