HomeMy WebLinkAboutPublic Notice Neighbor Comment - COM Letters / Memos - 5/25/2011 To whom it may concern: It is not my intent or goal to obstruct, delay, or prevent development within the Allyn UGA in any manner. However, having said this though I feel that is important for both the developer and the county to adhere to the zoning regulations as called out in the adopted Allyn UGA Zoning Plan. The following contains my comments on permit application numbers SHR2011-00006 related to a shoreline management application and DDR2011- 00020 related to a special use application after having read both applications in their entirety. Issue#1: Within the description of the public notice I see one major oversight. The amount of parking stated within the public notice is inadequate. It does not meet the requirements stated within chapter 17.14 of the Allyn UGA Zoning plan created by the Allyn Community Association with much input and work by the citizens of the Allyn area. In particular please review chapter 17.14.050 that addresses the minimum number of spaces required specifically section three under commercial related parking item "I". Using this code by my calculations, in addition to the 38 planned parking stalls there should be at least another 3.8 parking stalls for employees and 3.8 parking stalls for RV vehicles which are roughly 1.75 times larger than the standard car parking stall for a single car stall. The code calls out parking for accessory uses by type which I am not sure what that is yet with this project. It also looks like there is another 1821 sq. ft. of retail space which would minimally require another 4.55 parking stalls. So in summary this project needs another 15 equivalent regular car size parking stalls to meet the current Allyn zoning code. As the county is well aware Allyn is short on parking throughout the business district not to mention public parking needs. So with building of any new commercial buildings within Allyn we need the appropriate amount of parking to meet the needs of our businesses customers while creating a safe and functional parking environment. My request for issue 1 is please have the permit applicant meet the adopted zoning code of Allyn for parking. Issue#2: The County's 2005 comprehensive plan on page 162 has a map identifying a portion of the Allyn water front as a seismic hazard area. If it is not a seismic hazard area, please update the county's 2005 comprehensive plan to accurately reflect this. If it is accurate please have the permit applicant meet the requirements to address the seismic hazards associated with this site. Issue#3 Sidewalks. Since sidewalks are a part of this project please have the applicant install them before the county ok's occupancy of a structure. If the project is being constructed in phases please phase in the sidewalks also.As of today there no sidewalks even partially installed yet. The community has stated numerous times that we want a pedestrian friendly community and one way we achieve this by installing sidewalks as each commercial property is developed or redeveloped.
