The property is found in the NE 1/4 of Section 29, Township 23 North, Range 1 West (See Figure 1. Site Vicinity Map). A wetland report was prepared in 2002 by Steve Shanewise of the The Coot Company identifying both wetlands on the property. A letter was prepared in July, 2007 by The Wetland Corps updating the buffers required for both wetlands and two streams identified within the property in accordance with the latest version of the Mason County Resource Ordinance. This HMP addresses potential impacts resulting from the proposed project that will fall partially within the buffer of a type F stream, encompassed by the buffer of a Category I Wetland. The work addressed in this report includes a portion of the proposed parking area to fall within approximately 9000 square feet of the wetland buffer and within approximately 1200 square feet of the stream buffer. The parking lot is proposed approximately 100 feet from the wetland at the nearest point, and approximately 110 feet from the stream at the nearest point. The overall site plan has been designed to avoid the regulated wetland buffer to the extent feasible, while meeting all other regulatory and logistical needs of the project. This report has been prepared to fulfill the requirements of two separate chapters of the Mason County Resource Ordinance. Section J of Chapter 1701.040 describes HMP requirements associated with Fish and Wildlife Conservation Areas, while Section F of Chapter 17.01.070 describes requirements associated with mitigation for wetland impacts. The objectives of this HMP are as follows: ■ To evaluate the potential adverse effects to critical area functions as well as fish and wildlife habitat resulting from the construction of a portion of the parking lot occupying a 9000 square feet within a Category I Wetland buffer, and 1200 square feet within a type F stream buffer. The western The area discussed in this p pertY P quarter of the property contains a Category 11 Depressional Wetland, a Category I Riverine Wetland, and two type F streams located at the base of a moderate gradient slope. The type F stream within the northern portion of the parcel is a tributary to the type F stream within the southern portion of the parcel. The Type F stream and associated Category I Wetland continue west off of the property for several acres. The eastern three quarters of the parcel contains an open field occupied by pasture grasses and Himalayan blackberry. The parcel contains a single-family residence and garage. The property is surrounded by residential use to the north and south, to the west by large, forested undeveloped parcels and to the east by Belfair Malley Road. Topography throughout most of the property is generally flat, with the exception of the slope down towards the streams and wetlands on the western portion of the ownership. The type F streams meander near the western property boundary. One stream enters the property approximately 150 feet east of northwest property comer, and continues southwest outside of the parcel. In general the stream flows southwesterly and eventually drains into the fishbearing stream located near the southwest property comer. The Category I Riverine Wetland that surrounds the stream consists of a well-forested community dominated by western red cedar and red alder with an understory dominated by salmonbenry, ladyfem, skunk cabbage and piggyback plant. The Category II Depressional Wetland is located approximately 105-feet east of the Category I Riverine Wetland, and is dominated by herbaceous vegetation including reed canarygrass and Baltic rush. 3.0 BACKGROUND AND LITERATURE REVIEW Preliminary research of this site included review of the U.S. Fish and Wildlife Service National Wetland Inventory the Department of Natural Resources Stream Map, and �I)� P The Washington Department of Fish and Wildlife Priority Habitats and Species Database. within or in close proximity to the parcel. A species site for a "State Threatened Species" is mapped '/z mile to the west near the mouth of the Union River. Because of the overall distance from these species sites to the project area TWC has not requested detailed species information from WDFW to include in this FIW. No aspects of this project will displace habitat features important to nearby wildlife species. The Department of Natural Resources Water Resource Map does not show the fishbearing streams inventoried on the property. The closest mapped stream near the property is identified as the Union River, mapped several hundred feet west of the property. See Figure 3 for the DNR Water Resource map. 4.0 APPLICABLE SETBACKS The proposed project is within the jurisdiction of Mason County. Ordinance 17.01.040 identifies Fish and Wildlife Habitat Conservation Areas (FWHCA's) adopted by Mason County. Ordinance 17.01.070 identifies Wetlands adopted by Mason County. The setbacks applicable to this project are as follows: Habitat Type Buffer Building Setback from Buffer Type F Stream 150' 15' Type F Stream 150' 15' Category I Riverine Wetland 200' 15' Category H Depressional Wetland 110, 15' 5.0 DESCRIPTION OF HABITAT AND SPECIES 5.1 Puget Sound Chinook (Oncorhynchus tshawytsha) -Threatened Listed as threatened since March 24,1999 adult Puget Sound Chinook spawn in several rivers and streams flowing into Puget Sound. The lower Union River is known to support small runs of Puget Sound Chinook. These fish are assumed to be of hatchery origin but have maintained some level of natural production over the last decade. The streams associated with the project are do not contain habitat characteristics typical of chinook systems due to limited size and flow. The mainstem of the Union River was listed as a final designation in the NOAA Fisheries Northwest Region Critical Habitat Designations for West Coast Salmon and Steelhead in Washington- August 2005. Although the on-site stream does not support suitable habitat for Chinook, water quality, sediment, and nutrient supply from this stream may affect the mainstem of the Union River. The project proposal includes mitigation and tactical design intended to protect and maintain water quality of the stream. Given the absence of spawning habitat and mitigation proposed, this project is not expected to impact Puget Sound Chinook. Recovery efforts are in place to restore naturally h populations to the Tahu a stem while the Union stock remains wain summer chum Y system spawning pop healthy. Summer chum are present from August to mid October in the lower Union River. The type F stream within the parcel is within the lower Union River watershed which is part of the Summer Chum ESU. Measures are provided in this plan to protect water quality and aquatic habitat downstream. Given that no modification to the stream or existing forested riparian area are proposed, no impacts to summer chum or their habitats are predicted to occur. 5.3 Puget Sound Steelhead(Oncorhynchus mykiss)- Threatened Listed as Threatened since May 2007, Puget Sound Steelhead spawn in several streams throughout Puget Sound. Spawning usually occurs in moderate to steep gradient sections of streams, usually in heads of riffles or the tails of pools where hydraulic conditions are conducive to intragravel flow. Side channels and the anterior portions of islands are also used. Spawn timing for summer steelhead runs typically ranges from mid May through October while winter run steelhead are present from December through May. Adequate cover from predation, water temperature, and spawning gravel are important factors for instream habitat,while little is currently known about specific marine habitat requirements. The Type F stream may support suitable steelhead habitat in the lower reaches although documentation of their presence is not available. The overall project described in this report is not expected to impact water quality or aquatic habitat important to all native fish species including steelhead. No impacts to the forested riparian area are proposed. 5.4 Bull Trout(Salvelinus malrna)-Threatened Bull trout typically inhabit very cold, clear headwater streams at high elevations that are supported by snowmelt. For spawning and early rearing,bull trout require loose, clear gravel, relatively free of fine sediments. Although the substrate and water conditions may be suitable for Bull Trout spawning, none have been documented in the Union River watershed. Given the nature of the project and lack of documented occurrence, the proposed project is not likely to have any adverse impacts on bull trout. 5.5 Bald Ea.-le (Haliaeetus leucocephalus)-Endangered Habitat areas associated with Bald Eagle include uneven aged coniferous stands with some old-growth components. Nests are typically constructed in larger trees with dead or broken tops providing an unobstructed view of nearby water. Snags and trees with exposed lateral limbs, or dead tops are used as perches and defense stations. Bald eagles are known to forage on salmon returning to the Union River and its fishbearing tributaries. No portion of this project is expected to negatively influence foraging activity that may take place within the project area. There are no documented Bald Eagle nesting sites mapped within 1/4 mile of the project area. The proposed project will require the removal of one tree within the buffer that does not represent an important habitat feature. Given the nature of this project and overall mitigation proposed, this project should have no adverse impacts on bald eagles. 5.6 Marbled Murrelet(Bracbramphus marmoratus)-Threatened Marbled Murrelets are typically associated with coastal habitats and nest in old-growth forests. Murrelets may fly as far as 50 miles inland to nest, however the average distance is roughly 5-miles from nest to sea. It is only during the summer breeding months that they are commonly found inland. During non-nesting seasons they live at sea. Murrelets require tall mossy trees in coniferous old growth forests with cavities on thick branches where they can construct a cup nest 20-40 meters above the forest floor. Murreletts have been documented laying eggs on rocky ground habitats only when a sufficient forest is unavailable. There are no documented nesting sites surrounding the project site. No potential nesting trees are within the project area. This project will not adversely impact Marbled Murrelet, given there are no documented nesting sites or potential nesting trees in the vicinity of the project area. 5.7 Northern Spotted Owl (Stria occidentalis caurina)- Threatened Spotted owls require a large amount of land for their nesting and hunting grounds; pairs may occupy up to 58 sq. km. They are territorial and do not migrate, but they may shift their ranges slightly in response to seasonal changes Suitable spotted owl habitat includes trees relatively large in diameter, multi-layered forest canopy with a moderate to high canopy closure in overstory, midstory, and understory, large, tall, live trees with cavities, broken tops, mistletoe, or platforms of branches capable of holding accumulated organic matter suitable for use as a nest. Dead standing trees and fallen decayed trees supporting abundant populations of prey species are critical to spotted owl populations. Currently there are no spotted owl nesting sites documented in proximity to the project site. There are no areas within the project area suitable for spotted owl use. As spotted owls are currently not present, and the project is of a scale that has no impact on forested areas, no impacts to spotted owl or their habitat are expected result from the proposed project. Project scale in the protected area is as follows: Development Type Habitat Type Project scale within buffer Parking area Type F stream buffer 1200 sq. ft. (within wetland buffer) Parking area Category I Wetland buffer 9000 sq. ft. 6.1 Vegetation Disturbance The portion of the stream buffer and the wetland buffer where the parking area is proposed is occupied by herbaceous species including fescue, Canadian thistle, clover and himilayan blackberry. One deciduous tree within the wetland buffer will need to be removed for the project. Native vegetation plantings described in Section 7.1 are recommended to preserve and enhance vegetation abundance and diversity within the wetland buffer and stream buffer. 6.2 Designated Critical habitat for Salmonids None of the actions will destroy or adversely modify designated critical habitat. Actions described in this plan will not jeopardize the continued existence of any listed species. 6.3 Noise Pollution An increase in noise from construction activities and proposed use is anticipated to result from this project. The project site is not within the radii of concern for any listed species that may be affected by increased noise. Project mitigation includes the establishment of a dense vegetative screen between the proposed parking lot and the wetland area. Furthermore, it is likely that wildlife species in proximity to the project area are adapted to noise and activity associated with commercial and residential land use. 6.4 Temporary Increase in Sediment and Turbidity During Operation The proposed work has the potential to temporarily increase turbidity and suspended sediment within the project area. Best Management Practices have been recommended in Section 6.2 to avoid adverse effects associated with sediment and turbidity during project implementation. 6.5 Light and Glare The proposed fill will not result in an increase in light and glare. The establishment of a parking area will likely require additional lighting. It is recommended that the lighting be directed away from the wetland. At a minimum, all new untreated runoff is to be directed away from the wetland area. No channelized flow from the parking lot should be directed towards the wetland. The use of pervious concrete pavement is recommended for this site as it allows groundwater recharge and reduces stormwater runoff. The use of pervious concrete is among the Best Management Practices (BMPs) recommended by the EPA for the management of stormwater on both regional and local levels. 7.0 MITIGATION MEASURES 7.1 Best Management Practices Recommended Best Management Practices for this project are as follows: • Consolidate the time period in which heavy earthmoving machinery is used. Earthwork activities should be implemented during the driest season of the year to minimize the risk of runoff related impacts to the wetland and stream. Any work requiring use of this type of equipment (such as site grading, road building, grubbing, cutting and filling) should also be done over short periods or events. • Minimize amount of erodible soils at any given time to the maximum extent feasible. • Any storage or stockpiling of materials should take place outside of the buffer. • Appropriate erosion control devices, such as silt fencing, mulch berms, and erosion control matting should be used during all aspects of the construction phase to prevent potential erosion and runoff towards the wetland. • Check all equipment daily for leaks. Refueling and lubrication of equipment should occur off site. Do not store any fuel, lubricants, chemicals, or hazardous substances outside overnight within the stream buffer portion of the project area. o Do not apply any chemicals when there is a possibility of rain. • Clearly mark clearing and grading limits with orange ribbon or construction fencing. • Coinciding v6th, or immediately subsequent to the completion of the construction work, stabilization of bare ground should occur. Surfaces proposed for paving should be paved as soon as possible. The net effect of this proposal will be habitat conditions equal to or better than what currently exists. The project does not include any aspects that would disturb or displace the well forested riparian area or well forested wetland buffer. 7.3 Minimization Mitigation The proposed project minimizes impacts to the stream buffer and wetland buffer by limiting the distance of encroachment to 100 feet from the wetland at the nearest point and 110 feet from the stream at the nearest point. 7.4 Enhancement Recommendations To mitigate for the displacement of 9000 square feet of regulated wetland buffer, and 1200 square feet of stream buffer within the wetland buffer, a vegetative enhancement area is proposed between the parking area and the wetlands. The overall goal being to enhance the vegetative screen between the project area and the existing forested riparian zone and wetlands. Planting Area The area recommended for planting consists of the upland slope between the proposed parking area and the wetlands. It is identified as the Atigation Zone in Figure 2. The Mitigation Zone is a strip of land that is approximately 100-feet wide on average, spanning north to south for approximately 360 feet, occupying a total area of 36,000 square feet. Currently the Mitigation Zone is dominated by Himilayan blackberry (Rubus discolor). Himilayan blackberry is an invasive species that is a stubborn competitor for light and nutrients and limit success of native plants. Therefore, the first phase of the enhancement process entails the removal of the Himilayan blackberry prior to native plant enhancement. It is recommended that the Himalayan blackberry be uprooted and transported off site. Immediately following this work, this area should be stabilized using woodchip groundcover or other appropriate temporary erosion control. Silt fencing should be installed down slope of the mitigation area prior to the work beginning. Following the blackberry removal, the mitigation zone will be restored with native vegetation. The restoration of a moderately dense forest and shrub community within portions of the stream buffer and wetland buffer is intended to improve wildlife utilization and riparian function of the site as well as establish a vegetative screen between the parking area and wetlands. The following is a list of suggested species to be used for replanting. The species have been chosen based on their presence within surrounding undisturbed forested areas, tolerance to moist conditions, and light requirements. Comments associated with each species from the Species Selection Guide from the Sound Native Plants website (wu,v.soundnativeplants.com) are provided. Tre u. A minimum of 1 tree species and five shrub species from the above list are recommended. trees- 10' on center shrubs- 5' on center These densities will provide a moderately dense, structurally diverse plant community within the mitigation zone. It is recommended that installation be done as single trees and or clusters of three shrubs, on approximate 10-foot centers. The planting will alternate between 5 trees + 3 shrub clusters or 4 trees+4 shrub clusters throughout the mitigation zone. Any volunteer or misting native vegetation can be counted towards target densities. Typically, planting should occur during winter dormancy. The optimum time for planting is during February and March, however, the need to complete the project in a timely manner may call for planting to occur outside optimum time periods. No machinery earthwork will be necessary to implement the planting; planting holes for specified vegetation installation can be hand dug. No additional clearing or grading should be necessary for site enhancement. All installed vegetation shall be marked with colored flagging to facilitate monitoring inspections. The monitoring program is recommended to insure project effectiveness. Invasive species such as Himalayan blackberry, reed canary grass; Japanese knomeed, and English Ivry may invade the enhancement zone. These species are stubborn competitors for light and nutrients and limit success of native plants. Herbicides should not be used to achieve this due to the proximity to the stream and wetland. Persistent cutting during the growing season is sufficient to offset the rhizomes of invasive species if they become a problem. 8.0 MONITORING Monitoring of the site will begin the first fall following project completion and maintained on a seasonal basis. The information gathered will provide the following: 1) condition of reintroduced plant species; 2) the use of the site by wildlife species; 3) any unforeseen disturbance caused by the proposed project and associated aquatic habitat; 4) any occurrence of exotic species within the enhancement zone; 5) any corrective measures that may be deemed necessary to provide desired conditions. Two photo points will be established that portray the planting area from each side of the property. This monitoring will be in effect for the duration of five years. The information gathered will be provided in an annual report and submitted to the Director of Mason County Department of Community Development. 9.0 PROJECT OVERBITE Prior to the project commencing, it is recommended that a pre-construction meeting take place on site in which a qualified biologist provides an overview of standards and requirements associated with this HMP to equipment operators and other personnel to be on- site. The site should be visited twice a week by a biologist to insure the work is being carried out as described in the HMP. Upon completion of the mitigation a report confirming the work has been carried out as intended will be submitted to the Mason County planner responsible for permit oversight. 10.0 SUMMARY Two type F streams, an associated Category I Riverine Wetland, and a Category lI Depressional Wetland are located in proximity to the project area. Type F streams are regulated in Mason County, requiring a 150-foot buffer, with an additional 15-foot building setback. The category I wetland requires a 200-foot buffer with an additional 15-foot building setback. The category U wetland requires a 110-foot buffer with an additional 15- foot building setback. The proposed project involves the establishment of a parking lot that will encroach approximately 9000 square feet within the Category I Wetland buffer that encompasses 1200 square feet of the type F stream buffer. The parking lot is proposed 100 feet from the wetland at the nearest point, and 110 feet from the type F stream at the nearest point. Measures to minimize impacts such as directing light away and the use of pervious concrete are recommended to prevent impacts to the wetland and stream resulting from the proposed land use. Compensatory mitigation is recommended in the form of establishing a vegetative screen between the project area and the wetlands located on the western side of the property. This will be accomplished through a phased process of native tree and shrub plantings following himilayan blackberry removal within an available strip of land which occupies approximately 36,000 square feet of wetland buffer. Mitigation Measures and Best IVdanagement Practices have been identified to avoid, minimize, and mitigate for impacts to the type F stream and Category I wetland associated with the proposed project. They have developed from Vashon glacial lake sediment similar to that of the Kitsap soils. Surface drainage is well developed, internal drainage is medium, and the moisture-holding capacityis good. The rainfall is 45 to 60 inches a year. The vegetation is a dense forest of fir, cedar, and alder, with a dense undercover of salal, vine maple, bracken fern, and sword fern. Saxon soils differ from the Kitsaap soils in having browner surface soil and less dense subsoil, and in containing shot. This soil occurs on rolling or gently rolling benches near Belfair. Norma Ott loam, 0 to 3 percent slopes (lore) and Norma sandy Roam, 0 to 3 percent slopes (Nd)<-o The Norma series consists of poorly drained, very dark, highly organic soils in upland depressions. They have developed from coarse sandy drift under the influence of excessive moisture. The rainfall is 45 to 60 inches a year.
