Slab insulation R-10 or better installed in around the entire perimeter from the top of the slab edge to the bottom of the footing. Fenestration, including windows and full-light doors: U-.30 or less, store door(s) shall have a U-Factor of 0.60 or less. Solar heat gain coefficient (SHGC) 0.40 or better. LIGHTING SYSTEMS: INTERIOR LIGHTING shall not exceed 9577 watts. All daylight zones shall be provided separate control in accordance with IECC/WSEC. Automatic daylight sensing controls shall be capable of reducing light output, that control luminaires only within the day lighted area and shall be clearly identified. Switches shall be equipped with separate automatic controls to shut off the lighting in all spaces during unoccupied hours. Occupancy sensors shall be capable of automatically turning off all lights in an area in accordance with IECC/WSEC C405.2. EXTERIOR LIGHTING shall not exceed 5448 watts including grounds, walkways, parking areas, and at entrances to the building. MECHANICAL SYSTEM. HVAC equipment shall meet or exceed the minimum efficiency requirements specified in the approved plans sheets and in accordance with IECC/WSEC section C403 and applicable tables. X alk 2) Owner/Agent is responsible to post the assigned address and/or purchase and post private road signs in accordance with Mason County Title �4.28. 3) The completed building shall be tested in accordance with the 2012 IECC/WSEC, Section C402.4.1.2.3, with an air leakage rate of the building envelope that does not exceed 0.40 cfm/sq. ft at a pressure differential on 0.3 inches w.g. in accordance with ASTM E 779. A report that includes the tested surface area, air by volume, stories above grade, and leakage rates shall be submitted to the Mason County building dept. prior to the final occupancy inspection. X 42le 4) ALL CONSTRUCTION MUST MEET OR EXCEED ALL LOCAL CODES AND THE INTERNATIONAL CODE REQUIREMENTS AND OCCUPANCY IS LIMITED TO THE PERMITTED AND APPROVED CLASSIFICATION. ANY CHANGE OF UE OR OCCUPANCY WOULD RESULT IN PERMIT REVOCATION. Type I hood shall be installed where cooking appliances produce grease or smoke, including roasting, pan frying, and deep frying and be provided with an approved fire suppression system installed in accordance with the International Building Code and International Fire Code. Inspection and maintenance records shall be available for inspectors during all inspections. A separate fire protection permit is required for commercial kitchen hoods and required fire suppression system prior to installation of the commercial hood. Plans and documents submitted with the fire protection permit shall demonstrate compliance to UL 300 standards. X 7) All construction and demolition debris must be removed from the shore area after project completion. Proper disposal of construction debris must be on land in such a manner that debris cannot enter or cause water quality degradation of State waters. X ,94 8) The electrical system shall be installed under a separate electrical permit issued by the Washington State Department of Labor& Industries (L&I). Electrical"final' inspections must be approved by L&I prior to requesting a building final. X A< 9) Any changes in construction shall be reviewed by engineer of record and submitted in writing to the Mason County Building Department prior to construction. All engineering documents are a part of the approved set of plans and must remain attached thereto. If engineering documents are removed, approval will not be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will be charged and X collected�the Mason County Building Department prior to any further inspections being performed or approvals granted. 10) Prior to final approval, all upland areas disturbed or newly created by construction activities shall be seeded, vegetated with landscape plantings, or given an eq Clent type of erosion protection (silt fencing or straw matting). 11) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED BUILDING CODE. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason County?uilding Inspector shall be made prior to requesting additional inspections. 12) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being X non-compliant w,i�Mason County ordinances and building regulations. COM2014-00143 Page 4 of 11 13) SUBJECT TO INSPECTION BY FIRE MARSHAL The structure is subject to inspection by the Mason County Fire Marshal. All corrections deemed necessary by the Fire Marshal, to assure the minimum fire and life safety requirements as adopted by Mason County and Washington State may be required. x //?11 SEPARATE FIRE SPRINKLER PERMIT REQUIRED: A full, NFPA 13 compliant automatic fire sprinkler system shall be installed throughout the building under a separate fire protection permit issued by the Mason County DCD. Complete permit applications shall be submitted with ample time for review and approval, prior to the installation of any component of the required fire protection systems. Fire sprinkler final inspection(s)and approval shall be obtained prior to requesting a temporary or partial occupancy and final inspection of this permit.. X FIRE ALARM PERMIT REQUIRED:. A full, NFPA 72 compliant fire alarm system shall be installed throughout the building under a separate fire protection permit issued by the Mason County DCD. Complete permit applications shall be submitted with ample time for review and approval, prior to the installation of any component of the required fire protection systems. Fire alarm permit final inspection(s) and approval shall be obtained prior to requesting a temporary or partial occupancy and final inspection of this permit. n X PORTABLE FIRE EXTINGUISHERS: Fire extinguishers are required for this occupancy. Minimum rating of 2-A:10-B:C required. Fire extinguisher shall be located along a path of egress and spaced such that not more than 75 feet of travel distance exists between any point inside the building and an extinguisher. Extinguishers shall be located not higher than 5 feet above the finished floor. Indoor fire extinguisher cabinets shall not be equipped with locks. Extinguishers shall have a service tag verifying they have been serviced by a professional extinguisher company. If extinguisher is recently purchased, the tag inside the box may be affixed to the extinguisher with "NEW'and the date of purchase. Type K portable fire extinguishers shall be located in the commercial kitchen area, within 30 feet of the cooking appliances and in accordance with the 2012 International Fire Code, Section 906. x 6�>/� KEY BOX REQUIRED: A key box/knox box is required to be installed in accordance with the 2012 International Fire Code Section 506. Please contact the local fire district for more information and to discuss inspections for installation of the lock box system. X COM2014-00143 Page 5 of 11 COMMERCIAL KITCHEN HOOD A separate fire protection permit is required for commercial kitchen hoods and required fire suppression system prior to installation of the commercial hood. Plans and documents submitted with the fire protection permit shall demonstrate compliance to UL 300 standards. X 6nt 14) The approval of this project is subject to the recommendations and specifications outlined in the submitted geo-technical engineering report completed as specified. The geotechincal engineering report shall remain attached to the approved building plans. All excavations and fills shall be made in accordance with the geo-technical engineer's requirements. All inspection results or density tests shall be provided to the Mason County Building Department prior to requesting any soils related inspections (such as footing or foundation inspections). Assumptions were made in the design of the project in regard to the bearing capacity of the native soils. It is the contractor's/owner's responsibility to ensure upon excavation that the soil bearing capacity will satisfy assumptions and provide the necessary bearing capacity. Soils must generally be compacted to 95% Modified Proctor Density in accordance with ASTM D1557. All construction on fill soils shall be reviewed by a geotechnical engineer. If footings bear on fill material, a copy of the geotechnical engineer's report and recommendations shall be provided to the Building Department prior to scheduling any footing or foundation inspection. X 421� 15) A concrete encased grounding electrode must be installed and used at each new building or structure that is built upon a permanent concrete foundation. In Mason County the electrical code is regulated by Washington State Department of Labor& Industries (L&I). For more information contact L&I for additional information. X 6V/(:L- 16) Provisions for surface/subsurface drainage control must be implemented with new construction or development on site and MUST NOT adversely impact adjacent parcels. Under the requirements of Mason County Stormwater Ordinance, either private ditches and drains will meet requirements of the stormwater ordinance or prior approval will be granted to use an existing utility and drainage easement dedicated for that specific purpose. For further information regarding this ordinance and the REQUIREMENT to obtain an ACCESS PERMIT for the installation/construction of a driveway or access connecting from a Mason County Road, Contact the Mason County Public Works Department prior to construction at Ext 450. For any construction which is proposed to be located within 25' of a Mason County road right of way, it is suggested to contact that office to review future planned work which may affect your project. X �� L' 17) Parking shall be sufficient for at least 95 standard parking stalls (9 feet by 20 feet) and 4 handicap parking stalls (12.5 feet by 20 feet)with sufficient maneuvering aisles. Handicap stalls shall be of a smooth surface at level or ramped to entry, located closest to the building entry, and shall be signed with the International Symbol of Access. Screening from adjacent residential properties is required. X COM2014-00143 Page 6 of 11 w �18) This project may be authorized for temporary occupancy and partial use of the structure provided the the entire building is provided with required fire protection throughout the entire building, including fire sprinkler system installed in accordance with NFPA 13 and the automatic fire alarm system installed in accordance with NFPA72. In addition, other provisions shall apply including energy code compliance for occupied spaces. Heated sections/occupied spaces of the building shall be thermally isolated from unheated spaces, and access to occupied spaces, shall be accesible to persons with disabilities. In order to qualify, permits shall remain active, with an inspection scheduled not more than 180 days apart. Failure to comply will result in an expired permit which will need to be reinstated in accordance with Mason County Code 14.08.040. x �l 19) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control X the permit have prevented action from being taken. No more than one extension may be granted. V 20) All approved plans are required to be on-site for inspection purposes. If inspection is called for and plans are not on site, Approval WILL NOT be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will be charged and collected by the Mason County Building Department prior to any further inspections being performed or approvals granted. X OT 21) Every room or space that is approved as an assembly occupancy, such as a restaurant, bar, or meeting room, shall have the occupant load of the room or space posted in a conspicuous place, near the main exit or exit access doorway from the room or space. Posted signs shall be of an approved legible permanent design and shall be maintained by the owner or agent. X 25) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division. X � 26) All approved plans are required to be on-site for inspection purposes, and work to be inspected shall be complete and ready for inspection. If an inspection is called for and plans are not available on site, or the work is not ready for inspection, approval will not be granted. In addition, a re-inspection fee may be charged by the County prior to any further inspections being performed or approvals granted. X COM2014-00143 Page 7 of 11 27) REQUIREMENTS FOR ROOF COVERINGS. Roof coverings shall be applied in accordance with the applicable provisions of the current code and the manufacturer's installation instructions. A drip edge shall be provided at eaves and gables of shingle roofs. (IRC 2012 R905.2.8.5) X 28) WIND LOADS - Roof coverings shall be designed and tested to withstand the maximum basic wind speed. The basic wind speed for Mason County is 85 MPH. X 4/ �L- V 29) Due to the complexity of the shear wall nailing patterns and hold-down requirements contained within the engineered lateral design, a separate shear wall inspection is required for this project. The required inspection may be performed by a Mason County building inspector. Request the inspection prior to the installation of exterior wall coverings, before the framing inspection, such that all shear-wall nailing patterns may be observed, and the installation of all required hold-down devices and required straps, etc. are in place in accordance with the engineer's lateral design. X 6pl` 30) Approved per dimensions and setbacks on submitted site plan. Setbacks are measured from the furthest projection of the structure. X a= 31) The approved site plan is required to be on-site for inspection purposes. If inspection is called for and the site plan is not on site, Approval WILL NOT be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will be charged and collected by the Mason County Building Departmentprior to any further inspections being performed or approvals granted. 32) Recyclable materials&Solid Waste Storage: Space shall be provided for the storage of recycled materials and solid waste. The storage area shall be designed to meet the needs of the occupancy, efficiency of pick-up, and shall be available to occupants and haulers.X 112 — 33) Compliance with an approved Storm Water Plan shall be subject to an on site inspection, or inspections, by the engineer of record or an authorized representative. Said inspection(s) shall be performed in accordance with the approved plan, and prior to any modification that would make a determination of compliance impossible. Inspection reports shall be submitted to verify all engineering requirements have been completed in accordance with the approved storm water plan. Reports shall be submitted to the Mason County Department of Community Development prior to each corresponding inspection and final permit approval. Copies of all special inspection reports shall be made available at time of inspection. X ,n L COM2014-00143 Page 8 of 11 i 34) In addition to the inspections required in IBC, Section 109, the owner, the engineer or architect of record acting as the owner's agent shall employ one or more special inspectors who shall provide inspections during construction on the types of work listed under Chapter 17 and as specified by the design professional. The special inspectors duties & responsibilities shall be as specified in Chapter 17. Special inspections shall be performed for the following work noted on sheet S1.0 of the approved construction plans: A) Geotechnical investigation/soils-Verify soils capacity, test compacted fill material, &foundation preparation. B) Concrete-Test 28-day compressive strength, confirm proper anchors and installation of anchors. C)Steel- Confirm proper fabrication and materials, confirm welding completed in accordance with specifications and verify welder qualification cards. D)Wood shear walls - Shear wall nailing inspection. See separate condition. Shear wall nailing inspection(s) may be performed by a Mason County building inspector. Special inspection reports shall be submitted to the Mason County Building Department, 426 W Cedar St, Shelton WA 98584 and available for inspection. Inspection reports shall be completed and submitted to the dept. in a timely manner and shall be submitted prior to the framing and final occupancy inspections. x ZL 35) Storage racks greater than 59" and up to 8'0" in height shall be installed in accordance to manufacturer specifications for seismic attachment. When seismic attachment is not provided by the manufacturer an engineered design and attachment details shall be required. Installation specifications or engineer's design shall be available during inspections performed by the Mason County Building Department. Storage racks greater than 8-ft in height shall require an engineer's design addressing seismic conditions and attachment. In addition, storage racks 8-ft tall or more shall require special inspection performed by the design professional or an approved representative. The special inspection report and engineered design shall be provided to the Mason County Building Department for approval prior to the final occupancy inspection. x 0l_ 36) A structural observation report, as defined in Section 1704.5.1 of the 2012 International Building Code (IBC), shall be provided to the Mason County Building Department. Reports shall be prepared by the design professional responsible for the structural design or another engineer or architect designated by the engineer or architect or record. Structural observation shall be performed to verify SEISMIC-RESISTANCE FORCE SYTEMS are installed in accordance with the design specifications. Reports shall be submitted to the Mason County Building Department following each structural observation and prior to the framing inspection. In addition a final observation report shall be submitted prior to the final inspection of the structure. Written statements shall indicate the permit number, type of inspection, and identify any reported deficiencies. x 37) All surface water and potential runoff from the proposed development will be controlled on site and shall not adversely affect any adjacent properties, ccauVediment deposits, nor increase the velocity flow entering or abutting to any state or county culvert or ditch system or road way. COM2014-00143 Page 9 of 11 i 38) Prior to obtaining final occupancy approval the registered design professional shall provide evidence of systems commissioning and completion in accordance with the 2012 International Energy Conservation/Washington State Energy Code (IECC/WSEC) Section C408. Copies of all documentation shall be given to Mason County Department of Community Development prior requesting the final occupancy inspection and shall include commissioning of the building mechanical system (C403), service water heating systems (C404), electrical power and lighting syste s (C405), and energy metering (C409). X 39) Temporary erosion control measures must be implemented to prevent water quality degradation of adjacent waters or wetlands. Silt fencing, straw, or surface matting must be installed and maintained until upland vegetation has become established. X _ 40) Cross connection control devices shall be models approved by the Washington State Department of Health under WAC 246-290-490. Devices shall be tested by a Washington State Department of Health Certified Backflow Assembly Tester in accordance with UPC Sections 603.1 and 603.3.3 as well as WAC 246-290-490. X A 41) Fuel or gas piping shall be inspected after the installation of fuel/gas piping is complete, and before the attachment of fixtures, appliances, or shut-off valves. At the time of inspection the test pressure shall be no less than 10 psi held for no less than 15 minutes. Appliances to be attached to the fuel/gas piping system shall not be used until the final inspection has been performed and approved by Mason County Building or Fire Inspector. X 42) All air-moving systems, where the aggregate volume of air being moved to enclosed spaces within a building, exceeds 2000 cubic feet per minute, shall be equipped with smoke detectors located within the main supply air duct(s)which will cause the automatic shut-off of equipment in accordance with 2012 International Mechanical Code Section 606. Such smoke detectors shall be labeled by an approved agency for air-duct installations, compatible with the operating velocities, pressures, temperatures and humidities of the system. Where the building is equipped with a fire detection or alarm system, the smoke detectors shall be supervised by such systems. The footings for the Belfair HUB building were already excavated. The footing excavation was approximately 4 feet wide and 2 feet deep throughout the site and appears to be in general conformance with the project plans. The soils were periodically probed with a steel rod approximately 5/8" in diameter. The soils were found to be relatively dense to very dense with little to no penetration for the majority of the footing excavation. The soils in the southwest corner of the building footing were found to be not as dense with approximately 12" of penetration when probed. This area is approximately 10 feet in length from the southwest corner of the building to the north. This is the area of utility services under the foundation. Based on our experience with similar soils, the area in the southwest corner will not cause a construction issue since it is a relatively small, isolated area. If there is concern about searching the files or confirming there are no other issues, it seems that process can be addressed before the final Certificate of Occupancy is released. There does not appear to be a good reason to delay public occupancy, since all systems are properly operating, and the safety of the building is not compromised. The owner is very concerned about potential ramifications and costs to Faith in Action if for some reason the ability for the public to use the building is delayed. As you know,there are insurance cost issues;the cost of the move itself; and the cost of not being able to do business, particularly for the Thrift Store,once the move is made. Special Inspection Contractor Responsibilities. Third-Party Special Inspection is required in accordance with IBC Sections 1704 & 1705 for the items identified in the Statement of Special Inspections (as required by IBC Section 1704.3). In accordance with IBC Section 1704.4, each contractor responsible for the construction of the work listed in the statement of special inspections shall submit a written statement of responsibility to the building official and the owner prior to the commencement of work on the system or component. The contractor's statement of responsibility shall contain acknowledgment of awareness of the special requirements contained in the statement of special inspections. 7. Engineering or Architecture: Any changes in proposed construction shall be reviewed by the engineer or architect of record and submitted in writing to the Mason County Building Department prior to construction. All engineering and/or architectural documents are a part of the approved set of plans and shall remain attached thereto. If documents are removed, or changes are made without approval from the architect or engineer and the Building Official, approval will not be granted, and a re-inspection fee may be charged and shall be collected by Mason County prior to any further inspections being performed or approvals granted. 8. Geo-Technical Engineering: All requirements and recommendations of the submitted geo-technical engineering report shall be fully complied with. All excavations and fills shall be made in accordance with the geo-technical engineer's requirements. Soil Bearing Capacity: Assumptions were made in the design of the project in regard to the bearing capacity of the native soils. It is the contractor's/owner's responsibility to ensure upon excavation that the soil bearing capacity will satisfy assumptions and provide the necessary bearing capacity. Soils must generally be compacted to 95% Modified Proctor Density in accordance with ASTM D1557. All construction on fill soils shall be reviewed by a geotechnical engineer. If footings bear on fill material, a copy of the geotechnical engineer's report and recommendations shall be provided to the Building Department prior to. scheduling any footing or foundation inspection. 10.Address Posting: Numerals for residential and commercial building addresses shall be in accordance with Mason County Code (MCC) Chapter 14.28 and shall be conspicuously displayed on a contrasting background and shall be a minimum of 24 inches in height with a minimum stroke of 3 inches. Property addresses shall be posted prior to requesting any inspections. If property addresses are not posted upon inspection, inspection may not be approved and a re-inspection fee may be charged by the County prior to any further inspections being performed. 11.Plan Review Requirements: Any identified corrections, along with the Energy Code Compliance Worksheet (when applicable) are part of the approved plans and must remain attached thereto. It is the responsibility of the applicant to make any corrections indicated on the plans. Once the plans are marked "APPROVED", they shall not be changed or altered without authorization from the Building Official. All proposed changes to "APPROVED" building plans that affect compliance with the Codes as amended and adopted, or any other Mason County ordinance or regulation, must be reviewed and approved by the Building and Planning Departments prior to construction. Failure to comply and/or removal of attached documents will result in failure of required building inspections. 12.All Construction: All construction shall meet or exceed all local ordinances and the requirements of the 2012 International Codes as adopted by Mason County and Washington State. In addition, a re-inspection fee may be charged by the County prior to any further inspections being performed or approvals granted. 15.Property Lines: All property lines shall be clearly identified at the time of foundation inspection. 16.Permit Validity: IBC 105.4: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code, or any other code or ordinance of Mason County. The issuance of a permit based on construction documents and other data shall not prevent the building official from requiring correction of errors in the construction documents and other data. The building official is also authorized to prevent occupancy or use of a structure where in violation of this code or of any other ordinances of this jurisdiction. 17.Permit Expiration: All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit holder have prevented action from being taken. 18.Final Inspection Required: All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or failure to obtain final approval prior to expiration will be documented in the legal property records on file with Mason County as being non-compliant with the county's ordinances and building regulations and may be referred to the County Attorney for action. 19.Certificate of Occupancy: No building or structure shall be used or occupied, and no change in the existing occupancy classification of the building or structure or portion thereof shall be made until the building official has issued a certificate of occupancy as provided herein. Issuance of a certificate of occupancy shall not be construed as an approval of a violation of the provisions of the codes or ordinances of the jurisdiction. Certificates presuming to give authority to violate or cancel the provisions of this code or other ordinances of the jurisdiction shall not be valid. 20.Shear Wall Inspection: Due to the complexity of the shear wall nailing patterns and hold-down requirements contained within the engineered lateral design, a separate shear wall inspection is required for this project. This inspection should be requested and performed prior to the installation of exterior wall coverings, prior to the framing inspection, such that all shear-wall nailing patterns may be observed, and the installation of all required hold-down devices and required straps, etc. are in place in accordance with the engineer's lateral design. 21.Backflow Prevention: Cross connection control devices shall be models approved by the Washington State Department of Health under WAC 246-290- 490. Devices shall be tested by a Washington State Department of Health Certified Backflow Assembly Tester in accordance with UPC Sections 603.1 and 603.3.3 as well as WAC 246-290-490. 22.Gas Piping: Fuel or gas piping shall be inspected after the installation of fuel/gas piping is complete, and before the attachment of fixtures, appliances, or shut-off valves. At the time of inspection the test pressure shall be no less than 10 psi held for no less than 15 minutes. Appliances to be attached to the fuel/gas piping system shall not be used until the final inspection has been performed and approved by Mason County Building or Fire Inspector. 23.Commercial HVAC Equipment: All air-moving systems, where the aggregate volume of air being moved to enclosed spaces within a building, exceeds 2000 cubic feet per minute, shall be equipped with smoke detectors located within the CodWos,uC Page 4 of 5 P.O.Box 185 Allyn,WA 98524 CodeProsWA.com . r main supply air duct(s) which will cause the automatic shut-off of equipment in accordance with 2012 International Mechanical Code Section 606. Such smoke detectors shall be labeled by an approved agency for air-duct installations, compatible with the operating velocities, pressures, temperatures and humidities of the system. Where the building is equipped with a fire detection or alarm system, the smoke detectors shall be supervised by such systems. 24.Fire Extinguishers: Fire extinguishers are required for this occupancy. Minimum rating of 2-A.10-B:C required. Fire extinguisher shall be located along a path of egress and spaced such that not more than 75 feet of travel distance exists between any point inside the building and an extinguisher. Extinguishers shall be located not higher than 5 feet above the finished floor. Indoor fire extinguisher cabinets shall not be equipped with locks. Extinguishers shall have a service tag verifying they have been serviced by a professional extinguisher company. If extinguisher is recently purchased, the tag inside the box may be affixed to the extinguisher with "NEW' and the date of purchase. 25.Signs: A separate permit is required for all signs placed on the property, or on the building. 26.Sales Taxes: This work is being done in Mason County. All sales tax for materials delivered to, or work performed in Mason County shall be sourced to Mason County. Prior to final approval, a completed supplier/sub-contractor list may be requested by the Mason County DCD to identify suppliers that delivered materials to the project site, and sub-contractors who performed work on the site. 27.Survey Markers, Monuments & Corners: In accordance with RCW 58 and WAC 332-120, survey monuments and property corners (survey points) shall not be disturbed or removed for this property. Patti Kleist: On December 12, 2015 I talked with the owners of Lindsey'z Landscape about the progress of landscape planting along the property lines and in the interior areas of the parking lot for this community building under construction (COM2014-00143). Lindsey'z Landscaping is concerned that trees planted in winter as part of the needed plantings may be difficult to maintain (and water) through the seasons. I suggest that shrubs such as barberry (deciduous)and oregon grape (evergreen) could be used initially instead of trees, to see if they can be successful in the property landscaping. Trees could be installed next to the shrubs once the shrubby plantings are growing well. We discussed using an irrigation system of drippers that are supplied by a cistern collection tank and portable pump connection to the drippers, instead of supply from the property water line. This proposal could work to keep the dry tolerant plants growing and flourishing for a year plus, as the plants establish once the plantings are completed by May 1, 2016. Maintenance irrigation and plant replacement for lost plants should continue to May 1, 2017. Mason County wants to see success in these plantings (as conditioned by the building permit COM2014-00143 through the volunteer efforts of Lindsey'z Landscape services. The following progress has been prepared for that purpose. COM2014-00143 PROGRESS OF CONDITIONS Proposed senior center, thrift store, and associated parking areas. Located on PN: 12329-13-90042, along the west side of Old Belfair Highway ZONE: Belfair Urban Growth Area Mixed Use [MU]; proposed uses are allowed uses in this zone. Setbacks: 20 foot setback from road easement in which landscaping standards and/or pedestrian space standards must be included in development and site plan; and Sec. 17.31.020(G) for side and rear yard setbacks and landscaping. The site plan that accompanied the approval of these land uses included new sidewalk (likely the responsibility of MC Public Works), monument sign, and Landscape Type B of 20-ft. depth along the road or front yard setback area. The sign and the landscaping in this area shall be established before the final or occupancy inspection. The site plan also included the side yard setback of structures from property lines; and Landscape Type A to be planted in the first 5 feet from the side property lines. The landscaping in these areas shall be established before the final or occupancy inspection. The early project review resulted in the approved plan to mitigate for anticipated impacts to stream and wetland areas farther west from the site of the senior center, thrift store, and associated parking areas. The approved plan is to be implemented under the site plan and conditions of MEP2014-00009 issued in June 2014. The vegetative plantings of native plants, removal of much of the invasive plants in the area, and the monitoring of the plan area for success and problems encountered, are included in that plan. The landscaping and monitoring in these areas shall be started by June 2016 (two years from MEP issuance) and completed by June 2019 (five years from MEP issuance).
