Thank you for the opportunity to comment on the determination of nonsigruficance for the proposed
Allyn Mixed Use Project(SEP2002-00065), located at 18350 East SR 3,Allyn, as proposed by Myong
Lee. We reviewed the environmental checklist and have the following comments:
While the enclosed planting list is a good Start, the applicant should consult with Washington Department
of Fish& Wildlife and Department of Ecology during the development of their shoreline revegetation
plan. This revegetation plan must be included in the shoreline permit submitted to Ecology.
Greater discussion of public access elements should be included in the documentation for this project.
What sort of signabe and parking will be available to notify the public of the available access? As
currently designed,the access is hidden behind the proposed lobby. Without directional signs, it will go
unnoticed by all except those staying in the hotel. Is there any opportuniy on the existing county right-
of-way to improve access as a part of this proposal?

composed of a 17,975 sq. ft. two story building (21 rooms with
1,230 sq. ft. retail area). a 9,729 st. ft. two story building (17
rooms), and a 1,498 sq. ft. two story building (residence above,
591 sq. ft. retail below). Public access boardwalk from hotel to
shore. Parking for 38 vehicles provided on site adjacent to State
Route 3 in Allyn, WA.

adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under
RCW 43.21C.030(2)(c). This decision was made after review of a completed Environmental
Checklist and other information on file with the Lead Agency. This information is available to the
public upon request.

1) 1 SPECIAL USE PERMIT CONDITION NOT MET 8/21/2002 AHB
Applicant shall apply for Mason County Special Use Permit for the review of the 17,975 sq. ft. two story
building,which exceeds the 10,000 sq. ft. maximum building size standard of the Mason County
Development Regulations. The review shall determine whether a building of this size shall be permitted.
2) 1 SHORELINE PERMIT CONDITIONS NOT MET 8/21/2002 AHB
A) The applicant shall meet the standards of the Conditional Use Permit review. including proper setbacks,
height standards, site coverage,and parking needs for the land uses proposed.
B) The applicant shall implement the proposed native plant landscaping plan in order to provide a
re-established vegetation buffer along the saltwater frontage of Case Inlet and meet the intent of the Mason
County Resource Ordinance fish and wildlife habitat conservation areas development standards.
C) The applicant shall provide proper ingress and egress for the proposed land use and secure the proper
road traffic access penults from Washington Department of Transportation and Mason County Department of
Public Works.
D) The applicant shall secure the review and approval by Washington Department of Fish and Wildlife and
Department of Ecology of proposed vegetation removal of shoreline and/or wetland plants that will be done
daring site preparation and eventual replanting in the vegetation buffer.
E) The applicant shall meet the fire protection standards of Mason County in the construction and operation
of a motel land use in the Allyn Urban Growth Area.

Dear Mr. Borden:
We have received and reviewed the subj ect proposal and have the following
comments:
1. We anticipate allowing one access with right-in/right-out traffic only. Traffic
will not be allowed to park on WSDOT right-of-way without the proponent
obtaining a lease from our Olympic Region Real Estate Services Office.
2. The Department will only accept stormwater runoff that currently enters State
right-of-way from the existing site. If any stormwater is directed onto State right-
of-way,we request the opportunity to review and comment on the drainage plans
and supporting calculations prior to project approval. Any increase in stormwater
runoff will require appropriate stormwater treatment measures in accordance with
the WSDOT Highway Runoff Manual, latest edition,which can be found at
http://www.wsdot.wa.gov/eesc/cae/hydraulics/hydmanual files/HighwayRunoff.
pdf, or by contacting the WSDOT Publications Division at(360) 705-7430.
These plans shall address erosion, sediment control, and stormwater runoff
mitigation. Should you have any questions regarding stormwater runoff,please
direct them to the Olympic Region Hydraulics Engineer,Brad Lindgren, at(360)
357-2714.
3. The Department will not be responsible for noise attenuation. The proponent
bears responsibility of noise and land use compatibility. The development should

be planned, designed and constructed in such a way that noise impacts are
minimized.
4. Advertising signs visible from an adjacent State Highway must comply with the
State Scenic Vistas Act of 1971, which is administered by the Department. For
information regarding signing regulations, contact the Olympic Region Traffic
Operations Office at(360) 357-2671.
Please send notifications of developments to the WSDOT,Development Services
Section at the above address, in accordance with the following RCW:
RCW 58.17.155
Short subdivision adjacent to state highway—Notice to department of
transportation.
Whenever a city, town, or county receives an application for the approval of a
short plat of a short subdivision that is located adjacent to the right of way of a
state highway, the responsible administrator shall give written notice of the
application, including a legal description of the short subdivision and a location
map, to the department of transportation. The department shall,within fourteen
days after receiving the notice, submit to the responsible administrator who
furnished the notice a statement with any information that the department deems
to be relevant about the effect of the proposed short subdivision upon the legal
access to the state highway, the traffic carrying capacity of the state highway and
the safety of the users of the state highway.

SUBJECT: State Environmental Policy Act Document; Myong Lee Proponent, Shoreline
Conditional Use Permit„ North Bay, Tributary to Case Inlet, Mason County, WRIA

The Washington Department of Fish and Wildlife (WDFW) has reviewed the above-referenced State
Environmental Policy Act (SEPA) document received on August 26, 2002, and offers the following
comments at this time. Other comments may be offered as the project progresses.
Nearshore shallow water habitat in Puget Sound is critical to the survival of juvenile marine fish and
juvenile salmonids during their spring outmigration. This habitat includes all beaches and beds of
marine and estuarine waters of the state from ordinary high water waterward to -10.0 feet (Mean
Lower Low Water= 0.0 feet). This habitat is important as a migration corridor, producer of food,
and serves as a refuge from predation. In addition, this habitat comprises spawning habitat for many
important species of marine fish. Since the inception of development along the shores of the Sound,
much of this critical habitat has been lost due to bulkheading, filling, dredging and other impacts
associated with urban and industrial development. These impacts have reduced the reproductive
potential of those species dependant on this spawning habitat. They have reduced the area available
for juvenile marine fish and juvenile salmonids to rear, feed, and migrate. And they have reduced the
area available for juvenile salmonids to physiologically adapt from fresh to saltwater.
The nearshore habitat is also important to maintain water duality, shade, bank stability and provide
habitat for terrestrial species. The removal of the existing invasive plants and replacement with native
species is encouraged. The Department of Ecology has publications outlining various native plant
species that would likely combine attractive native landscaping with indigenous species. The largest
possible buffer using these species is encouraged.
