The Department of Ecology(Ecology)reviewed the environmental checklist and has the following comment(s): SEPA REVIEWER: Sonia Mendoza WATER QUALITY CONTACT: Deborah Cornett(360)407-7269 Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or stormdrains that lead to waters of the state. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered to be pollutants. Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48 RCW,Water Pollution Control,and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. Proper disposal of construction debris must be on land in such a manner that debris cannot enter water of the state(e.g., streams,wetlands and their buffers)and stormdrains draining to waters of the state or cause water quality degradation of state waters. Clearing limits and/or any easements or required buffers should be identified and marked in the field,prior to the start of any clearing, grading, or construction. Some suggested methods are staking and flagging or high visibility fencing. A permanent vegetative cover should be established on denuded areas at final grade if they are not otherwise permanently stabilized. March 18,2014 Page 2 Properties adjacent to the site of a land disturbance should be protected from sediment deposition through the use of buffers or other perimeter controls, such as filter fence or sediment basins. All temporary erosion control systems should be designed to contain the runoff from the developed two year, 24-hour design storm without eroding. Provision should be made to minimize the tracking of sediment by construction vehicles onto paved public roads. If sediment is deposited, it should be cleaned every day by shoveling or sweeping. Water cleaning should only be done after the area has been shoveled out or swept. Wash water from paint and wall finishing equipment should be disposed of in a way which will not adversely impact waters of the state. Untreated disposal of this wastewater is a violation of State Water Quality laws and statutes and, as such,would be subject to enforcement action. This project may require a construction stormwater permit(also known as National Pollutant Discharge Elimination System(NPDES) and State Waste Discharge General Permit for Stormwater Discharges Associated with Construction). This permit is required for projects which meet both of the following conditions: 1. One or more acres of soil surface area will be disturbed by construction activities. 2. The site already has offsite discharge to waters of the state or stormdrains or will have offsite discharge during construction. An application with instructions can be downloaded from Ecology's website at: hqp://www.ecy.wa.gov/programs/wg/stonnwater/construction/-Application. Construction site operators must apply for a permit at least 60 days prior to discharging stormwater. Ecology's comments are based upon information provided by the lead agency. As such,they may not constitute an exhaustive list of the various authorizations that must be obtained or legal requirements that must be fulfilled in order to carry out the proposed action. The proposed site is the south 2.5 acres of the 5 acre parcel that these reports were prepared for. 9. Give a brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. This project would construct a 15,182 square foot, silver LEED certified, handicap accessible, multicultural, and multiuse community facility for seniors and disabled persons that also (indirectly) benefits a multigenerational community, built to last over 50 years. The funds will be used to complete the final designs and construction costs of a $3.6 million HUB Center for Seniors Community Facility in the town of Belfair. Belfair is an unincorporated, rural town in Mason County connecting the Kitsap and Olympic Peninsulas next to the Union River and Hood Canal. Belfair serves as the commercial center of North Mason County, Washington. FIAWS purchased the land in June 2009 and the site has no streams or known water access. There is a Category 2 wetland at the back of the property which received professional wetland delineations and will be a part of the environmental review and permitting process. However, the site plans have already considered the maximum set-backs from the Union River and the wetland that are required by Mason County in developing the site plan for the project. This facility will provide a congregate meeting and meal site, offering information and assistance to older adults who gather there. FIAWS will also look for opportunities to host community events at which people in minority groups gather, such as the Tribal health fairs and ethnic nutrition sites, in coordination with other service providers who serve seniors with social and economic needs, to share resources and provide information. The project activities will include administration, project management, final architectural and engineering design, procurement of professional services and construction contractors, permitting, monitoring, construction materials, construction costs, public hearings, and occupancy or other costs associated with the construction. Other details can be found in drawings, specifications, and floor plans of the planned facility attached. The building will be constructed, operated and managed by FIAWS, a 501 c3 non-profit corporation who acts to fulfill necessary social services that directly benefit elderly and disabled adults and have operated out of Belfair since 2001. The predevelopment team has already completed preliminary planning and cost estimates for the project, incorporating input from the community and Mason County staff. This team also provided preliminary engineering and architectural drawings and possesses the organizational resources necessary to complete these plans. In addition to Foster & Williams Architects of Shelton, the Architect of Record, the team includes benefactor and commercial developer Rick Krueger, and volunteer Pat McCullough, P.E., ESA Project Manager, a senior civil/environmental engineer with 47 years of experience, the latter 15 years focused on rural communities. Mr. McCullough is the owner of ESA, Inc. of Belfair WA. ESA Inc. and has completed many site facility designs in Belfair and the local area. Michael F. Wnek, P.E., PS, of Bremerton is the Civil Engineer of Record. The Request for Proposals and procurement process will follow federal and state guidelines and proceed upon notice of commitment of all funds. Below are graphic exhibits that describe this proposal. Mason County Environmental Checklist P, c 30. What is the location of the proposal? Give sufficient information for a person to understand the precise location of your proposed project including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The project is located on the west side of the Old Belfair Highway approximately 500 feet from the intersection of SR 300 and the Old Belfair Highway in the town of Belfair. See site location map on project site plan above. There is a sign on the property with notification of the future Faith in Action Center for Seniors Development. B. ENVIRONMENTAL ELEMENTS: 1. EARTH: a. General description of the site (circle one): Flat (the east 335 feet of the site)—the developed portion of the site, rolling, hilly, steep slopes (the west 298 feet of the site)—the undeveloped portion of the site , mountainous, other b. What is the steepest slope on the site (approximate percent slope)? Property slopes starting at the East Property Line (Old Belfair Highway) 0' to 161'=+4%, 161' to 343' _-4.4%,343' to 446' _- 14.4%, 446' to 634' _-0.4% C. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. Saxon silt loam (Sa) in undeveloped area and Norma Sandy Loam (Nd) 0-3 percent slopes in the developed area: Poorly drained sandy, silty soils. Suitable for building foundations without super imposed loading- using 1,500 lbs per square foot max. Vertical load. d. Are there surface indications or history of unstable soils in the immediate vicinity: If so, describe. Yes e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. The existing 4% slopes on the developed portions of the site are ideal for proper site drainage and building placement. We estimate there will be onsite grading and foundation excavation of approx. 965 cubic yards with approx. 500 cubic yards to be wasted offsite at an approved soil waste site located on SR 3 just north of Belfair. f. Could erosion occur as a result of clearing, construction, or use: If so, generally describe. Given the soil type and the slopes on the developed portion of this site we do not expect that erosion will occur during construction. Best Management Practices (BMP's) will be used to control any off site siltation of water ways, wetlands, or streams. The required BMP's will be stipulated in the NPDES Storm Water Pollution Prevention Permit and in the site storm water plan. g. About what percent of the site will be covered with impervious surfaces after project constructions (for example, asphalt or buildings)? 45% of the site will be covered with impervious surfaces. See enclosed site plan. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Mason County Environmental Checklist Page 6 I We will use silt fence to prevent eroded soil from leaving the site. The disturbed portions of the site will compacted and covered with gravel and rock to facilitate construction and prevent erosion. 2. AIR: a. What types of emissions to the air would result from the proposal (i.e. dust, automobile,odors, industrial wood smoke)during construction and when the project is completed? If any, generally describe and give approximate quantities, if known. Automobile and truck exhaust. There will be no burning on site—either during construction or after construction is complete. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. No C. Proposed measures to reduce or control emissions or other impacts to air, if any: None. 3 WATER: a. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site(including year-round and seasonal streams, saltwater, lakes,ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. 2) A Type F stream is located at the southwest property corner. A Category 2 wetland is located on the western half- undeveloped -portion of the property. The project proposes a wetland buffer reduction to maximize the available area for the project; in turn the project will enhance the buffer per the criteria established in the Habitat Management Plan of the project wetland report. The storm drainage from the project,that does not infiltrate,will be detained and attenuated to discharge westerly towards the wetland area to supplement the moisture needed to maintain the wetland environment. 3) Will the project require any work over, in,or adjacent to(within 200 feet)the described waters? If yes,please describe and attach available plans. No. 4) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. None 5) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. C. Water runoff(including storm water): 1) Describe the source of runoff(including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this flow into other waters? If so, describe. A drainage report will be prepared for Mason County that will provide the numerical and graphic detail of the storm water mitigation system. A summary of the storm water control plan is as follows: 1. This will be a LEED Certified Project. To obtain LEED certification, the project must demonstrate energy conservation and environmental resource conservation—including storm water conservation, treatment, and disposal. 2. The parking lots will be constructed of porous pavement. The sub-grade soils have a sufficient exchange capacity to provide runoff treatment. Roof runoff will be routed to the porous pavement storage-rock layer. 3. Storm Runoff Treatment Criteria: The bottom portion of the storage rock layer of the porous pavement provides storage to allow the necessary volume of runoff for treatment criteria to infiltrate into the native soils. 4. Storm Runoff Flow Control Criteria: The upper portion of the porous pavement storage-rock layer will be metered-out by employing orifice controls in the collection catch basins, so that the storm discharges from the site will meet pre-development flow rates. 5. Storm Runoff Management Criteria: The project provides storm runoff infiltration via the porous pavement in the parking lot to meet groundwater recharge criteria. 6. Storm mitigation analysis and calculations, for the project, are accomplished using continuous simulation modeling. The stormwater mitigation system meets the requirements of local ordinances, and the current State of Washington design methodology; which are generally more stringent than the LEED criteria. 2) Could waste materials enter ground or surface waters: If so, generally describe. The western 188 feet of the site is next to the Union River and is expected to be a wildlife migration route along the river. This portion of the site will remain natural. d. Proposed measures to preserve or enhance wildlife, if any: See above and Habitat Management Plan. 6. ENERGY AND NATURAL RESOURCES: a. What kinds of energy(electric,natural gas,oil,wood stove, solar)will be used to meet the completed project's energy needs? Describe whether it will be used for heating,manufacturing,etc. Project will use electricity only during construction. b. Would your project affect the potential use of solar energy by adjacent properties: If so, generally describe. No. C. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: The project sponsor has applied for LEED Certification. They have hired the firm of O'Brien and Company to lead the LEED design effort. Heat Pumps will be used, windows that open to allow natural air conditioning, special insulation in the windows and walls,conservation of water, etc. Mason County Environmental Checklist Page 9 7. What is the current use of the site and adjacent properties?No Use. The property is vacant. b. Has the site been used for agriculture? If so,describe. The site was used for gardening at some time in the distant past. It has not been used for gardening for over 20 years. C. Describe any structures on the site. None. d. The daily trips to the existing facility have been logged in the field. The new facility is approximately twice the square footage size of the existing facility. Existing FIA Facility: No. of employees: 5 Full time equivalents. Average Daily Traffic to the facility on the peak day: 190 trips Peak Hourly Trips: Approximately 40 on Tuesday during one half price sale. Peak Traffic usually occurs around noon. Proposed FIA Facility: No of Employees: FIA= 10 Full time equivalents, 10 office(rental) employees. Average Daily Traffic: Estimated @ 530 Trips/day on peak day including 150 trips/day during events. Peak Hourly Trips: 80 Trips around noon during half price sale. Peak Traffic usually occurs around noon.Event traffic will usually be in the evening after 6 PM. g. Proposed measures to reduce or control transportation impacts, if any: WSDOT has completed extensive traffic studies of the SR3/Old Belfair Highway as part of the Belfair Bypass Study and Preliminary Design. No traffic mitigation measures are required for this project. The level of service where the proposed driveway intersects the Old Belfair Highway is A. According to WSDOT,the level of service of the intersection of Old Belfair Highway and SR 300 is currently D. This intersection is a "stop sign" intersection and in scheduled to be signalized by WSDOT in the near future.
