Owner/ applicant seeks to construct a pole building on a property with an existing industrial business use to load municipal solid waste in closed containers that are loaded on rail flat cars. Building is proposed in the area of hot load along the west side of the property. A site plan with defined parking for employees and business vehicles and the building / storage use areas should be included with the permit reviews. Thanks for the invite to the meeting today regarding North Mason Fiber's proposal to establish a MSW Rail-Load operation at their facility near Belfair. Here is a summary of air permit approval process: • Approval of a Notice of Construction (NOC) application is required since the proposal involves establishing a new stationary source of air emissions. • A 30-day public notice and comment period is triggered by the NOC. • A public hearing will likely be required. • The air permit (NOC)triggers the need for an Environmental Checklist and SEPA threshold determination by the lead agency. ORCAA would prefer Mason County act as the lead agency for SEPA. • The NOC application must provide details on: o The nature of the MSW in terms of age and whether or not it has been pre-processed o The rate of MSW proposed to be processed in terms of tons per day and year. o The schedule for transferring the MSW once a load is received o How leachate will be handled o How dust will be controlled o How odors will be controlled • Best Available Control Technology(BACT)for odors and dust will be required. ORCAA expects North Mason Fiber's proposal for BACT to be consistent with established BMPs and controls at other transfer stations of similar size. First, North Mason Fiber plans to allow closed containers to be brought on site, off- loaded from their truck bases,and loaded un-opened onto rail flat cars. No MSW will be exposed or accessed at any time during the process. This process would be accomplished in full compliance of the regulations including WAC 173-350-300 — On-site storage, collection and transportation standards and, the applicable sections of WAC 173-350-310 Intermediate Solid Waste Handling Facilities. It is not clear that this activity would require additional solid waste handling permitting. Secondly, North Mason Fiber would like to expand its current `Hot Load' capability to include similar trans-loading of commercial MSW and/ or CDL from trucks to gondola- style rail cars. --)O.'o tc_r kct (46, Given the nature of MSW, North Mason Fiber would install a Cover-All type structure approximately 100'x60' or large enough to house the in-coming trucks,tipping floor, and loading equipment such that leachate generation would be minimized or eliminated and stormwater would be excluded from the tipping floor. The trucks would be scheduled and coordinated with rail car dispensing so that the rail cars would arrive first, the trucks would arrive and tip into the structure, NMF's loading equipment would then scoop and place the MSW into the gondola style rail cars on its rail spur. To maximize rail car loads and reduce air impacts, a biofilter layer of ground wood material (either CDL or hogged fuel) would be layered over and around the MSW in each rail car prior to placement of a structural or spray cover material to ensure the integrity of the material during transport. At the end of the day,no un-loaded MSW would remain on-site. North Mason Fiber plans this service for just one commercial client which would enable clear communications and easier scheduling. Absolutely, no individual MSW deliveries would be accepted. Our reading of the solid waste handling regulations lead us to believe WAC 173-350-310 Intermediate Solid Waste Handling Facilities are the relevant rules.
