R��e W Doi MITIGATED DETERMINATION OF NONSIGNIFICANCE (WAC 197-11-350) SEP2002-00062 CONDITIONS OF THIS DETERMINATION 1) A Stormwater Site Plan (SSP) may be required prior to development, clearing, grading, or construction of any portion of the proposed segregation. This requirement will be determined through SEPA review. X 2) Storm drainage facilities are required by the County for development projects. Facilities shall include, but not be restricted to vegetated swales, retention ponds and use of artificial or natural wetlands PROVIDED no adverse impacts to the receiving wetlands would occur and are subject to Mason County approval.X 3) Residential developers and individuals shall be required to control erosion during construction. Removal of vegetation should be minimized and any areas disturbed should be restored to prevent erosion and other environmental impacts.X 4) Water quality is not to be degraded to the detriment of the aquatic environment as a result of this project. The Delong parcel is an 8.8 acre parcel to be clearing, grubbed, and re-graded for future development. See question#6 for Phases. The Delong parcel adjoins the Corbit Site project, operated by the same Applicant, and permitted by Mason County Land Modification Permit# 95-0033 in 1995. The proposed development of the Delong parcel is similar to that proposed for the Corbit Site. 12. Location of the proposal. Give general description, purpose, and approximate quantities if known. STORM RUNOFF WILL BE DISCHARGED TO GROUND WATER VIA AN INFILTRATION (RETENTION)POND. THE POND HAS A CAPACITY OF 2.81 ACRE-FEET AT PEAK DESIGN STAGE. THE POND WILL INFILTRATE AT AN APPROXIMATE RATE OF 8.5 CUBIC FEET PER SECOND AT PEAK STAGE. THE DESIGN PEAK STAGE OF THE POND HAS EXCESS CAPACITY FOR THE DRAINAGE BASINS FLOWING TO THE POND. 2) Describe waste material that will be discharged into the ground water from septic tanks or other sources, if any (for example.. domestic sewerage; industrial, containing the following chemicals...: agricultural; etc.). Describe the general size of the system,the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s)are expected to serve. SANITARY: NO PUBLIC SEWER IS AVAILABLE NEAR THE PROJECT CURRENTLY. IT IS ANTICIPATED THAT PUBLIC SEWER WILL EVENTUALLY BE CONSTRUCTED IN THE BELFAIR AREA. STORM: STORM RUNOFF WILL BE TREATED FOR WATER QUALITY PRIOR TO DISCHARGE TO THE RETENTION POND. c. Water Runoff(including storm water): 1) Describe the source of runoff(including storm water) and method of collection and disposal, if any (including quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. A DRAINAGE ANALYSIS HAS BEEN ACCOMPLISHED FOR THE PROJECT. Wnek, P.E.J ALL STORM WATER RUNOFF WILL BE INFILTRATED TO GROUND WATER BY A RETENTION POND. STORM WATER WILL BE DIRECTED TO THE PONDS VIA INTERCEPTOR DITCHES AND STORM SEWER PIPING. THE RETENTION POND IS SIZED FOR THE 100 YEAR EVENT. STORM WATER CONTROL IS DESIGNED SO THAT NO RUNOFF LEAVES THE SITE. THE RETENTION POND WILL BE CONSTRUCTED IN PHASE II BUT IS SIZED FOR UP TO 75% IMPERVIOUS AREA FOR PHASE III DEVELOPMENT. 2) Could waste materials enter ground or surface waters? If so generally describe. YES, THROUGH INFILTRATION AT THE RETENTION PONDS. d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any: THERE WILL BE BIOFILTRATION SWALE UPSTREAM OF THE RETENTION POND TO CONTROL SEDIMENTATION AND OTHER POLLUTANTS PRIOR TO RUNOFF ENTERING RETENTION PONDS. ADDITIONAL SOURCE CONTROL & WATER QUALITY BEST MANAGEMENT PRACTICES WILL BE REQUIRED FOR PHASE III IMPROVEMENTS, DEPENDING ON THE TYPE OF DEVELOPMENT. 4. Plants a. TRAFFIC CALCULATIONS SHOW THAT A TWO-WAY- CENTER-TURN-LANE WILL NEED TO BE CONSTRUCTED ALONG STATE HIGHWAY 3 FOR THE PROPOSED "COMMERCIAL" APPROACH TO THE PROJECT SITE, FOR THE PHASE III DEVELOPMENT. IT IS PROPOSED TO CONSTRUCT HIGHWAY CHANNELIZATION IN PHASE II OF THE WORK. e. Will the project use (or occur in the immediate vicinity of) water, rail, or air transportation? If so generally describe. THE PUGET SOUND & PACIFIC RAILROAD TRACKS ARE LOCATED 500' WEST OF THE PARCEL. BREMERTON AIRPORT IS 5 MILES NORTH OF THE PROJECT SITE. 16 CLEARING & GRADING PHASES WILL NOT USE WATER, AIR, OR RAIL TRANSPORTATION. FINAL DEVELOPMENT MAY USE RAIL AND AIR TRANSPORTATION. f. How many vehicular trips per day would be generated by the completed project? If known, indicate when peak volumes would occur. A TRAFFIC IMPACT ANALYSIS HAS BEEN SUBMITTED AND APPROVED BY THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION (WSDOT). Wnek, P.E.] THE TRAFFIC IMPACT ANALYSIS COVERS THE CORBIT SITE AND THE ADJOINING DELONG PARCEL, AND INCLUDES TWO PERMANENT STATE HIGHWAY APPROACHES. PRELIMINARY TRAFFIC CALCULATIONS FOR PHASE III DEVELOPMENT WERE BASED ON LIGHT INDUSTRIAL DEVELOPMENT. THE CRITICAL TRAFFIC CONFLICTS OCCUR DURING THE P.M. PEAK HOUR. BETWEEN 163 TO 251 VEHICLES PER HOUR WILL EXIT AT EACH APPROACH DURING THE P.M. PEAK HOUR. IT IS CALCULATED THAT THE APPROACHES WILL OPERATE AT LEVEL-OF-SERVICE "D" DURING THE P.M. PEAK HOUR. g. Proposed measure to reduce or control transportation impacts, if any: PROVIDE A TWO-WAY-CENTER-TURN-LANE IN THE STATE HIGHWAY BETWEEN THE NEW "COMMERCIAL" APPROACHES, ALONG WITH OTHER MISCELLANEOUS IMPROVEMENTS OUTLINED BY WSDOT. 15. Public Services a. Would the project result in an increased need for public services (for example: fire protection, police protection, health care, schools, other)? If so generally describe. YES.
