A geotechnical assessment prepared for the proposed thinning/harvest of the MacElhaney
property has been received and reviewed by Public Works.
The assessment generally conforms to and answers questions required in Gary Yando's policy
memo dated October 5, 1998. The assessment appears to dispel the need for additional
geotechnical investigation.
The SEPA file for this proposal indicates that approximately 55%of the timber will be
harvested, and no grading or clearing is declared in any of the submitted material, so none should
be done incidentally to the harvest activity. If temporary skidder roads are intended to be made
permanent, a grading permit should be required of the applicant. If more than an acre of area will
be cleared incidentally to the logging operation, it should proceed under a grading permit with an
associated Large Parcel Permanent Stormwater Quality Control Plan developed by an engineer.
It appears that the property is accessed from a private road, so no access permit is required. If the
property is accessed from a County Road, an access permit should be acquired by the applicant
from this department.
With the harvest being a thinning operation with no road construction, stormwater runoff should
be controlled by the remaining underbrush,which should be disturbed as little as possible.
The timber harvest should be allowed to proceed,but no road construction or clearing has been
proposed, or should be undertaken without additional consideration of potential instability and
stormwater runoff issues.

RE; Geological Assessment of Land Per Legal Description
Elclosed Herein.
A walk-over reconnaissance was performed on June 28 , 1999
by the undersigned Geologist for the above listed 5-acre plot
and associated easement . This reconnaissance was done in
preparation for a timber harvest . Photographs and measurements
were taken for our file and record .
The soil is a glacial till . The top 3 inches is a
medium to dark brown silt clay loam with gravel inclusions .
The next 13-15 inches is a medium to light brown silty sand
loam with coarse to very coarse sand and inclusions of pebbles
and cobbles . Much of the gravel and cobbles are weathered
basalt high in iron content . The next layer at a total depth
of 18 inches is a compitent layer of glacial till composed
of gravely clay.
No slide areas or indications of instability were
observed in the area. This area has not been mapped for the
Coastal Zone Atlas for Washington Slope Stability Maps .
Although the owner indicated the depth to water varies
greatly in the area and minimal seepage has been observed
in the past no seepage was observed on the date the site
was inspected . Natural drainage exists in well established
channels .

The slopes on the property are moderate and show good
stability . The steepest slope is - on the west boundary of
the property . It varies from 18' to 2U° as measured in the
tield by a Wedge Smart Level . This is consistant with U . S. G. S .
Topographical Map 7 . 5 ' Series . This slope steepens west of the
property and leads to a creek. The portion on the subject
property is not oversteepened and shows good stability .
The vegetation on the parcel is well established . The trees
exhibit straight trunks and are 15 to 16 inches in diameter. 'There
is a thick understory of brushy plants and fern.
In my geological opinion the planned logging should cause no
land stability problems.
