Dear Mr. Graham,
I am writing this letter to document our site visit on November 22, 2011 to the Mason County
culvert located at milepost 2.8 on Grapeview Loop Road. The purpose of the visit was to
determine if the culvert is a fish passage barrier by applying the Washington Department of Fish
and Wildlife (WDFW)barrier evaluation criteria. The Mason Conservation District has assessed
over 1,500 culverts for fish passage since 2002 using the WDFW's Fish Passage Barrier and
Surface Water Diversion Screening Assessment and Prioritization Manual(2009).
Upon inspection,the culvert in question was found to be undersized and improperly
countersunk. According to the WDFW barrier evaluation protocols,the site should be classified
as a barrier because the culvert is not counter sunk(no streambed material in pipe),is not
backwatered, and has a slope greater than 1%. The culvert is tidally influenced, which may
make the site fish passable during some extreme high tide events. However, the conditions at the
site will serve to restrict upstream migration of fish at most flows. In my professional opinion,
the culvert should be rated 33%passable since it is a barrier to upstream migration of aquatic
species at most flows. I have included copies of the barrier evaluation field forms.
Additionally, I will forward this information to the WDFW so that they can update the barrier
status for this site in the statewide fish passage barrier database.
