HomeMy WebLinkAboutMeeting Notes-Design Development Code Review - PLN General - 7/7/1992 The BJSS GROUP JUL 17 �^ ARCHITECTS & PLANNERS, AIA MEETING NOTES - DESIGN DEVELOPMENT CODE REVIEW PRINCE OF PEACE CATHOLIC CHURCH Belfair, Washington July 7, 1992, at 9:00 AM - REVISED Attendees: Dana Herron, Mason County Building Department Tony Hannan, Prince of Peace Catholic Church Todd Tovani, BJSS Dwayne Harkness, BJSS DISCUSSION A. Site: Dwayne reviewed the Schematic Site Plan with Dana Herron. Dwayne indicated that it is the design intent, as shown, to provide the exterior concrete on grade ramp as the means of handicap access from the Main to the Lower Floor. The Lower Floor will also be accessible by the handicapped from the Lower level parking area. Dana stated that the exterior ramp, as indicated, is an acceptable means of handicap access to the Lower Floor, in lieu of an elevator, wheelchair lift, or internal ramp. Dana noted that a meeting with the Fire Marshall will be needed to review Fire Department requirements for site access, water provisions, etc. Dwayne replied that the Owner and their civil engineer had already met with the Fire Marshall and reviewed his requirements. B. Drawing Review: The separate bids for the project were reviewed including Base Bid and the three Alternate Bids. It was noted that in Base Bid the Lower Floor level would be an unfinished and unoccupied space. A furnace unit would be installed at the Lower Floor for heating purposes. Alternate Bid #A-1 is to finish out the Main floor level converting the unfinished portions of this level into office spaces. Alternate Bid #A-2 was reviewed. This hirl iS to innli de finishing out of the Lower Ficor space with the exception of the future kitchen area which was noted to remain unfinished provided only with mechanical rough-ins, gypsum wallboard fire taped, and vapor barrier over capillary break without any slab. C. Dwayne indicated that the Lower Floor Dining/Conference space may be used for small group conferences and instruction. Moveable-type acoustical partitions would likely be used to divide the space up. Dana requested a layout of these partitions be provided to Mason County Building Department for review. Dwayne responded BJSS would provide partitioning plans. D. Construction Type: Dwayne noted that based on the occupancy classification of the Main Worship space the Type of Construction is planned to be Type V, one hour. Dana stated he will review the project to see if Type V non-rated is a possible option for the Type of Construction based on classification of Main Worship occupancy as A3. Under Base Bid, at the unfinished Lower Floor, Dana noted that flame resistant foil faced insulation ould b acceptable in lieu of gypsum wallboard at the walls j and the underside o main to at the Lower Floor. MA V $E m8m,'s SP o E. Energy: '+* 'Z pox four cvn5h1Y-�i-r- Dwayne commented that the Owner desires to incorporate the "Energy Smart Design" program per local PUD energy conservation credits. He noted that the design can meet most of the prescriptive criteria including insulation value minimums. However, as designed, window/door area exceeds the prescriptive criteria. The Owner is currently deciding direction on this matter. Dana stated that Dan Fitchet of Mason County will be reviewing the project for compliance with the Washington State Energy Code and that that Code will be the criteria for permit approval. Dwayne indicated that, as planned, insulation values are as follows: Perimeter/Foundation R-8 Below grade wall R-10.8 Exterior walls R-19 Roof/Ceiling R-30 Dwayne noted that exterior windows are planned as residential aluminum, non- thermal-break insulating glass at smaller openings, and non-thermal-break aluminum storefront with insulating glass at larger windows. F. Exiting: Exit location and exit width were reviewed. Specific items discussed included the side exits from the Main Floor Worship space. On the southwest side of this space the exits open directly to a landing and stair which conducts occupants out of the building and down to grade at the Lower level. It was noted that the construction of this would be treated wood. Dana stated this would be an acceptable construction type and location for the exterior stairway and landing. Dwayne noted that the main exit from this Worship space is required to equal the total aisle width. This width needs to be maintained to the exterior of the building and the drawings will be revised to show this. Future expansion of the project and its impacts on exiting were briefly discussed and it was noted that additional exiting will be required as the Worship space expands. The Lower Floor, as it is unoccupied and unused, Dana stated, would not be an issue regarding exiting in the Base Bid. The single exit door shown is satisfactory. Fixtures: Dwayne stated the fixture count was established by the programmed occupant load for the area which was established as 250 occupants for each floor. Dwayne noted that this was in conflict with the 1991 Uniform Plumbing Code which stated the fixture count would be based on the number of occupants as established by exiting requirements in the Uniform Building Code. Dana stated that Mason County has not yet adopted the 1991 Uniform Plumbing Code and that the fixture count will be based upon the 88 Uniform Plumbing Code. It was agreed that as shown at this time the fixture count meets the requirements of the 1988 Uniform Plumbing Code and that the program for 250 occupants is a satisfactory load criteria. H. Dwayne indicated that BJSS would provide a set of the preliminary progress drawings to Dana for his use and files, as requested. Pat Mc Cullough opened the meeting with a prayer. Joe Testu gave a short background history of Prince of Peace Catholic Mission. He stated that presently the congregation meets in the Belfair Community Baptist Church. He also told the committee that at one time we had proposed building a catholic facility on Highway 3, but abandoned the site because it wasn't a large enough piece of property for expansion. He stated the Bldg. Committee came to that conclusion after the site was examined by both a retired contractor and the contractor's son who is presently a builder. Joe told the Mason County officials that Dwayne Harkness, BJSS Group is our architect who will present the plans for the facility to contractors for bidding purposes this fall. Joe further stated we need the cooperation of Mason County officials and other agencies regarding permits, etc. Pat McCullough explained the location of the proposed catholic facility on Sand Hill Road in Belfair. He exhibited a contour map and the proposed revision of Scheme C plans for the facility. McCullough stated an access study of the property had been accomplished and had been examined by Mason County Public Works Department. Pat told those attending the meeting that the proposed structure is a 2-level building comprising 10,000 square feet; there are future plans also to expand the facility to include an educational facility. He explained that presently the building budget does not include such an educational facility. Pat stated the soil on the site is loamy sand to wash sand and there will be no problem of storm grater disposal. He further stated there will be 125 parking spaces on the property when the first increment of construction takes place. Pat said a more detailed survey of the location of the facility is in the offing. The question of handicap access was brought up by Caroline Jensen. Ann Baker explained that access would be via paved paths at the front of the facility and there will be a handicap access to the lower level off the drive that circles the perimeter of the building. Joe Testu stated there will be two services each weekend when the facility is built; one on Saturday and one on Sunday morning. Tony Hannan stated there was a seating capacity of 216 in the worship area of the facility. Mike Byrne said parking spaces relate to the seating area, e.g. , one parking stall for each 4 seats or one parking space for each 50 square feet of the building. Pat explained the proposed fire protection plans, saying that formerly the building committee had considered obtaining water from Sand Hill Elementary School, but after further consideration that idea was abandoned. He stated Page 2 - Prince of Peace Meeting with Mason County Officials, June 19,1992 Prince of Peace will have its own well with a 60,000 gallon capacity underground concrete storage tank. For fire flow, with the use of pumps, there will be an ability to produce 1750 gallons of water per minute. The facility will have a deep well supply of water and will use a pump system to keep the storage tank filled. Caroline Jensen told the committee the necessary amount of water depends on the anticipated use, seating, kitchen usage and drains of the building. She stated she would personally inspect test holes to determine the suitability of the soil for the septic system. Caroline suggested we might use a pump to move disposed water to a drain box and then use a gravity feed to the drain field. She also stated water adequacy is based on the amount of water that can be pulled out of the well. Pat asked Caroline to give hir4 the list of requirements for a drain field. She stated she would do so. Joe Testu questioned if the drain field is related to the number of occupants using the building. Caroline stated she would furnish the information by giving Pat McCullough all the requirements for the drain field. Mike Byrne said churches today are used for many purposes, i.e. , community services, educational classes and community groups. Pat said the usage of water in the proposed facility will be less than 5000 gallons per day. He expanded on his statement by saying there would be a 20 gallon per minute pump to keep the storage tank of 60,000 gallons capacity full. Caroline stated the following studies must be completed before a building permit can be issued: energy study, inspection of the well, water adequacy for potable water and disposal water. She said the water system has to be approved and enumerated some of the requirements for the well, e.g. the well has to be 100 feet away from any surface water, detention ponds and drain fields. It has to be at least 10 feet from the building's foundation and 5 feet away from any easement or property lines. She will inspect the site for drain fields, well, etc. Mark Tompkins, Mason County Environmental Health Department, was asked to join the group to render some information. Mark stated Prince of Peace may be able to obtain a building permit on a variance when the well is drilled. Dave Salzar, Fire Marshal told the committee for fire flow purposes the water system must have a capability of producing 1750 gallons of water per minute for a period of 30 minutes. Mike Byrne concurred. Dave said any building area over 15,000 square feet requires a sprinkler system. He added if we intend to expand the facility in the future we should keep this requirement in mind. Ann stated, since we do intend to expand, it is her opinion that we should have the sprinkler system 'roughly piped in' during the initial construction phase. Pat McCullough said the sprinkler system would be a costly item in construction. 1 Page 3 - Prince of Peace Meeting with Mason County Officials, June 19, 1992 Ann agreed with Pat, however, she said it would be far more costly to put in a sprinkler system once construction was completed. Pat will discuss with the architect the feasibility of including a sprinkler system in the initial construction. Dave Salzar told the committee that a water supply is required before any combustible construction begins. He also said the fire hydrants must be located no farther from the building than 150 feet because that is the length of a fire hose. Dave will test the fire flow by physically attaching a meter to the fire hydrants. McCullough told Dave he had planned to use a 10 inch pipe from the water tank to the front of the building and a connecting pipe of 8 inches to the rear of the building. Dave stated it is prudent to have good fire protection for all of the property. Michael Baker asked if the sprinkler system would lower the cost of insurance. No one seemed to have substantial knowledge of this and McCullough said he would contact the Archdiocese of Seattle regarding insurance premiums if we do or do not have a sprinkler system. Ann stated the insurance on the facility will be carried through the Archdiocese. Dave said we must create a zone between the surrounding area and the structure itself. He stated a 20 foot wide access around the building is required for fire trucks and equipment to maneuver. Dave said he would contact Fire District No. 2 to determine their requirements for fighting fires. He also said fire lanes have to be designated and kept open, i.e. we will need No Parking signs designating the fire lanes. Tony Hannan said he will take the site plan drawings to Fire District No. 2 for their examination and evaluation. Ann asked if we will have to have a fire alarm system.
