Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 1/14/2009 Page 1 of 3 SP12006-00274 Site Inspection 1/14/2009 Case No.: SP12006-00274 Comments: Pre-inspection for Shane & Carrie Davis on Oct. 16, 2006: Lot Description: Property is along NE Riverside PI. in the Belfair Urban Growth Area. The two properties are oriented north to south and are partly cleared with the potential building sites in several areas. The west side of parcel -93344 has a slope under 35 percent and parcel -03201 has a seasonal drainage along the central area of the property. The applicant wishes to adjust existing property line in order to make the parcel -03201 wider to place a garage in the west area of the site, create a smaller parcel -93344, and determine whether geologic studies and other setbacks are needed for proposed development. These findings state regulations in effect at the time of inspection, unless noted otherwise. Development Regulations standards: The site is in Belfair UGA Residential 4 zone. Standard building setbacks for a dwelling are 10-foot front yard, side property line, and rear yard setbacks; and for an accessory structure, a 5-foot side property line, and rear yard setbacks. These setbacks are measured from structures above grade such as roof overhangs, stairs, balconies, decks, heat pumps, storage buildings, and fuel tanks. Resource Ordinance Standards: _Y_ Slope or Landslide hazards: Slopes over 15 percent and up to 35 percent are adjacent to or within 300 feet of a proposed project. The applicant shall have a qualified geologist or engineering geologist visit the subject parcels and prepare a site analysis for each to determine whether a geologic special report is needed during development review. _Y_ Slope or Landslide hazards: If the geologist confirms the need for a special report when slopes are between 15 and 40 percent, a Geologic Assessment would be needed to address slope stability, site conditions, and the other requirements of the enclosed landslide hazard chapter 17.01.100 section E. 4. as required by the Mason County Resource Ordinance. The report must include all Resource Ordinance requirements and a submittal checklist noting where these requirements are found in the study document. _Y_ Slope or Landslide hazards: The prepared special report shall be specific to proposed site development (logging and site 1/14/2009 Page 2 of 3 SP12006-00274 i Site Inspection 1/14/2009 Case No.: SP12006-00274 preparation) on the subject parcel by addressing clearing, grading, driveway and building location, retaining walls, and stormwater control. This special report would be submitted and evaluated at the time of building permit submittal. The study shall address the presence of the septic system on site stability conditions. _N_ Shoreline setbacks: The typical shoreline designation is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance. These setbacks would not apply to proposed development. _N_ Stream setbacks: No stream critical areas were observed on this and adjacent properties during the inspection; the development setbacks from these features would not apply to a proposed improvement to the subject parcels. A seasonal drainage flows through parcel -03201 but is not considered a typed stream. _N_ Wetland critical area: Planning staff confirmed that this parcel does not contain certain wetlands, which are regulated under Mason County's Wetlands chapter 17.01.070 of the Mason County Resource Ordinance. The applicant will not need a wetlands special report during development review. Portions of the parcel have already been cleared of trees, and surface drainage heads from the north to the south. The presence of the steep slopes and drainage to the east create the constraints to site development. Working with possible development locations and the recommendations of the geologic study, you should be able to propose the placement of a residence on this parcel and meet the structure setbacks from the property lines. You would need to confirm with the Health Department what their septic system standards are to make sure about the adequacy of supplying a septic system and drainfield area(s). General process: Future site development must include a site plan, showing all setbacks from property lines, slopes, and existing and proposed improvements; this site plan will be needed for building permit application submittal and permit review.
