Representatives from the Building Department, Fire Marshal's office, Environmental Health, Planning, and Public Works departments may attend the meeting to discuss rules and regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive plan, shoreline program, zoning, availability of sewer and potable water, development concepts, building construction, fire protection and life safety of the proposed project. By providing the most accurate and detailed information on the application and site plan your pre-submission conference will be more informative. Dressel North Mason Fiber Company P.O. Box 275 Belfair, WA 98528 Mr. Dressel: I wanted to confirm our discussion regarding the commercial development of your site on Log Yard Road, in Belfair. I understand the following: 1. The Cenex project will not proceed, but you 'Intend to continue the build out of the fire protection water system. 2. You have offered the site for emergency helicopter landing, in coordination with FD 2, but this will not involve use of the site !or commercial helicopter service. 3. You want to have the flexibility of negotiating with another tenant that may to set up a similar operation as that proposed by Cenex, i.e., a bulk propane distribution facility. You want the assurance that the land use and infrastructure requirements that were relevant to the Cenex project would apply to a new tenant. As we discussed cn the phone, the use o= the sij.a as an emergency helicopter landing site would not drive any specific fire protection requirements other than the Standard Operating Procedures used by local fire districts for helicopter landing zones. The permit that was issued for the Cenex project was issued to Cenex and was specific to the site plan that they submitted. The submittal included tank and piping details that may not be relevant to a new submittal from another company. The permit was not processed beyond being logged onto our permit tracking system. Rather than keeping that permit in the system and changing the name to North Mason Fiber, we will cancel that permit and reissue a new permit specific to a new submittal. E Canceling the Cenex permit will not jeopardize the opportunity for another applicant to present a proposal. Your property is within the Belfair UGA and is designated for a light industry allowed use. Depending on the scope of a future project, we may need to schedule a pre-application meeting. I suggest that you contact me directly if you want to present a new proposal and we can discuss details and process at that time. As I mentioned on the phone, the commercial development of your site is dependent on the availability of fire flow. Bill Dew Bill: There are two options I would like to present to you. The first option is to update the quotation ftom last year, and the second option is the SIdd Style You requested. Option #1 would be for two (normal) 30,000-gallon storage tanks that will set on concrete piers, which can be poured on top of the I V asphalt surface, high capacity transport unloading, bigb capacity bobtail filling, pump, compressor and rail car unloading tower. Option #2 would be for two 30,000-gallon Mounted on skids. One of the skids will have the transport'-anloading,bobtail filliag and a pump mounted on it. The second skid would not have this equipment but would be manifolded logether,ivith the first sIdd. The rail lower and compressor would not be skid mounted. You also asked for budget prices for the installation of both options. Based on this information the pricing is as follows: Option -Equipment for permanent installation S115,074.00 Labor and materials for the installation(no electrical) S 37,811.00 Option#2-Equipment for skid mounted installation S13%074.00 Labor and materials for the installation(no electrical) S 24,653.00 The following items of equipment are included in each of the various equipment options: I. Two previously used 30,000-gallon propane storage tanks delivered to the jobsite. The tanks will be suitable for installation in the State Of Washington.The tanks have been cleaned on the inside., sandblasted and P=' e'painted on the outside. For Option #2, the tanks-AU be permanently attached to steel skids. The "and skid will be painted with white tank- enamel. 66 Y, Two complete sets of high capacity storage tank accessories including relief valves, pressure gauge, 85% maximum filling indicator, magnetron liquid level gauge, storage tank thermometer, hydrostatic relief valves, internal excess flow valves with pneumatic operators and manual globe shut-off valves, For Option # U NTRY. AI all tank fittings will be installed except the liquid level gaugd wili be shipped loose. K. One high capacity trausport unloading riser complete with up-to-date bulkhead to be set it a heavy concrete base, manual shut-off valves, check valve, emergency shut-off valve, breakaway nipples and hose adapters and caps. Liquid lines will be 3" and vapor equalization lines will be 2". The Acme adapters will be 3 1/4" for liquid and 2 1/4" for the vapor. For Option # 2, the t1luSPOrt- unloading bulkhead will be welded to the front of the skid and piped to the tards-, openings. L. One high capacity bobtail filling riser complete with up to date bulkhead to be set in, a heavy concrete base, manual shut-off valves, check valve, emergency Shut-off valves, breakaway nipples and two twelve feet long hoses for connecting to the bobtail. Liquid lines will be 3" and vapor equalization lines will be 2". The ACNV-hose adapters will be 3 1/4" for liquid and 2 1/4" for the vapor. For Option # 2, the bobtail-filling riser AU be welded to the front of the, skid and piped to the pump. M. One complete pump setup for bobtail filling which includes a Corken 3" pump, 10 horsepower explosion proof motor, explosion proof starter with cabinet, explosion proof start/stop switch, manual sbut-off valve, hydrostatic relief valve, prefabricated bypass valuing, pressure gauge, strainer, and sight/back flow indicator. For Option #2, the pump will be mounted on the front portion of the skid and piped to the tank openings and bobtail-filling riser. N. One rail car unloading station complete with rail tower shipped knock-down for field assembly and piping, a new Corken 490-107 compressor with IQ horsepower motor, emergency shut-off -valves with pneumatic operators, globe shut-off valves, break-a-way nipples, sight flow indicator, back check valve, hydrostatic relief valves and three 2" hoses with emergency shut-off valves and adapters for connecting to the rail car valves. Two hoses for liquid and one for vapor equalization. Unit will be shipped prime painted only. For counter balanced areas please.add 9,369.00 0. Freight is included for aU-equipment to the jobsite. P. Sales or Use tax is not included. The following items of field labor and materials are included for each of the installation options: 1. We will do all concrete work for the entire installation. This includes the concrete piers for the storage L-44 foundation for the rail tower, pump, compressor and the, necessary concrete around the risers. The rail tower foundation -will require .T=oval of the blacktop so that it can be adjusted to the rail car height, which we have included. The remainder of the foundations ya be placed directly on top of the asphalt. In the case of Option 02, only the rail tower and compressor foundations will be required. All screwed fittings are to be extra heavy duty and all threaded pipes will be schedulc 80, We have assumed that the two tanks wM be spaocd 5 feet apart and the rail tower will be not more than 25 fee from the tanks. K. We will pro-,ide all engineering, supervision and labor for the installation. We, would also start-up and adjust the equipment and instruct your personnel in the proper use of such equipment We will require that the fast load of propane be delivered to the tank while our crew is still there. We will check for leaks and proper operation of all the equipment. We have not included any electrical wiring. This must also be complete while our crew is still there, L. We will unload the storage tanks and equipment and set them on the foundations or asphalt slab. M. We have not included fencing. N. We have not included any landscaping or site improvements O. We have included final painting of the tanks, tower and piping. Option 41 ,equipment is prime painted only. option #2 tanks and skid are shipped painted. We would also install decals idmtfying the tacks as propane storage as required by the codes. The pipe xill be identified with decals indicating the type of product and direction of flow. P. We have not included any permits for the iDstallation that may be required Our standard terms are 10 % down payment to reserve the tanks for you with the balance due upon completion of the work. Upon receipt of the down payment we will meet at the site and go over the specifics of the project and fi= up any changes that need to be made. In conferring with the Chief and the Assistant Chief, 'we are in agreement that there needs to be a back-up power source for the fire pump system. Attempting to use a system where the Fire District would utilize a pumper to pressurize the system in the event of a pump failure, would place Fire District equipment and personnel perilously close to the propane storage facility. We believe that a back-up pump or power supply is imperative to our ability deal with an emergency situation at this facility. Thank you for your assistance in this matter. Lt. Carl L. Attached is a civil plan for a proposed fire protection water system for the North Mason Fiber site. This infrastructure proposal is being driven by a proposal we received in July of 1999 from Cenex Harvest States for a LPG bulk distribution facility at this site. WATER SUPPLY The key element in the Fire Safety Analysis is the availability of a water system capable of providing adequate fire flow. Mason County FD 2 has provided a tactical assessment that results in a water supply capable of supporting a multi-engine operation. Mason County has adopted Appendix III-A of the 1,197 Uniform Fire Code. Section 5.2 of Appendix III-A establishes a minimum fire flow of 1500 gpm, for 2 hours. Typical staffing of career pers.-nnel is currently two per shift and, in the absense of volunteer personnel immediately available at the station, would result in only an engine equipped with 500 gallons of water arriving within t ze first ten minutes. The issue of fire protection or special protection is outlined by the Uniform Fire Code. The Code directs us to any one of four different types of fire protection alternatives; mounding of tanks, burial of tanks, a fixed water spray bar system or a water monitor system, as dictated by a competent Fire Safety Analysis. As I understand the requirements outlined by your current Fire Safety analysis, the special protection required for this LPG fuel storage system, shall be a water monitor system with a water supply to "establish a minimum fire flow of 1500 gallons per minute for two (2) hours", The local fire brigade, "MCFD #2 fire suppression unit, ... would require a water supply sufficient to feed two (2) monitors delivering 500 GPM each". The local brigade, MCFD #2 currently has an apparatus with two 500 GPM monitors. The local fire brigade would connect their monitors to our water supply line. The water supply would come from either the Belfair Water District or an "on- site" water storage facility such as a tank, pond, or water well system with the ability to provide 1500 gallons per minute for two (2) hours. The foundation of our fire protection analysis is based on Section 903.2, of the 1997 Uniform Fire Code, which states: 903.2 Required Water Supply for Fire Protection. An approved water supply capable of supplying the required fire flow for fire protection shall be provided to all premises upon which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction. When FD 2 did the Fire Safety Analysis, the determination was made that fire flow was necessary for the site and the use of the fire flow to provide heavy stream fire flow via engine-mounted monitors was the method of choice for fire protection for this particular installation. FD 2 estimated a 500 gpm flow per monitor. This value was extrapolated to an assumed flow demand of 1000 gpm. Section 5.2, of Appendix III-A, Table A-III-A-1 sets a minimum fire flow for buildings other than one- and two-family dwellings at 1500 gpm, for 2 hours. Therefore, the requirement for 1500 gpm for 2 hours is based on the minimum fire flow value in the Uniform Fire Code. Section 903.3 of the 1997 Uniform Fire Code states: 903.3 Type of Water Supply. Water supply is allowed to consist of reservoirs, pressure tanks, elevated tanks, water mains or other fixed systems capable of providing the required fire flow. My expectation is that a water system, consisting of adequately sized water mains, properly spaced fire hydrants and a reliable pressure source, would serve the site, and would be able to supply a minimum of 1500 gpm for 2 hours..
