DCD WO#9919 SUBJ: SEPA EIC Review Comments NAME: Overton & Associates _ Geo-Tech Assessment Review SEP98-0171 The SEPA Checklist with attached geotechnical assessment for the above cited SEPA number has been received and reviewed by Public Works, raising the following concerns; 1) A geo-tech report has been required as a mitigation condition of the Mitigated Determination of Nonsignificance. The applicant has submitted what they have termed "a limited site assessment" for the subject property. The report submitted is lacking required features including the following; (a) a site plan which identifies the important development and geologic features. (b) a minimum of one cross section. ©a detailed clearing & grading plan. (d) a detailed temporary erosion control plan (e) an analysis of both on-site and off- site impacts of the proposed development. 2) A Stormwater Site Plan has been required, but none has been provided. The SEPA Checklist indicates stormwater runoff is to be directed and discharged to the storm system at the Belfair Station Commercial development. The stormwater features incorporated into the Belfair Station Commercial Development have been sized and constructed only to accommodate the development that has already been approved and constructed. Stormwater planning for the proposed development of the property should be prepared before initiation of any land disturbing activities, including logging of the property. Logging of the property should not proceed until the above issues have been addressed. Allowing logging and incidental logging road construction to proceed without the mitigation measures required in the SEPA MDNS has a high likelihood of adversely impacting the downslope properties in the Belfair area.
