The Stormwater Site Plan developed for the proposed North Mason Fiber Company in Belfair
has been received and reviewed by Public Works and found to comply with current standards and
good engineering practice for this time and place.
The Temporary Erosion and Sediment Control (TESC)plan on sheet 15 of the plan sheets should
be required to be followed. Included in the TESC is a requirement(#14 under Drainage Notes)
that a performance Covenant or surety shall be required. At this time Public Works is relying on
the grading permit requirements and penalties to stand for the financial liability element of a
Large Parcel Permanent Water Quality Control Plan required in Ecology's Technical Manual.
The proposed stormwater plan and grading plan appear acceptable as submitted.
An Operation and Maintenance (O&M) Covenant is required under the County's surface water
management ordinance to be created to cover the proposed stormwater control features.
Attached please find a copy of the form Mason County is employing to satisfy this requirement.
Please forward a copy of the O&M Covenant to the owner or their engineer for completion,
recording, and delivery to Public Works for future monitoring and administration.
