The plan sheets for the proposed Johnson—Delong grading proposed in Belfair have been
received and reviewed by Public Works.
The volumes of excavation and fill claimed appear to be reasonable and acceptable. The grading
claimed qualifies as engineered grading ( in excess of 5,000 cubic yards), and it appears apparent
that in excess of 5,000 square feet of new impervious surface will be realized in the development
of the property(pond creates a water surface area exceeding 25,000 S.F.), so it is appropriate to
require that a Large Parcel Stormwater Site Plan (SSP)be required for the proposed property
development. It appears that the SSP has already been engineered for the full build out of the
property. The applicant, or their engineer, should be directed to furnish the narrative and
analytical elements of the SSP. The plan sheet(s) indicate that the treatment bio-swale is not
sized to accommodate the full build out of the property. The extent of development treated based
on the proposed swale size cannot be determined from the information provided, so development
beyond the proposed grading should not proceed until the complete SSP has been reviewed and
accepted by this department.
The engineer has noted on the plan sheet that grading should proceed in such a fashion that I
�vvould preclude stormwater runoff from leaving the project boundaries. This is entertained as an
acceptable approach to sediment and erosion control, but is predicated on an assumption that the
access meet WSDOT requirements, and that a stabilized construction entrance will be a condition
for WSDOT access approval and construction.
Part of Public Works' review and approval of the SSP will be the creation, recording, and
delivery of an Operation and Maintenance (O&M) Covenant to Public Works to ensure the
continuance and maintenance of the approved stormwater control features.
