All field work has been completed by Lee Boad. The following is a summary of methodology and findings. 2.0 Methods For the purpose of this work,determination of absence or presence of jurisdictional streams has been applied according to the definition provided in Chapter 17.01.240 of the Mason County Resource Ordinance. Streams: Those areas where surface waters flow sufficiently to produce a defined channel or bed. A defined channel or bed is an area which demonstrates clear evidence of the passage of water and includes,but is not limited to,bedrock channels,gravel beds,sand and silt beds and defined channel swales.The channel or bed need not contain water year round.This definition is not meant to include irrigation ditches,canals,storm or surface water runoff devices or other entirely artificial watercourses, unless they are used by salmon or used to convey streams naturally occurring prior to construction.For regulatory purposes under this Chapter once streams are identified, the streams are typed following DNR Water Types 1-5(WAC 222-16-030). 2.1 Background Review The Department of Natural Resources Water Resources Stream Type Activity Map doe not identify any streams within or in proximity to the subject property(Appendix A). The nearest stream identified is the Union River, which is a type 1 stream identified as Water Resource Inventory Area 15-0503. 2.2 Field Review A field review of the property was completed on May 2, 2006. Two streams were identified within the far western portion of the study site. For the purpose of this report they will be identified as Stream A and Stream B. The segments of both streams were assessed for channel width, gradient, and fish and wildlife habitat potential. Stream A is located just west of the property. The stream flows southwesterly towards the Union River. Stream B is a smaller system flowing northwesterly across the southwestern comer of the property. Strearn B is a tributary to Stream A. Within the study site, no features were identified in either system that would represent a barrier to fish migration. Sorted gravels and pool/riffle complexes are prominent throughout the system which represent both spawning and rearing habitat for fall chum salmon, coho salmon, and cutthroat trout. Stream gradient ranges from 1-3 percent within the study site. Large Woody Debris is present in moderate abundances providing important cover and channel complexity. Cutthroat trout were observed in the stream on the day of the field review. The nparian area surrounding the stream is relatively intact and likely supports moderate wildlife use. faiiSSS 44 q y�'l 4 . ."r -r Figure 1. Key factors influencing this typing include the presence of fish habitat, observed use of the system by fish, the channel width is greater than two feet but less than twenty feet,and the associated riparian area has the potential to support moderate wildlife use. 3.2 Stream B The portion of Stream B flowing through the study site maintains a channel width of approximately 3 feet and a gradient that ranges from 0 to 3 percent. Stream S exhibits much less surface water flow in comparison to Stream A. The channel is characterized by a mostly mud bottom with some scattered gravels. Portions of the channel appear to have been modified by artificial ditching while other areas appear to maintain more natural stream characteristics. Fish habitat potential for this system is limited to rearing. On the day of the field review one cutthroat trout was observed in a pool area just west of the property line. Figure 2. These wetlands are supported hydrologically by high water tables and seasonal flooding. They are of jurisdictional size(> 2,500 sq ft) and would likely rate as category H wetlands which require a vegetative buffer of 85 feet with an additional 15-foot building setback. It is evident that these setbacks would occur entirely within portions of the property already regulated by setbacks associated with the streams and/or the previously identified wetland to the east(Shanewise,2002). This being the case,formal delineation was not completed. 4.0 Conclusion Both streams support characteristics that meet criteria for type 3 streams in Mason County. A 150-foot vegetative buffer with an additional 15-foot building setback is required for type 3 streams according to Chapter 17.01.110 of the Mason County Resource Ordinance.
