The Allyn Hotel project is the renewal of an expired Shoreline Substantial Development Permit and a Special Use Permit. The project has been underway and the foundations for the buildings have been installed. Building permits were obtained but the time for the completion of the project exceeded the term of the original SSDP. At the hearing for the renewals, staff discovered that the newly adopted Allyn Village Commercial zoning placed an additional requirement for four additional parking spaces beyond those already shown for the project. The Allyn Village Commercial zone encourages shared parking and the development of public parking and techniques, such as a Fee In Lieu program for parking. We have been in communication with Mr. Border,who confirms that the total number of parking spaces needed is 38 on site and 4 off site. The 38 on-site spaces are used for the retail and the hotel parking. Since the hotel will be developed in phases, the parking on site is adequate until the final 12-unit building is to be occupied. At that time, an additional four spaces must be available off site in addition to the eight on-site spaces. Off-site spaces may be found within 500 feet. In addition, options for building parking spaces for the Port of Allyn, Mason County, or contributing to a Fee In Lieu program are contained within the language of the Code, but have not yet been developed. Mr. and Mrs. Knight, with the concurrence of County staff, are requesting that the Shoreline and Special Use permits be approved with the condition that all regulations be satisfied prior to occupancy. In this way, the final 12 units of the hotel will not be occupied before the parking requirements are met to the County's satisfaction. The total number of parking spaces to be provided off site or through the Fee In Lieu program is four. These spaces may be provided by entering into an agreement with a neighbor in the vicinity who has excess spaces. The actual solution presented should be approved by County staff because of the many possible variations, all of which are allowed under the Allyn Village Commercial zoning district regulations. I have been advised that Mason County supports the issuance of the permits now under consideration, conditioned on meeting the parking standards for each phase at the time of issuance of the Occupancy Permit.
