A building construction permit will be required from Mason
County for the fabric tipping structure. The facility's solid
waste handling permit from Washington State Department of
Ecology and Mason County Health Department will need to be
revised (including a separate Operations Plan for this aspect) .
A Notice of Construction Order of Approval will be needed from
Olympic Region Clean Air Agency. No other permits or approvals
are known to be needed.

of the project and site. There are several questions later in this checklist that ask you to
describe certain aspects of your proposal. You do not need to repeat those answers on this

North Mason Fiber Company plans to expand its current "Hot
Load" capability (for exempt status soils) , to include
municipal solid waste (MSW) . The current "Hot Load" procedure
consists of trucks delivering soils to a specified location
near NMF's on-site rail spur. Upon delivery, NMF's equipment
scoops up the soil and loads it into, typically, gondola-style
rail cars. Upon finished loading, the railcars are trained to
their final destination. Predominately that destination is the
landfill at Arlington, Oregon. "Hot Load" refers to the
process of coordinating and scheduling delivery of the haul
with availability of the rail cars so that the material is
delivered, loaded, and leaves the site within a 24-hour period.
Additional environmental precautions will be utilized for
the expansion of this operation to include handling MSW: A
tipping building approximately 70-feet by 100-feet is proposed
to cover the rail spur and paved area adjacent to the rail
spur. A small area west of the RR spur that is not paved and
will be covered by the structure, will be paved. Rail cars will
be delivered along the spur line into the building. The trucks
will drive into the building, tip their load and exit the
structure. NMF's equipment will operate in the building
scooping the waste from the tip floor into the gondola cars.
The rail car covers will be placed and secured before the cars
are pulled out of the building to the waste's destination.
The structure will be fiber sided with truck / rail car
doors at each end. Ventilation will be provided for equipment
exhaust. Future expansion may include installation of a
biofilter adjacent to the building to treat exhaust and provide
additional odor control.
Ecology block push walls will be installed in the building
to contain the waste and facilitate full removal . Leachate
will be minimized by the building cover, but compost berms will
be utilized inside the down side of the tipping area to soak up
any potential leachate from wet wastes (expected to be
minimal) . Stormwater will not be impacted due to the building
which will keep rain off of the waste. Stormwater running off
of the roof will go into NMF's current stormwater treatment and
infiltration system.

North Mason Fiber Company Facility is located at NE 431
Log Yard Road, Belfair, WA 98528. The facility covers -28-
acres and is abutted to the south and west by properties owned
by the owners of North Mason Fiber Company. This existing site
is approximately 2. 5 miles north of the town of Belfair, in
Mason County, Washington. The site is east of State Highway 3
with access from Log Yard Road, and west of Old Belfair
Highway.

The site is paved and nearly flat other than slope to
drain at less than 5o to stormwater treatment swales and ponds.
The steepest slopes on the facility are the sloped sides of the
ponds at maximum 2:1 .
A short (-10' of rise) slope of approximately 89.- runs
along the northeastern corner of the roughly triangular site.
c. What general types of soils are found on the site (for example, clay, sand, gravel, peat,
muck)? If you know the classification of agricultural soils, specify them and note any
agricultural land of long-term commercial significance and whether the proposal results in
removing any of these soils. h[ elpl
Soils on the site are generally sandy, and classified as
Everett loamy sand (N.Olsen, Geotechnical Analysis - North
Mason Fiber Company, Port Orchard, WA, 2000) .
d. Are there surface indications or history of unstable soils in the immediate vicinity? If so,

No. There is no evidence of unstable soil conditions
within or in the immediate vicinity of the proposed site.
e. Describe the purpose, type, total area, and approximate quantities and total affected area of
any filling, excavation, and grading proposed. Indicate source of fill. h[ elpl
Approximately 12 cy or less of excavation is estimated for
the footing wall of the structure that will be sited on the
west side of NMF's rail spur line. This area is not currently
paved, so concrete footings will be constructed approximately

12-inches into subsurface soil (estimated for discussion
purposes only) . The small quantity of soil will be utilized in

No erosion is expected because the small amount of soil
disturbance is not on a hillside, will be immediately filled
with concrete for the footing, and appropriate TESC will be
used.
g. About what percent of the site will be covered with impervious surfaces after project

The percent of impervious area will be increased by 0. 4*
ultimately due to paving within (and small pad outside of) the
west side of the structure that is west of the RR spur and not
currently paved. Estimated ultimate (following future expansion
of structure) new paving could be approximately 220' by 151 .
Currently approximately 650 of the site is impervious
associated with existing buildings, asphalt pavement and
compacted gravel .
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: hL elpl
Small excavations for structure footing along the
west side of the building will be dug into soil surface and
immediately backfilled with concrete footing. Erosion control
berms or silt fence will be used if any disturbed surface is
left exposed. Small volume of excavated soil will be placed
within NMF's paved and controlled facility for use in
horticultural products.
2. Air
a. What types of emissions to the air would result from the proposal during construction.,
operation, and maintenance when the project is completed? If any, generally describe and

Construction: Diesel emissions are expected from equipment
used to construct footings, erect building, and place ecology
block barriers. Construction is expected to take approximately
2-3 weeks 4-5 people.
Operation & Maintenance: Odor may be generated from the
tipped MSW between being tipped from trucks and being covered
with biofilter on the rail cars although the entire process
will be in a building and, therefore, much reduced.
Diesel emissions are expected from trucks delivering and
equipment used to load the waste into the rail cars and to
clean & maintain tipping floor. Quantity estimate (per EPA

Construction of a tipping building will contain and reduce
odor generated from the waste handling. The tipping building
will enclose trucks during load discharge, movement of the
waste from the tipping floor to the rail car (inside the
building) , and covering the rail car with a biofilter layer and
the rail car lid / cover.
Scheduling and "hot load" operations will eliminate waste
storage and associated odors by limiting the waste residence
time to 24-hour maximum.
3. Water
a. Surface Water: hel
1) Is there any surface water body on or in the immediate vicinity of the site (including
year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe

There are no natural surface waters on or in the immediate
vicinity of the site.
Three sets of aerated stormwater ponds were constructed
for stormwater treatment and retention on the NMF property.
These ponds do not discharge from the site except via
infiltration, evaporation and regular (approximately yearly)
draining and cleaning.

No, because there are no natural surface water bodies on
or in the immediate vicinity of the site.

materials to surface waters. Waste is transferred from trucks
to rail cars entirely within the tipping building.

withdrawn from the well. Will water be discharged to groundwater? Give general

Water used for this project will predominately be City
Water. An existing groundwater well is available, but is not
expected to be used.
2) Describe waste material that will be discharged into the ground from septic tanks or
other sources, if any (for example: Domestic sewage; industrial, containing the
following chemicals. . . ; agricultural; etc.). Describe the general size of the system, the
number of such systems, the number of houses to be served (if applicable), or the

No septic system is located on the site. Portable
sanitary facilities are provided for work crews and site
visitors.
c. Water runoff (including stormwater):
1) Describe the source of runoff (including storm water) and method of collection
and disposal, if any (include quantities, if known). Where will this water flow?

Surface water runoff in the trans-load area will not
contact waste materials. Rainwater will run off the east 3� of
the building and will continue to be directed to the north
biofiltration Swale, aerated ponds, and infiltration system.
Rainwater will run off of the west � of the building and fall
onto the vegetated ground outside of the paved rail spur to
infiltrate naturally.

The potential for impacts to ground and surface water will
be negligible, given that all waste handling and exposure
operations will occur inside the building with no exposure to
surface water.

3) Does the proposal alter or otherwise affect drainage pattems in the vicinity of the site? If

500 of the building area (east half) will run off of the
building onto the paved site surface which drains away from the
building then to the north biotreatment swale and ponds. This
3z will not alter existing drainage patterns.
The other (west) 50g will direct stormwater off of the
building roof to unpaved area adjacent to the paved rail spur.
This area also drains away from the building where it will
naturally eventually infiltrate. This portion is being directed
off of the pad, thus reducing the stormwater collected on-site.
d. Proposed measures to reduce or control surface, ground, and runoff water, and drainage
pattern impacts, if any:

North Mason Fiber Company plans to expand its current "Hot
Load" capability (for exempt status soils) , to include
municipal solid waste (MSW) . The current "Hot Load" procedure
consists of trucks delivering soils to a specified location
near NMF's on-site rail spur. Upon delivery, NMF's equipment
scoops up the soil and loads it into, typically, gondola-style
rail cars. Upon finished loading, the railcars are trained to
their final destination. Predominately that destination is the
landfill at Arlington, Oregon. "Hot Load" refers to the
process of coordinating and scheduling delivery of the haul
with availability of the rail cars so that the material is
delivered, loaded, and leaves the site within a 24-hour period.
Additional environmental precautions will be utilized for
the expansion of this operation to include handling MSW: A
tipping building approximately 70-feet by 100-feet is proposed
to cover the rail spur and paved area adjacent to the rail
spur. A small area west of the RR spur that is not paved and
will be covered by the structure, will be paved. Rail cars will
be delivered along the spur line into the building. The trucks
will drive into the building, tip their load and exit the
structure. NMF's equipment will operate in the building
scooping the waste from the tip floor into the gondola cars.
The rail car covers will be placed and secured before the cars
are pulled out of the building to the waste's destination.
The structure will be fiber sided with truck / rail car
doors at each end. Ventilation will be provided for equipment
exhaust. Future expansion may include installation of a
biofilter adjacent to the building to treat exhaust and provide
additional odor control .
Ecology block push walls will be installed in the building
to contain the waste and facilitate full removal . Leachate
will be minimized by the building cover, but compost berms will
be utilized inside the down side of the tipping area to soak up
any potential leachate from wet wastes (expected to be
minimal) . Stormwater will not be impacted due to the building
which will keep rain off of the waste. Stormwater running off
of the roof will go into NMF's current stormwater treatment and
infiltration system.

This e-mail is in regard to North Mason Fiber's SEPA process for the
MSW rail load facility. Recent communication with NMF's client has resulted
in a reduction in the scope of the project. Mr. Dressel is no longer
planning to accept any MSW (municipal solid waste) or to construct the
tipping building. He would like to continue with whatever process is
required for him to add construction and demolition waste to his existing
"Hot Load" rail car loading process (under his current solid waste handling
permit).
A revised project narrative is being created that I will send you
describing more detail on the C&D hot load option. Please let me know if
you have any questions that I can answer either before or in that narrative.
Also, can you please give me an idea of what should happen now to the
current SEPA process?

NORTH MASON FIBER COMPANY REVISED RAIL TRANSFER PROPOSAL
Description of Project: Rail Loading of Construction/ Demolition Debris
North Mason Fiber proposes to add Construction/Demolition (CDL) debris to its
existing "Hot Load" capabilities in order to reduce the environmental footprint of
that waste hauling, and improve economic conditions and employment
opportunities in Mason County. Construction and Demolition debris that is not
hazardous or dangerous, but that cannot be recycled, must still be disposed
properly at a landfill. The two most commonly used landfills for this area are
Waste Management's landfill in Arlington, Oregon, and Rabanco's landfill in
Roosevelt, Washington. Both of those waste destinations are over 270-miles from
Mason County. Trucking waste that distance not only uses more fuel and
generates more carbon emissions and pollutants, but also needlessly fills roads and
highways. Rail transport of these materials is more efficient, more
environmentally sound and safer for people using the roads for commuting and
• mobility.
Since 2011, North Mason Fiber has successfully "Hot Loaded" contaminated soils
that are not dangerous or hazardous wastes for transport to landfill saving
numerous truck trips and environmental emissions.
Per North Mason Fiber's current procedures, trucks containing CDL debris would
be scheduled and coordinated with rail car dispensing so that the rail cars would
arrive first. The trucks would arrive and tip onto a paved surface that has been
prepared based on weather conditions. NMF's loading equipment then scoops
and places the material into the gondola style rail cars on its rail spur. To
maximize rail car loads and reduce air impacts, a biofilter layer of ground wood
material (composted overs or hogged fuel) may be layered over and around the
CDL debris prior to placement of a structural or membrane cover to ensure the
integrity of the material during transport. Because CDL debris is typically not
putrescent or known to emit much in terms of odors, the biofilter layer will be
optional. Biofilter material will, however, always be kept at close hand and
should any odor be noticed from a material, that load will be covered with the
biofilter media.
The process continues, one truck load at a time until either the load is completed
or the day is over. At the end of the day, no un-loaded CDL debris would remain
on-site.
NMF Construction Demolition Debris Rail Transfer
North Mason Fiber plans this service initially for just one commercial client which
enables clear communications and easier scheduling. Commercial scheduled loads
may be accepted, however, from other companies. Absolutely, no individual CDL
debris deliveries would be accepted. Similarly, no unscheduled CDL debris
deliveries will be accepted.
The current "Hot Load" operation is permitted under the solid waste handling
regulations WAC 173-350-490 Other Methods of Solid Waste Handling. Since
nothing is changing in the operation other than acceptance of another solid waste
and additional tracking procedures, we propose to simply revise the existing
permit and "Hot Load" Operations Plan.
Procedures to protect against receiving hazardous or dangerous wastes, minimize
dust and any other emissions have been devised and are explained in detail in the
revised "Hot Load" Operations Plan.
This proposal provides numerous benefits to Mason County and surrounding
areas:
0 Odor mitigation during transport will be augmented by NMF-generated
biofilter material placed over a CDL debris load under solid or membrane
cover if odors are noticed;
0 Efficient load / unload capabilities at North Mason Fiber's Strategic South
Sound Belfair location would reduce truck miles and environmental impacts
such as diesel fuel usage and traffic;
0 NMF's central location would reduce the number of jurisdictional boundaries
crossed by waste generated in Mason County on its way to regional landfill
improving efficiency and saving revenues for the County;
0 Expanded transportation capacity for County Disaster Management Planning;
0 Helps to improve economic conditions in Mason County by maintaining the
viability of an important industrial facility;
0 Increases employment opportunities in Mason County;
0 North Mason Fiber's 28-inch thick concrete pavement allows heavy truck and
material moving in a safe and efficient manner.
